The strongest wind speed is level 16-17 (184-221 km/h), gusting above level 17. Moving in the West Northwest direction, speed about 20 km/h.
Forecast, by 10:00 on September 24, the storm will move in the West Northwest direction, speed 20-25km/h and gradually weaken, at position 21.7 degrees North latitude -113.4 degrees East longitude; about 340km East of Leizhou peninsula (China), level 15-16, gusting over level 17. Dangerous area, North of latitude 18 degrees North; East of longitude 111 degrees East.
By 10:00 on September 25, the storm moved westward at a speed of 20-25km/h, continuing to weaken further, at 21.5 degrees North latitude - 108.5 degrees East longitude; in the sea area of Quang Ninh - Hai Phong ; strong at level 10, gusts at level 12. Dangerous area, north of latitude 19 degrees North; west of longitude 116.5 degrees East longitude. By 10:00 on September 26, the storm moved west-southwest at about 25km/h, weakening into a low pressure area, at 20.6 degrees North latitude, 103.3 degrees East longitude. It is forecasted that in the next 24 hours, the storm will move west-northwest at a speed of about 20-25km/h.
According to the assessment, this is a very strong storm, the range of strong winds is very wide, especially need to be careful of thunderstorms before the storm directly affects (even when the storm center is about 300-400km away). Storm No. 9 is likely to directly affect the mainland of the Northern and North Central provinces, however, the storm's developments are still very complicated, localities, authorities and people need to monitor and regularly update the latest forecasts on the storm's developments.
Quang Ninh province has urgently and synchronously deployed solutions to respond to storm Ragasa with a drastic spirit, early and from afar, with the goal of absolutely not allowing human losses. Up to now, all of more than 4,100 fishing boats and nearly 500 tourist boats have been informed and moved to safe anchorages; 7,900 aquaculture facilities, including 800 at sea, have been reinforced and workers have been relocated ashore. Large reservoirs in the area have proactively lowered their water levels to prevent floods; dyke work, landslide and inundation prevention, tree trimming, reinforcement of high-rise buildings, telecommunication poles, etc. have been drastically deployed. More than 3,000 officers and soldiers along with hundreds of vehicles have been mobilized, ready for rescue missions. Localities in the province are continuing to promote information, resolutely evacuate people in dangerous areas, increase patrols of reservoirs and proactively take all measures to ensure the safety of people's lives and property from the impact of the storm.
At the conference, representatives of local leaders reported on the situation and plans to deploy emergency response measures to storm Ragasa. Speaking at the conference, Mr. Bui Van Khang, Chairman of the People's Committee of Quang Ninh province, said that in the face of the complicated developments of super storm Ragasa, the province has urgently deployed synchronous response solutions with a drastic spirit, early and from afar, with the goal of absolutely not allowing human casualties and minimizing property damage.
The province has issued directives to all localities and units; continuously and widely informed about the storm's developments so that people can proactively prevent; proactively prepare plans to ensure the safety of boats and aquaculture; safety of works and infrastructure; arrange forces and means to be ready for situations... Quang Ninh province continues to propagate so that people absolutely do not be subjective, review and evacuate people in dangerous areas, organize dredging of drainage systems, patrol reservoirs, proactively regulate to ensure the safety of works, prepare all plans, resolutely ensure the safety of people's lives and property from the impact of storm No. 9.
Concluding the conference, Deputy Prime Minister Tran Hong Ha emphasized: Storm Ragasa is a very strong storm with a wide range of influence, and it is especially necessary to guard against dangerous weather phenomena such as thunderstorms and tornadoes that occur before the storm directly affects the mainland.
The Deputy Prime Minister highly appreciated the proactiveness of localities in developing scenarios and plans to respond to storms, in order to minimize damage caused by storms. At the same time, he requested relevant ministries, branches and localities to continue mobilizing forces and means to review and count all vessels operating at sea and along the coast; promptly inform ship owners and captains about the developments and forecasts of the storm's movement to proactively prevent it.
During the storm, ministries, branches and localities need to deploy plans to ensure the safety of key infrastructure works such as telecommunications and electricity systems, and to avoid interruptions in communication when storms and floods occur. In addition, it is necessary to strengthen measures to protect dikes, irrigation dams, and agricultural production areas; safely and effectively operate the inter-reservoir system, and absolutely avoid unsafe dams.
The Deputy Prime Minister also requested the national hydrometeorological agency to closely monitor the storm's developments and provide timely, accurate and complete information so that authorities and people can have a basis to deploy proactive and effective response measures to minimize damage.
Immediately after the Central meeting, in Quang Ninh, Comrade Bui Van Khang, Chairman of the Provincial People's Committee, chaired an online meeting with 54 communes, wards and special zones in the province to direct the work of preventing and fighting Ragasa storm. The Chairman of the Provincial People's Committee emphasized that the highest priority for storm prevention and fighting is to implement the "4 on-site" motto, ensuring 5 clarity (clear work, clear people, clear responsibilities, clear time and clear results).
In particular, it is noted that sectors and localities need to closely monitor the development of the storm to have appropriate prevention and control measures, especially those related to gusts of wind and rain circulation after the storm. He requested that localities need to promote the effectiveness of the Civil Defense Command, and be ready with means, materials and funding. Along with that, it is necessary to ensure clear assignment of responsibilities in commanding storm prevention and control work in localities and must complete storm prevention and control work by September 24. Particularly in the case of evacuation, there must be the participation of local authorities and a plan to ensure the security of people's property.
The Chairman of the Provincial People's Committee emphasized: Sectors, forces and localities must ensure that no human casualties occur and minimize property damage caused by storm Ragasa.
