In the conclusion of the investigation into the case that occurred at Van Thinh Phat Group, SCB Bank and related units, the Ministry of Public Security's Investigation Police Agency determined that the defendant Dang Phuong Hoai Tam (Head of the Board of Directors Office of Van Thinh Phat Group) was extremely trusted by Ms. Truong My Lan (Chairwoman of Van Thinh Phat Group).
According to Tam's statement, from around 2013 and 2014, Tam was assigned to the management team, monitoring the group's assets, including the individual assets of Ms. Lan and Van Thinh Phat Group.
By 2017, Tam was assigned to monitor outstanding debts at SCB Bank related to the above assets; at the same time, another employee monitored and updated the list of individual assets and added outstanding debt information such as: Borrower's name, loan amount, disbursement date, collateral, outstanding debt, loan term, name of borrowing branch, etc.
In early 2020, Tam was appointed Deputy Office of the Board of Directors, in charge of all office work.

According to the investigation conclusion, Tam confirmed that he had managed information and related outstanding debts at SCB for 98 properties of housing and residential land in Ho Chi Minh City and 28 properties of agricultural land in District 9 (Thu Duc City), Ho Chi Minh City.
"Tam knew these assets were mortgaged for SCB loans," the investigation concluded.
Meanwhile, Ms. Truong My Lan's testimony shows that this female chairwoman assigned Hoai Tam to monitor individual real estates, to know which assets have been put up for bank loans, which assets have not been put up for loans; to manage and monitor the list of companies/individuals whose names are on assets and loans.
Ms. Lan also assigned Tam to be in charge of employees to carry out legal procedures to establish companies to provide for defendant Nguyen Phuong Anh (former Deputy General Director of Penninsula Company) when needed to prepare documents for SCB loans.
In 2022, Tam was trusted by Ms. Lan to see the list of assets of the female chairwoman that were mortgaged at SCB and asked Tam to check the information for each asset, to see if there were any mistakes, or if any assets were not returned after the loan was paid off.
According to the investigation conclusion, the defendant Tam managed and used 126 assets, monitored the outstanding debts of these assets, and coordinated with other personnel to legalize hundreds of loan applications for the Van Thinh Phat group.
The Ministry of Public Security accused Tam of being directly related to the criminal acts of Ms. Truong My Lan, and must be jointly responsible for the amount of 171,000 billion VND that Ms. Truong My Lan appropriated from SCB and the loss of more than 57,000 billion VND.
In the case, Dang Phuong Hoai Tam was proposed by the Investigation Police Agency to be prosecuted for the crime of Embezzlement of property.
