In addition, Japan will implement the JESTA electronic travel authorization system to screen foreigners before entry, determining whether they are eligible to enter the country.
The program, expected to be implemented from 2028, will primarily target short-term visitors from visa-exempt countries and territories. Incoming travelers will have to register online, providing information about the purpose of their trip, occupation, and other relevant data. Airlines will be responsible for refusing to transport passengers without valid permits.
According to Japanese Prime Minister Sanae Takaichi, the goal of the program is "to prevent the entry of unwanted foreigners."
Currently, there are over 4 million foreigners living in Japan. The revenue from the fee increase will be used to implement integration support programs, including digitizing resident management and enhancing Japanese language instruction for immigrants.
