The Ministry of National Defense has proposed many policies for individuals on the payroll of teams searching for and collecting martyrs' remains in the Draft Decree regulating the regime, policies and assurance work for organizations and individuals performing the task of searching for and collecting martyrs' remains, which is being consulted for completion.

Regime and policies for individuals on the payroll of teams searching for and collecting martyrs' remains
According to Article 3 of the Draft Decree mentioned above, the subjects specified in Clause 1, Article 2 of this Decree (officers, professional soldiers, non-commissioned officers, soldiers, workers and defense officials on the payroll of teams searching for and collecting martyrs' remains) during the time of performing the task of searching for and collecting martyrs' remains, in addition to the salary, allowances and other regimes according to current regulations, are also entitled to the following regimes and policies:
1. Monthly responsibility allowance is equal to 0.5 compared to the basic salary according to regulations of The Government at the time of implementing the regime for salary earners and compared with the military rank allowance for non-commissioned officers and soldiers.
The benefit period is from the actual month of performing the task of searching and collecting martyrs' remains to the month of completing the task according to the plan of searching and collecting martyrs' remains of the competent authority.
2. The additional allowance is equal to 20% of the current salary level of military rank or grade, plus the leadership position allowance, seniority allowance exceeding the framework (if any) for those receiving salary or current military rank allowance for non-commissioned officers and soldiers when performing duties domestically; equal to 100% of the current salary level of military rank or grade, plus the leadership position allowance, seniority allowance exceeding the framework (if any) for those receiving salary or current military rank allowance for non-commissioned officers and soldiers when performing duties overseas.
The above allowance is calculated monthly. In case of insufficient month, it is implemented as follows: 15 days or more is calculated as 1 month, less than 15 days is calculated as 1/2 month.
3. Extra food is equal to 2 times the basic food allowance of non-commissioned officers and infantry soldiers when on duty abroad. Extra food allowance is calculated from the date of departure abroad to perform the task of searching for and collecting martyrs' remains to the date of re-entry; equal to 1 time the basic food allowance of non-commissioned officers and infantry soldiers when on duty domestically, calculated based on the actual days of searching for and collecting martyrs' remains (extra food allowance is included in meals, not paid in cash).
4. Entitled to a allowance of 0.20 basic salary/person/day calculated based on the actual days of surveying, verifying information, organizing search activities, and collecting martyrs' remains (including time for mobilizing forces and examining and treating patients). During the actual day of duty, if the duty is less than 4 hours, it is counted as half (1/2) day, from 4 hours or more, it is counted as 1 (one) day. When enjoying the above allowance, there is no business trip allowance.
5. Be provided with specialized uniforms in kind as prescribed in Appendix I issued with this Decree.
6. Health allowance of 1,500,000 VND/person (no more than 2 times/year), calculated as follows: Time spent on searching and gathering tasks Martyrs' remains (including the time spent searching and gathering martyrs' remains domestically and internationally; if interrupted, they will be accumulated) from 6 months to 12 months will be compensated twice; under 6 months will be compensated once.
7. Team leaders, political commissars, deputy team leaders, and deputy political commissars of teams searching for and collecting martyrs' remains are supported with phone bills of VND 200,000/month.
8. When on duty abroad, you are entitled to the following additional benefits:
a) Regional allowance is 1.0 times the basic salary as prescribed by the Government at the time of implementing the regime for salary earners, compared with the military rank allowance for privates for non-commissioned officers and soldiers.
The allowance is calculated monthly. In case of less than a month, it is calculated as follows: 15 days or more is calculated as 1 month, less than 15 days is calculated as 1/2 month. The allowance period is from the month of departure abroad to perform the task of searching for and collecting martyrs' remains to the month of re-entry into the country.
b) Support for learning Lao and Cambodian languages for forces on duty in Laos and Cambodia: VND 2,000,000/person/year (no more than 3 years).
c) In case of injury or illness requiring examination and treatment at medical facilities abroad, the medical examination and treatment costs will be paid. If the person has to be transferred back to the country for treatment, the actual transportation costs will be paid. The team searching for and collecting martyrs' remains will pay the above costs and settle the accounts according to regulations.
d) The time spent on searching for and collecting martyrs' remains abroad is calculated by converting working time according to the coefficient of 01 year equal to 01 year and 06 months to enjoy a one-time allowance when leaving active service according to current regulations.
9. Responsibility for payment
a) The regimes prescribed in Clause 1, Clause 2; Point a, Clause 8 of this Article shall be paid together with the monthly salary and shall not be used to calculate social insurance and health insurance contributions and benefits.
b) The regimes and policies prescribed in this Article shall be guaranteed, paid and settled by the team searching for and collecting martyrs' remains according to regulations.
Applicable objects
According to Article 2 of the Draft Decree stipulating the regime, policies and assurance work for organizations and individuals performing the task of searching for and collecting martyrs' remains, it is expected to apply to the following subjects:
1. Officers, professional soldiers, non-commissioned officers, soldiers, workers and defense officials on the payroll of teams searching for and collecting martyrs' remains.
2. Persons not subject to the provisions of Clause 1 of this Article who are mobilized and assigned by competent authorities to directly perform the task of searching for and collecting martyrs' remains; performing activities related to searching for and collecting martyrs' remains; persons providing information about martyrs and martyrs' graves; relatives or people worshipping martyrs or persons authorized to search for information about martyrs' graves.
3. Members of organizations specified in Point b, Clause 4 of this Article.
4. Organizations directly directing and carrying out the task of searching for and collecting martyrs' remains, including:
a) Teams searching for and collecting martyrs' remains at home and abroad.
b) Steering Committees at all levels on searching, collecting and identifying the remains of martyrs with missing information (abbreviated as Steering Committees); Special Working Committees at all levels on searching, collecting and repatriating the remains of Vietnamese volunteer soldiers and experts who died in Laos during the war (abbreviated as Special Working Committees); Specialized Committees at all levels on searching, collecting and repatriating the remains of Vietnamese volunteer soldiers and experts who died in Cambodia during the war (abbreviated as Specialized Committees); Office of the National Steering Committee, Standing Body of the Steering Committees at all levels.
c) Units assigned to search for and collect martyrs' remains; review and complete the list of martyrs and martyrs' graves; conclude the area to serve the work of mapping the search for and collection of martyrs' remains; military units receive relatives or martyr worshipers or authorized persons to the places where martyrs fought and worked before their death to search for information about martyrs' graves.
5. Individuals, organizations, and localities involved in the search and collection of martyrs' remains.
The People's Army Newspaper will continue to inform readers about the Draft Decree regulating the regime, policies and assurance work for organizations and individuals performing the task of searching for and collecting martyrs' remains.
