Bac Kan people highly agree with the Project to merge provinces and rearrange commune-level administrative units.

According to the report of the Department of Home Affairs submitted to the People's Committee of Bac Kan province, the total number of voters representing households whose opinions were listed was 82,273 people. Of which, the number of voters participating in giving opinions reached 81,686 people, equivalent to 99.29%.

Regarding the Project on rearranging administrative units at the commune level of Bac Kan province in 2025 (from 108 communes, wards and towns to 37 communes and wards), 80,208 voters agreed, reaching a rate of 97.49%. The number of voters who disagreed was 1,477 people, accounting for 1.81% (with 01 invalid vote). Notably, 51 communes, wards and towns achieved a consensus rate of 100%, 52 units achieved from 80% to less than 100%, and only 5 units achieved from 50% to less than 80%.

Regarding the Project to merge Bac Kan and Thai Nguyen provinces, the consensus of the people was more evident, with 81,506 voters agreeing, accounting for 99.07%. Only 108 voters disagreed, equivalent to 0.22%. Of the 108 communes, wards and towns in the province, 53 units recorded an absolute consensus rate of 100%, the rest all reached 89% or more.

In addition to the results achieved, the Department of Home Affairs also recorded a number of comments related to the commune arrangement plan (in Pac Nam, Cho Don, Ba Be districts, etc.), suggesting to adjust the name or location of the administrative center. However, due to the very high general consensus rate, the Department proposed that the province decide to keep the plans as in the original draft Project. In addition, voters also requested that competent authorities promptly invest in infrastructure, traffic, and plan the new administrative center after the arrangement to ensure convenience for the people.

The organization of collecting voters' opinions was implemented synchronously, seriously, ensuring democracy, publicity, and following the correct procedures, clearly demonstrating the role of the people in the process of reforming the administrative apparatus. With high consensus, Bac Kan province is currently urgently completing the dossier to submit to the competent authority for approval to carry out the next steps according to the 2025 plan.
