
Forecasts indicate heavy rainfall, posing a risk of flash floods, landslides in mountainous areas, and inundation in low-lying areas. In response to this situation, on the morning of November 15th, the People's Committee of Quang Ngai province issued Official Dispatch No. 09/CĐ-UBND on implementing measures to respond to heavy rainfall in the province.
Accordingly, the Chairman of the Provincial People's Committee requested the leaders of the 96 communes, wards, and special zones in the province to closely monitor weather forecasts and warnings of heavy rain, floods, inundation, flash floods, and landslides, and to promptly and fully inform local authorities and the people to proactively prevent and mitigate damage. Simultaneously, they were instructed to deploy rapid response forces to inspect and review residential areas along rivers and streams, and low-lying areas to proactively clear blocked waterways; proactively organize the relocation and evacuation of people to safe areas, especially in areas that have experienced heavy rainfall in recent days; and prepare sufficient food, essential supplies, and necessities at the grassroots level to be ready for evacuation, ensuring living conditions for people in evacuation areas, especially those areas to avoid landslides, deep flooding, and areas prone to isolation. Temporarily suspend the operation of ferry services and prohibit people from fishing or collecting firewood on the river during periods of rain and flooding.
In addition, localities need to inspect, review, and implement measures to ensure the safety of critical infrastructure, construction projects, small reservoirs that are already full, mining areas, and mineral extraction sites; proactively operate reservoir water release to prioritize flood reduction capacity for downstream areas; inspect, review, and implement plans to ensure the safety of reservoirs and downstream areas, especially small hydropower reservoirs and irrigation reservoirs that are deteriorating, particularly those that have been damaged or experienced incidents in the past; and deploy permanent forces to operate, regulate, monitor, and be ready to handle any potential situations.
The Provincial Military Command (the Standing Agency of the Provincial Civil Defense Command) proactively coordinates with the Department of Agriculture and Environment and other agencies, units, and localities to advise the Provincial People's Committee on measures to respond to rain and floods; presides over and coordinates with armed forces stationed in the province, ready to deploy forces and means to support the response to rain, floods, landslides, search and rescue, and khắc phục hậu quả (mitigation of consequences) as requested by localities when needed; proactively arranges and deploys forward combat forces to support localities at high risk of being cut off or isolated due to rain and floods.
The Chairman of the Provincial People's Committee requested the Provincial Police to prepare forces and resources to carry out storm, rain, and flood response work, and directed subordinate agencies to coordinate closely with the Civil Defense Command of localities to organize storm, rain, and flood response measures in the area; guide, reroute, and control traffic in areas affected by rain and floods to ensure safety.
The Department of Agriculture and Environment is responsible for directing relevant agencies and units to ensure the safe operation of irrigation reservoirs and dams; and for leading and coordinating with the Department of Industry and Trade to advise the Head of the Provincial Civil Defense Command on issuing orders for the operation of water reservoirs according to regulations. The Department of Industry and Trade is responsible for leading and coordinating with relevant units to monitor and inspect the operation of hydropower plants, requesting hydropower dam owners to strictly implement the reservoir and inter-reservoir operating procedures approved by competent authorities and to regularly monitor and inspect dams and reservoirs; and coordinating with the Department of Agriculture and Environment to direct the safe operation of hydropower reservoirs.
