On the evening of May 28th, in Tokyo, Japanese Prime Minister Takaichi Sanae held talks with Philippine President Ferdinand Marcos Jr., who was on a state visit to Japan. During the meeting, the two sides reached several important agreements.

During the talks, the two leaders focused on exchanging views on strategic issues in current bilateral relations such as: security cooperation, economic cooperation , coordinating the establishment of an order and framework to strengthen the supply chain of essential energy and minerals, and revising the Economic Partnership Agreement (EPA)... Agreements related to the above issues are considered new pillars in bilateral cooperation in the coming period.

Prime Minister Takaichi stated that, in the current complex international context, close cooperation between Japan and the Philippines towards a free and open Indo-Pacific region is more important than ever. Against the backdrop of Japan's recent revision of its Three Principles for the Export of Weapons and Military Equipment, allowing the export of lethal weapons, and the signing of several defense cooperation agreements between the two countries, such as the Mutual Access Agreement (RAA) and the Acquisition and Cross-Support Agreement (ACSA), this meeting is considered to create a new direction for bilateral cooperation.

Ahead of Philippine President Ferdinand Marcos Jr.'s state visit to Japan, the Japanese Ministry of Defense announced it is considering exporting Type 88 surface-to-ship missiles (SSM-1) to the Philippines, based on a request from the Philippine side. This would be Japan's first arms export since Tokyo revised its Three Principles for Arms Transfer on April 21.
