A prime example in building a traffic culture.
That is Mr. Tran Xuan Chien, Chairman of the Veterans Association of Bao Ha commune (Bao Yen district).
Bao Ha commune has National Highway 279 running through it for 12 km; a 14 km road along the railway and the Red River connecting it to Bao Thang and Van Yen (Yen Bai); and 55.8 km of rural roads paved with concrete, reaching 22 villages. Notably, the commune is home to Bao Ha Temple, which attracts many visitors from all over the country year-round.
Based on local realities, Mr. Tran Xuan Chien advised the Standing Committee of the Veterans Association of the commune and directly supervised surveys, reporting to the Standing Committee of the Party Committee and the People's Committee of the commune. He also coordinated with the commune police and members of the commune's Traffic Safety Committee to implement activities in which veterans participate in maintaining traffic order and safety and building a traffic culture in the area.
Based on the traffic safety situation at each point in time, he proposed to the Standing Committee of the Veterans Association of the commune to hold meetings to deploy tasks to each branch, ensuring timely and effective guidance. He directly instructed the branches to select core individuals to propagate and mobilize members, their families, and relatives to wear helmets when riding motorcycles, scooters, electric bicycles, etc., and to raise awareness about the harmful effects of alcohol with specific content such as not driving after drinking alcohol; not drinking alcohol if you have to drive after a meal; not inviting or forcing others to drink alcohol if you know they have to drive after drinking; not riding on a motorcycle or car if the driver has just drunk alcohol, etc.
For areas with high traffic density such as Bao Ha Temple, Lang Luc Temple, Bao Ha Market, etc., he proposed to the Standing Committee of the Association to encourage members to exemplary comply with the regulations of the Road Traffic Law, thereby participating in disseminating information, mobilizing, and guiding relatives, residents, and tourists to comply. Specifically in the area of the two temples and the central market of the commune, the Commune's Veterans Association has selected more than 30 members to participate in maintaining traffic order and safety and building a traffic culture, contributing to reducing traffic accidents; resolving the encroachment on sidewalks and road shoulders for selling goods; eliminating the practice of soliciting customers, begging, and forcing tourists to buy goods at the historical sites for worship and spiritual purposes.
Regarding railway safety, among the 20 unauthorized crossings in the commune (including 4 points with high pedestrian traffic, 8 points leading to schools, and unauthorized crossings leading to National Highway 279 and Provincial Road 161 in Pho Moi - Yen Bai), Mr. Tran Xuan Chien, along with the Standing Committee members, coordinated a survey and identified two points with the highest safety risks (in Lien Ha 5 and Lien Ha 6 villages) and advised on organizing patrols. Since the model was launched (August 2019), no traffic accidents have occurred at these two points…
As the Chairman of the Veterans Association of the commune, Mr. Tran Xuan Chien has contributed to building a united and cohesive Standing Committee, attracting and gathering veterans to participate in the association, and continuing to uphold the spirit of "Uncle Ho's soldiers" in daily life, with his participation in ensuring traffic safety and building a traffic culture being a concrete example.
Exemplary Veteran Chairman
Exemplary, creative, responsible in his work, and with many practical contributions – that's how members and local people describe Mr. Lu Van Dang, Chairman of the Veterans Association of Vo Lao commune (Van Ban district).
After serving two years in the defense of the Fatherland, in 1994, Mr. Lu Van Dang was discharged from the army and returned to his hometown, joining the work of the People's Committee of Vo Lao commune. For nearly 20 years, he has held positions such as Vice Chairman of the People's Committee, Chairman of the People's Committee, and in 2017, he was elected Chairman of the Veterans Association of Vo Lao commune, a position he holds to this day. Regardless of his position, he has always been exemplary, responsible, and caring for the lives of the members; actively promoting and mobilizing members to participate through concrete actions, contributing to building Vo Lao commune to achieve advanced new rural standards.
The Veterans Association of Vo Lao commune currently has 530 members, organized into 30 branches. “In organizing and directing the implementation of tasks, I always focus on building strong unity and solidarity within the association, maintaining close ties with members and the people. In addition, I actively encourage veteran members to participate in the association's and local movements and activities,” Mr. Dang shared.
Adhering closely to his assigned tasks, Mr. Dang focused on effectively disseminating information and mobilizing veteran cadres and members to strictly implement the Party's directives and resolutions. He linked the building of the association and the veteran membership with promoting the study and emulation of Ho Chi Minh's ideology, ethics, and style, while also encouraging branches to actively participate in patriotic emulation movements and campaigns such as exemplary veterans and veterans helping each other in economic development.
