Supply and distribution infrastructure are ready for E10 gasoline.

GD&TĐ - The Ministry of Industry and Trade stated that the supply of ethanol, blending capacity, and distribution system for E10 gasoline have basically met the requirements for nationwide implementation.

At a meeting with the Central Propaganda and Mass Mobilization Department on May 26, the Ministry of Industry and Trade reported on the implementation of Circular No. 50/2025/TT-BCT, which stipulates the roadmap for applying the blending ratio of biofuels with traditional fuels in Vietnam.

Proactive ethanol supply, blending capacity exceeds demand.

According to the Ministry of Industry and Trade, with gasoline consumption at approximately 1 million m3/month, the demand for ethanol (E100) for blending into E10 gasoline is around 100,000 m3/month. Currently, domestic production meets about 25,000 m3/month, with the remaining 75,000 m3 being imported. Businesses have basically secured sufficient supply to meet blending needs in the coming period.

Regarding blending capacity, as of April 23, 2026, 13 out of 26 petroleum wholesalers have invested in or are investing in biofuel blending systems.

Of these, Petrolimex currently has a blending capacity of approximately 455,000 m3/month and is expanding to 550,000 m3/month, PVOil has reached 320,000 m3/month, and Saigon Petro has reached approximately 120,000 m3/month.

The combined blending capacity of these three companies reaches approximately 890,000 m3/month, equivalent to nearly 89% of the country's gasoline consumption demand if the entire market switches to using E10. If the current blending ratio of 85% E10 and 15% E5 is maintained, the existing capacity could meet about 96% of the supply demand.

In addition, there are 10 businesses awaiting licenses to blend E10 gasoline with a total capacity of approximately 297,600 m3/month. If licensed, the total blending capacity of the 13 businesses will reach approximately 1.18 million m3/month, exceeding current consumption needs.

The Ministry of Industry and Trade also stated that the Binh Son Refinery is ready to participate in blending E5 and E10 bioethanol when needed, with a capacity of approximately 20,000 - 40,000 m3/month in May 2026 and increasing to 70,000 - 90,000 m3/month from June 2026.

The basic distribution infrastructure is ready.

According to the Ministry of Industry and Trade, distribution infrastructure is the final link in the supply chain and plays a decisive role in bringing E10 gasoline to the market. However, because the current petroleum distribution system has been comprehensively invested in nationwide, the conversion from RON95 mineral gasoline to E10 mainly involves upgrading and adjusting operations, not requiring large-scale new infrastructure investment.

The Ministry of Industry and Trade stated that the entire retail system has experience selling E5 RON92 gasoline since 2018, so it can basically receive and distribute E10 without major technical obstacles.

However, the tanks, pumps, pipelines, and transport vehicles currently used for RON95 gasoline still need to be cleaned and refurbished to be compatible with E10RON95 gasoline. This process may incur additional costs and cause short-term business disruptions.

According to the report, large businesses are currently not facing many difficulties in handling the aforementioned technical issues. The two largest distributors, Petrolimex and PVOil, which currently account for approximately 70-75% of the retail gasoline market share, have proactively implemented widespread distribution of E10.

Specifically, PVOil has been testing the distribution of E10 fuel in Hanoi and Hai Phong since August 2025, before officially distributing it to nearly 1,000 gas stations nationwide from May 15, 2026. Petrolimex is also conducting trials in Ho Chi Minh City and Vung Tau, and will officially distribute it throughout its entire system from May 20, 2026.

Notably, the Ministry of Industry and Trade stated that from the nationwide rollout of E5 gasoline in 2018 to the testing and distribution of E10 gasoline in recent times, the regulatory authorities and businesses have not received any official complaints related to the quality of bio-gasoline or negative impacts on the performance and lifespan of vehicle engines.

This fact shows that E5 and E10 bioethanol fuels basically meet the technical requirements and are suitable for the types of vehicles currently in circulation in Vietnam, creating a foundation for the green fuel transition roadmap in the future.
