Deputy Prime Minister Tran Hong Ha has just signed Official Dispatch No. 97/CD-TTg dated June 27, 2025 of the Prime Minister on proactively responding to heavy rains in the North.
Telegrams sent to the Chairmen of the People's Committees of the following provinces and cities: Ha Giang, Cao Bang, Bac Kan, Tuyen Quang, Lao Cai, Lai Chau, Dien Bien, Yen Bai, Son La, Hoa Binh, Lang Son, Thai Nguyen, Phu Tho, Bac Giang, Vinh Phuc, Bac Ninh, Quang Ninh, Hanoi, Thanh Hoa; Ministries: National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade, Education and Training, Culture, Sports and Tourism.
The North may experience heavy rain with rainfall over 500mm
The dispatch stated that since the beginning of June, in the Northern provinces, there have been consecutive heavy to very heavy rains, causing localized flooding in Thai Nguyen, Bac Giang , landslides in Yen Bai; in some localities, there have been regrettable cases of human losses due to landslides and carelessness and subjectivity being swept away by floods.
According to the National Center for Hydro-Meteorological Forecasting, from the night of June 26 to 28, the Northern region will continue to have rain with rainfall of 30-80mm, locally over 250mm in some places. From June 28 to July 2, the Northern region may experience heavy rain with rainfall of 100-300mm, locally over 500mm in some places. On the Thao, Lo, Cau, Thuong, Luc Nam rivers and small rivers and streams, there is a possibility of floods with an amplitude of 2-5m, the flood peak is at alert level 1 to alert level 2, some places above alert level 2.

In the conditions of many places having had continuous heavy rain recently, the soil is in a state of water saturation, there is a very high risk of landslides, flash floods in the midlands, mountainous areas and steep slopes, flooding along rivers and streams, local flooding in low-lying areas and urban areas.
To proactively respond to heavy rains, ensure the safety of people's lives, and limit damage to people's and State's property, the Prime Minister requests the Ministries of Agriculture and Environment, National Defense, Public Security, Construction, Industry and Trade, and Chairmen of People's Committees of provinces and cities in the Northern region not to be negligent or subjective, and continue to resolutely, seriously, and effectively implement the Prime Minister's direction in Directive No. 19/CT-TTg dated June 19, 2025 on strengthening the work of preventing, combating, and overcoming the consequences of natural disasters.
Timely information on natural disasters
The Chairmen of the People's Committees of the provinces and cities in the Northern region shall direct and organize the timely, drastic, synchronous and effective implementation of tasks and solutions to prevent, combat and overcome the consequences of floods, landslides and flash floods according to the local disaster response plan, the direction of the Prime Minister and the Minister of Agriculture and Environment, focusing on organizing good communication work, fully updating and promptly providing information on the situation and forecasting the development of natural disasters so that people can proactively respond, and not let people not know about natural disasters.
Localities should increase dissemination and guidance for people to recognize signs of natural disasters and measures and skills to respond to each natural disaster situation, especially landslides and flash floods.
Authorities have organized inspections of residential areas, especially those along rivers, streams, and slopes, to promptly detect areas at risk of being affected by landslides, flash floods, and deep flooding, and proactively evacuate and move out of dangerous areas when there is heavy rain.
Organize on-duty shifts, deploy flood prevention and control work, ensure safety of dykes and dams according to alarm levels; proactively arrange forces and means to control, guide and support traffic safety, especially through culverts, flooded roads, and fast-flowing water.
The Ministry of Agriculture and Environment organizes a shift to closely monitor developments, forecast, warn, and promptly inform authorities and people about floods and natural disasters; proactively coordinates internationally with upstream countries to closely forecast floods and avoid being passive or confused; proactively directs sectors and localities to deploy disaster prevention and control work according to assigned functions and tasks, especially ensuring the safety of dykes, reservoirs, and irrigation dams, and minimizing damage to agricultural production.
Ready forces and means to support flood response and rescue work
The Ministries of Industry and Trade, Construction and other Ministries and branches, according to their assigned state management functions and tasks, shall proactively direct flood prevention and control work in their fields, paying attention to directing the work of ensuring safety for production, safety of hydroelectric dams, traffic infrastructure and energy.
The Ministry of National Defense and the Ministry of Public Security directed the Military Regions and forces stationed in the area to be ready with forces and means to support flood response and rescue work when requested by the locality.

Vietnam News Agency, Vietnam Television, and Voice of Vietnam promptly provide information on natural disaster situations and response instructions from authorities, and increase dissemination and guidance on measures and skills to respond to floods, landslides, and flash floods for people.
The Prime Minister assigned the Government Office to monitor and urge the implementation of this Official Dispatch according to its assigned functions and tasks; promptly report to the Prime Minister and Deputy Prime Minister in charge on urgent and arising issues./.
