Speaking at the Conference, Comrade Duong Ton Bao, Deputy Director of the Department of Personnel Organization - authorized by the Ministry's leaders, emphasized that administrative reform is a key and continuous task that the Party, the State and the whole society pay special attention to. In recent times, under the direction of the Minister and the drastic participation of the Steering Committee for Administrative Reform of the Ministry of Science and Technology , administrative reform has been implemented synchronously and achieved important results.
During the 2021 - 2025 period, the Ministry has achieved many outstanding results: Submitting to the National Assembly for approval 09 laws, 01 resolution; The Government issued 31 decrees; The Prime Minister issued 13 decisions; The Ministry issued 186 circulars. The Ministry has evaluated and appraised hundreds of administrative procedures, reduced and simplified many procedures, and published 737 procedures in 53 legal documents. The Ministry's online public service system (https://dichvucong.mst.gov.vn) has been put into operation, connected to the National Public Service Portal, helping people and businesses access quickly and conveniently.
In particular, after merging the Ministry of Science and Technology and the Ministry of Information and Communications in 2025, the Ministry has urgently reorganized and rearranged to 24/42 units (a reduction of 42.85%). At the same time, implementing the spending mechanism, increasing autonomy in public finance; promoting the construction of e-Government, digital Government with 100% of eligible online public services provided in full, the rate of on-time processing records reaching over 90%.

In the coming time, the Ministry of Science and Technology will continue to improve institutions and policies to promote science and technology, innovation and digital transformation; promote administrative procedure reform, taking people and business satisfaction as a measure; strengthen autonomy and accountability in public finance; develop digital government, synchronize data infrastructure; build a team of cadres, civil servants and public employees to meet requirements in the new context.
At the Conference, units under the Ministry presented papers, frankly acknowledged limitations and difficulties and proposed solutions to improve the quality of administrative reform in the coming time. At the end of the program, delegates visited the two-level government model in Nong Tien ward and Thai Binh commune, Tuyen Quang province.