In the "All People Protect National Security" emulation movement, Mr. Dang proactively coordinated with the Vo Lao Commune Police to advise the Party Committee and the government on directing the implementation of the cooperation program between the Veterans Association and the Commune Police in ensuring security and order, closely monitoring the people's situation, and building and consolidating a strong foundation of public support from early on, from afar, and from the grassroots. At the same time, he raised awareness and a sense of responsibility in combating all types of crimes and social evils among cadres and members; propagated and encouraged people to live and work in accordance with the constitution and laws; and prevented the illegal trading, storage, and use of fireworks, weapons, support tools, and explosives.
During the period from 2019 to 2024, Mr. Dang advised the Standing Committee of the Association and coordinated with the commune police to organize 160 legal awareness sessions, attracting 22,031 participants; and provided 45 valuable pieces of information to support crime prevention and control. In particular, Mr. Dang and other members also built a movement of veterans participating in traffic safety, establishing self-governing groups in the area. Through these groups, they provided information that helped the commune police and local authorities detect and handle 35 cases promptly, including 13 cases of property theft, 15 cases of violations of the Road Traffic Law, and 13 cases of intentional injury; they also encouraged people to voluntarily surrender 75 homemade hunting rifles and 34 knives and swords of various types, contributing to ensuring security and order in the commune…
For their achievements in their work, Mr. Lu Van Dang and the Veterans Association of Vo Lao commune have received numerous commendations and certificates of merit from various levels and sectors. Recently, Mr. Dang received a Certificate of Merit from the Ministry of Public Security for his outstanding achievements in the "All People Protect National Security" movement during the period 2019-2024.
Actively participate in building a strong association.
Former female veteran Nguyen Thi Ly, Chairwoman of the Veterans Association of Duyen Hai Ward ( Lao Cai City), impressed us with her enthusiasm and resourcefulness. Having been involved in the association's work since 2018, she consistently upholds a sense of responsibility, sets a good example as a leader, and actively participates in the "Exemplary Veteran" emulation movement, contributing to building a strong association.
The Veterans Association of Duyen Hai Ward currently has 7 branches with a total of 173 members. In building the organization and connecting members, she always maintains the association's activities in accordance with the regulations of the Association's Charter, selecting content, tasks, and models suitable to the situation of members in the area. Ms. Ly always identifies the central task in the association's work as proactively understanding the situation of the area, members, and the people; reflecting, advising, and coordinating the timely resolution of arising issues in the area according to functions and duties; and caring for and protecting the legitimate rights and interests of members.
Over the past period, under the leadership and guidance of the Ward Veterans Association, local veteran members have actively played their role in various fields such as coordinating border patrols, maintaining security and order, and ensuring traffic safety (15 sessions/105 members participating); and successfully mediating 5 conflicts among the people. Annually, over 96% of veteran members achieve the status of exemplary members; and over 98% of veteran families achieve the status of culturally exemplary families. It is gratifying that the veteran community in the ward consistently upholds and promotes the traditional values of "Uncle Ho's soldiers," successfully fulfilling assigned tasks and contributing to building a strong political system in the ward.
It is known that, in addition to being the Chairwoman of the Veterans Association, Ms. Nguyen Thi Ly is also the Chairwoman of the Farmers Association of Duyen Hai Ward and the Head of the Legal Affairs Committee of the People's Council of Duyen Hai Ward. Regardless of her position, she always upholds the sense of responsibility of a leader and a Party member, actively participating in Party building, combating erroneous and hostile viewpoints, and protecting the ideological foundation of the Party.
Regarding her work with the veterans' association, she, along with the Standing Committee and Executive Committee, successfully completed the assigned political tasks. In recognition of her efforts and contributions, veteran Nguyen Thi Ly was recognized as an exemplary individual and received a Certificate of Commendation from the Provincial Veterans' Association for her outstanding achievements in the "Exemplary Veteran" emulation movement during the 2019-2024 period.
Mr. Luong is a good businessman.
In Phong Hai Farm Town (Bao Thang District), most people know former soldier Nguyen Van Luong, Deputy Director of the Phong Hai Farm Town Fisheries Cooperative (residential area No. 2), who is both skilled in managing his family's economy and contributing to the development of the local fisheries industry.
