Fully aware of that special position and importance, the Executive Committee, Standing Committee, and Standing Committee of Lai Chau Provincial Party Committee have focused on synchronously and comprehensively leading and directing the work of Party building and the political system, closely linked with local practices, achieving many outstanding results.
Party building work in terms of politics, ideology and ethics has received comprehensive attention. Party committees at all levels regularly uphold the principle of democratic centralism, tighten discipline and order, and promote the exemplary role of cadres and party members, especially leaders. The project to improve the quality of ideological work has been implemented synchronously, innovating propaganda methods and diversifying forms of political theory education . Studying and following Ho Chi Minh's ideology, ethics and style has become a habit, closely linked with Party building and rectification, and improving public service ethics.
The Provincial Party Committee focuses on the work of streamlining and arranging the apparatus to operate effectively, efficiently and effectively. In particular, the Party Committee focuses on leading the arrangement of the apparatus and staff according to the two-level local government model, which will be put into regular operation from July 1, 2025. During the term, the whole province has reduced 892 organizations, agencies and units, nearly 1,500 positions. The number of grassroots party organizations has also been restructured in a more reasonable direction, currently there are 294 grassroots organizations (229 less than before). The key program on improving the quality of the team of leaders and managers of ethnic minorities and key officials at the commune level has been implemented promptly, regularly and achieved important results. The proportion of female officials, young officials and ethnic minority officials participating in the Party Committee has increased, contributing to ensuring inheritance and development.
Authorities at all levels have been consolidated, operating more effectively and efficiently. After the reorganization, the number of commune-level administrative units has decreased sharply from 106 to 38, a decrease of 64.15%, helping to streamline the apparatus. Administrative reform associated with digital transformation has been promoted. The time to handle administrative procedures has decreased by an average of 39.2%, 100% of level 3 and 4 public services are provided online on multiple platforms. The rate of grassroots authorities achieving good and excellent performance annually is 81.4%. Lai Chau's Provincial Competitiveness Index (PCI) by 2024 will increase by 24 places compared to 2020, ranking 33rd out of 63 provinces and cities nationwide.
One of the highlights of the past term was the work of Party inspection, supervision and discipline. Party committees at all levels have thoroughly implemented the motto "Where there are Party organizations and Party members, there is inspection and supervision", "No forbidden zones, no exceptions". Many cases have been resolved thoroughly, with high consensus from public opinion. In 5 years, the whole province has inspected and supervised 22,438 Party organizations and Party members; disciplined 35 Party organizations (an increase of 165% compared to the previous term) and 976 Party members. The work of preventing and combating corruption, waste and negativity has been promoted. The Provincial Steering Committee for Prevention and Combating Corruption, Waste and Negativity has been established, with drastic and synchronous direction, contributing to strengthening Party discipline and order.
Mass mobilization work and building a close relationship between the Party and the people have been regularly focused on with diverse and effective forms. Party committees and authorities at all levels have seriously implemented the motto "People know, people discuss, people do, people inspect, people supervise, people benefit". The emulation movement "Skilled mass mobilization" has spread widely, forming 342 model points, contributing to the successful implementation of the province's political tasks.
The Fatherland Front and socio-political organizations continued to innovate, focusing on the grassroots, promoting their role in monitoring, social criticism, protecting the legitimate rights and interests of union members, members and people. The Provincial Vietnam Fatherland Front Committee and organizations mobilized the "For the Poor" Fund to reach over 174 billion VND, supporting the construction and repair of more than 7,100 solidarity houses, temporary houses, and dilapidated houses, contributing to improving people's lives. The solidarity of ethnic groups was consolidated and promoted, creating an important driving force for the province's development.
The above achievements affirm that the work of building the Party and the political system of Lai Chau province has made important and comprehensive progress, contributing to consolidating the people's trust, improving the Party's leadership capacity, the effectiveness and efficiency of the government apparatus, affirming the key position of this work for the development of the province. This is the premise, creating a solid foundation, a great luggage and motivation to encourage and motivate the Provincial Party Committee to continue to move forward firmly on the new development path.
The 15th Provincial Party Congress takes place at a time when the Party, the State and the entire political system have been synchronously implementing historic and strategic breakthrough policies to bring the country firmly into a new era. This context brings many favorable opportunities and difficulties, challenges intertwined, requiring the Provincial Party Committee and political system to be more determined and make greater efforts to complete the following key tasks:
Firstly, continue to strengthen the building of a clean and strong Party organization and political system in all aspects; steadfastly and creatively apply Marxism-Leninism and Ho Chi Minh's thought; improve the leadership capacity and fighting strength of the Party organization. Innovate ideological work, strengthen political education, link theory with practice; promote studying and following Ho Chi Minh's thought, morality and lifestyle. Build a contingent of pioneering and exemplary cadres and Party members with courage, intelligence and prestige; resolutely fight against degradation, "self-evolution" and "self-transformation". Improve the quality and effectiveness of inspection and supervision work; prevent and combat corruption, waste and negativity; strictly maintain discipline and order. Perfect the organization of a streamlined political system that operates effectively and efficiently; promote administrative reform and digital transformation in the Party and government. Improve the effectiveness of the People's Council, People's Committee, Fatherland Front and mass organizations; promote the role of social supervision and criticism; focus on building national unity
Second, improve the effectiveness and efficiency of management and administration of People's Committees at all levels; create a strong breakthrough in organizing the implementation of policies and resolutions on economic and social development. Promote administrative reform, improve the investment and business environment, enhance provincial competitiveness. Strengthen decentralization, simplify administrative procedures, shorten processing time, create the best conditions for people and businesses. Promote digital transformation in the direction and administration of authorities at all levels; link the arrangement of organization and administrative apparatus with reform of the civil service regime, improve administrative discipline and order. Strengthen the building of a team of cadres, civil servants and public employees to meet the requirements of the new situation; continue to improve the quality and effectiveness of inspection work, citizen reception, settlement of complaints, denunciations, recommendations and reflections of citizens.
Third, the Fatherland Front and socio-political organizations continue to innovate the content and methods of operation, focusing on the grassroots; diversifying the forms of gathering people, promoting the role of prestigious people. Promoting emulation movements, replicating advanced models, arousing the will of self-reliance, preserving identity, eliminating bad customs, and organizing the Great Unity Day well. Promoting the role of representatives, protecting people's rights; enhancing social supervision and criticism, contributing to Party and government building. Paying attention to grasping public opinion, resolving problems at the grassroots, creating social consensus. Promoting the positive role of social and socio-professional organizations in gathering, uniting forces, and encouraging the spirit of dedication of members for the development of the province.
The outstanding results of the 2020-2025 term have affirmed: Building a clean and strong Party and political system is the decisive factor helping Lai Chau overcome difficulties and affirm its position in the process of innovation and integration. Entering the new term, with the spirit of "Solidarity, democracy, discipline, creativity, development", the entire Party Committee, government and people of all ethnic groups in Lai Chau province continue to uphold the will of self-reliance, self-strengthening, promoting the strength of ethnic solidarity, determined to build a truly clean, strong, effective and efficient Party and political system, serving the people.
That is the path for Lai Chau to break through on a new journey, together with the whole country entering a new era - an era of strong development and prosperity of the Vietnamese people.
