
Mr. Le Huy Ngo was born on August 13, 1938, in a family with a rich revolutionary tradition, in Tinh Hai commune, Tinh Gia district, Thanh Hoa province. Now Hai Binh ward, Thanh Hoa province.
Since attending village school, he soon absorbed the love for his homeland and country, following family tradition; so as early as March 1953, he participated in revolutionary activities when he was still a teenager.
From June 1954 to September 1956: He was a member of the Executive Committee of the Youth Union of Tinh Hai commune, Tinh Gia district, Thanh Hoa.
From October 1956 to February 1959, he was a student at the Central College of Agriculture and Forestry. After graduating, he worked in Phu Tho province.
From January 1960 - November 1964: Officer of the General Administration Department, Phu Tho Department of Agriculture; admitted to the Communist Party of Vietnam on January 10, 1962.
From December 1964 - March 1967: Studied at Hanoi University of Agriculture I.
From April 1967 to May 1971: Head of Administrative Planning Department, Head of General Planning Department, Standing Member of the Party Committee of Vinh Phuc Department of Agriculture.
From June 1971 - April 1974: Studied advanced politics at Nguyen Ai Quoc Party School
From May 1974 - May 1976: Member of the Provincial Administrative Committee, concurrently Head of the Management Board of Agricultural Cooperatives of Vinh Phu province.
From June 1976 - May 1977: Provincial Party Committee member, Vice Chairman of the Agricultural Committee and Head of the Management Board of Vinh Phu Provincial Agricultural Cooperative.
From June 1977 - September 1983: Member of the Provincial Party Standing Committee, Vice Chairman of Vinh Phu Provincial People's Committee.
From October 1983 - September 1986: Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Vinh Phu province.
From October 1986 - May 1988: Secretary of Vinh Phu Provincial Party Committee; Alternate member of the 6th Party Central Committee.
From June 1988 - July 1991: The Politburo assigned him to work as Secretary of Thanh Hoa Provincial Party Committee, and he was elected as a member of the 6th Party Central Committee.
From July 1991 - October 1997: Member of the 7th Party Central Committee, Deputy Head of the Standing Committee of the Party Central Committee's Organizing Committee.
From October 1997 - June 2004: Minister of Agriculture and Rural Development; Head of the Central Steering Committee for Flood and Storm Prevention and continued to be elected as a member of the Party Central Committee, terms VIII and IX. And a National Assembly Delegate, terms IX and X.
From October 1997 - June 2008: Head of the Central Steering Committee for Flood and Storm Prevention.
Since June 2008, although he has retired, with his profound knowledge, experience, enthusiasm, dedication, and commitment to agriculture, farmers, and rural areas, he is still willing to be an advisor to the Pilot Program for building a new rural model of the Party Central Committee Secretariat and the National Target Program for building a new rural area of the Government.
With his contributions to the Revolution, Mr. Le Huy Ngo was highly appreciated by the Party and State and was awarded:
60-year Party membership badge; Second-class Independence Medal; First-class and Second-class Labor Medal; First-class and Second-class Resistance Medal; Third-class Labor Medal for the cause of Vietnam-Laos agricultural cooperation; Golden Lion Medal for the cause of Vietnam-Senegal agricultural cooperation.
Certificate of Merit from the Prime Minister for new rural construction; Certificate of Merit from the United Nations for flood prevention and natural disaster mitigation; Hung Vuong Commemorative Medal; Medal for the cause of Agriculture and Rural Development; Medal for the cause of the Central Party Office... And many other commemorative medals, certificates of merit, and certificates of merit.