The family of veteran Nguyen Van Luong owns 5.5 hectares of land, including water, forest, and gardens. He divides 1.8 hectares of water into six ponds for raising fish fry and commercial fish (mainly carp), and at one point also raised turtles. Of the 3 hectares of forest, he dedicates 2 hectares to growing oil palm and 1 hectare to growing cinnamon. The remaining garden and low hill areas are used for multi-cropping vegetables, crops, and fruit trees. His family maintains a herd of 8 cows along with several hundred chickens, ducks, and geese.
By proactively securing a source of high-quality aquatic and livestock breeding stock, the family of veteran Nguyen Van Luong has significantly reduced their expenses. For aquaculture (the main source of income for his family), they sell an average of 50 tons of commercial fish annually, earning approximately 2 billion VND. The reason for this stable income from aquaculture is the reliable distribution channels; the commercial carp meet the partners' standards in terms of weight, quantity, delivery time, and quality.
Veteran Nguyen Van Luong revealed: "Partners in several lowland provinces buy carp from my family to use as 'breeding stock' for crispy carp. They need as many commercial carp as they want, with varying average weights per fish, at any time… and I can supply them. This has earned the trust of our partners, leading to many years of cooperation."
Along with income from gardens, forests, and livestock farming, Mr. Luong's family earns an average of nearly 2.4 billion VND per year, with a profit of approximately 300-400 million VND per year.
In the local area, Mr. Luong and his family have always actively participated in movements and activities, readily contributing to the construction and repair of public works such as small parks, schools, and roadside drainage ditches.
As the Deputy Director of the Phong Hai Farm Town Fisheries Cooperative, veteran Nguyen Van Luong has been contributing to the development and implementation of the cooperative's operational plan, ensuring the consumption of at least 200 tons of seafood annually for 15 member households.
Actively promote and educate the younger generation about revolutionary traditions.
Lao Cai College has approximately 4,000 students enrolled each year. Recognizing that educating the younger generation about patriotic traditions and revolutionary heroism is both a responsibility and an expression of affection, and a foundation for building a healthy environment for them to study, train, strive, and grow, Mr. Le Quang Thanh, Chairman of the Veterans Association of Lao Cai College, has spearheaded and coordinated various activities to effectively promote these values among students.
Every year, on the occasion of major national events such as the founding day of the Communist Party of Vietnam, the Liberation of the South, the reunification of the country, the Dien Bien Phu Victory, the Day of War Invalids and Martyrs, the founding day of the Vietnam People's Army, etc., veteran Le Quang Thanh coordinates the organization of seminars and focused propaganda sessions on various topics and contents. Each session lasts about 90 minutes with approximately 300-400 participants. The program also invites speakers from the Party Committee of the Provincial Agencies and Enterprises Bloc, the Provincial Veterans Association, or historical witnesses to talk and exchange views on related topics.
In addition to networking and sharing, the awareness campaigns and seminars also screened historical documentary films to help students better understand the glorious revolutionary periods of the country and nation. Along with conversations and exchanges with the guest speakers, students attending the program also asked further questions to clarify topics of interest or to express their thoughts, feelings, and responsibilities regarding the building and protection of the country in the current period.
The school's Veterans Association also collaborated with the school's Youth Union to establish social media pages and groups to coordinate the dissemination of propaganda materials, raise awareness, and combat the "peaceful evolution" and "subversive rebellion" plots of hostile forces; actively participate in protecting the Party's ideological foundation and refuting erroneous and hostile viewpoints.
From 2019 to the present, veteran Le Quang Thanh has coordinated and organized more than 10 propaganda programs and seminars to educate the younger generation about traditions, with approximately 5,000 students participating. This has contributed to raising awareness, fostering national pride and self-respect, and instilling a spirit of self-reliance and self-improvement in the younger generation.
In addition, for many years, on the occasion of the War Invalids and Martyrs Day (July 27th), veteran Le Quang Thanh has advised the school to form a delegation of staff, teachers, students, and pupils to visit the Martyrs' Cemetery in Nam Cuong Ward (Lao Cai City) to clean the cemetery grounds. The delegation also offered incense and flowers in commemoration, and visited and presented gifts to several families of war invalids and martyrs in the area.
The actions of veteran Le Quang Thanh in particular, and veterans' associations at all levels and their members in general, have made a significant contribution to strengthening the younger generation's faith in the country's renewal under the leadership of the Party, helping them to be more proud and determined to strive to build their homeland.
