Talented people are given priority in planning and appointment to leadership and management positions.

Accordingly, the Ministry of Home Affairs is seeking opinions on the draft Decree regulating policies to attract and employ talented people in state administrative agencies and public service units. Notably, it proposes a policy to employ talented people who are cadres, civil servants, public employees, and workers.

Talented people are given priority in planning for appointment to management positions. Figure 1

According to the draft, talented civil servants and public employees are entitled to the following preferential policies:

Firstly, regarding policies on working environment and working equipment : To attend and speak at meetings related to professional work of the collective leadership of the agency or organization where one is working;

Assigned by competent authority, arranged for a person (or a group) to support the performance of specific work and tasks. The assigned person (or group) is responsible for performing the tasks as required by the talented person;

To be invested in equipment and working means to effectively carry out assigned tasks. If necessary, to be invested in resources and special equipment to carry out the contents of programs, projects, topics, and scientific research works that have been assessed as feasible by competent authorities and proposed for practical application;

Arrange and allocate human and material resources to serve professional activities and scientific research during the performance of specific tasks, including outside working hours;

Facilitated access to documents for professional activities and scientific research;

Propose budget estimates and use funds to perform specific work or tasks; be responsible before the law and competent authorities for the use of assigned funds.

Second, policy on planning and appointment: Priority is given to consideration, selection for planning and appointment to leadership, management or leading expert positions in the field of work regardless of the number of years of work;

In case the target group does not meet the conditions for recruitment into civil servants or public employees, priority will be given to signing a contract to do professional work to be appointed to the position of executive and management of public service units.

Third, salary and welfare policies : Every month, talented people are entitled to an incentive amount equal to 100% of their current salary. The incentive amount is not used to calculate social insurance and health insurance contributions. The incentive amount is determined in the regular expenditure budget and is allocated to agencies, organizations, units, and localities according to the provisions of the State Budget Law;

Priority will be given to early salary increase (if any) or consideration for promotion of civil servant rank, consideration for promotion of professional title of civil servants without requirements on time holding rank or title if they have outstanding achievements in public service, professional activities or are classified as having excellent performance in 03 consecutive years from the date of recruitment decision;

Priority is given to renting public housing or borrowing money to buy housing in installments with the guarantee of agencies and organizations from the Social Policy Bank with preferential interest rates according to Government regulations;

The regime and policies are maintained during the period of being sent for training and development. In case the place of study is not in the locality of work, the regimes are the same as those for people sent for work;

When being transferred or seconded by a competent authority to take up a task in a difficult area, they will be supported with housing and living conditions to stabilize their work and will continue to enjoy the regimes and policies for talented cadres, civil servants, public employees and workers; when the rotation or secondment period ends, if the task is completed, the competent authority managing cadres, civil servants and public employees is responsible for arranging them back to their previous working position or arranging them to other higher positions suitable to their talent and professional expertise;

When reaching retirement age, if healthy enough, voluntarily continue working and the agency or unit has a need, the head of the agency managing cadres, civil servants and public employees shall consider and decide to extend the working time and keep the position and title of the cadre, civil servant or public employee currently holding, but not more than 05 years.

Fourth , be honored and rewarded according to the provisions of law.

Fifth , enjoy other preferential regimes according to regulations of ministries, branches and localities.
