Quang Ngai issues telegram to respond to heavy rains

According to the forecast of the Quang Ngai Province Hydrometeorological Station, from November 16 to 18, Quang Ngai province will experience a heavy rain in the communes and wards east of Truong Son. The rainfall is likely to reach 200 - 400mm, locally over 500mm.

Heavy rain is forecasted to cause major floods, flash floods, landslides in mountainous areas and inundation in low-lying areas. In this situation, on the morning of November 15, the People's Committee of Quang Ngai province issued dispatch No. 09/CD-UBND on response to heavy rain in the area.

Accordingly, the Chairman of the Provincial People's Committee requested the leaders of 96 communes, wards and special zones in the province to closely monitor the forecast and warning bulletins of heavy rain, floods, inundation, flash floods, landslides and provide timely and complete information to local authorities and people to proactively prevent; at the same time, deploy shock forces to inspect and review residential areas along rivers, streams, and low-lying areas to proactively clear the flow of blocked and obstructed areas; proactively organize the relocation and evacuation of people to safe places, especially areas that have experienced heavy rain in recent days and have plans to fully prepare food, foodstuffs, and essential necessities right from the grassroots to be ready to implement the evacuation plan, ensuring living conditions for people in evacuation areas, especially areas to evacuate people to avoid landslides, deep flooded areas, and areas that are easily cut off and isolated; Temporarily suspend the operation of ferries and do not allow people to fish or collect firewood on the river during rainy and flood seasons.

In addition, localities need to inspect, review and deploy measures to ensure the safety of key works, works under construction, small reservoirs that are full of water, mining areas, and mineral exploitation; proactively operate reservoir discharge to prioritize flood reduction capacity for downstream areas; inspect, review and deploy plans to ensure the safety of reservoirs and downstream areas, especially small hydroelectric reservoirs and irrigation reservoirs that are deteriorating, especially reservoirs that have been damaged or had incidents in the past; arrange a permanent force to operate, regulate, monitor and be ready to handle possible situations.

With the Provincial Military Command (Standing Agency of the Provincial Civil Defense Command) proactively coordinating with the Department of Agriculture and Environment and agencies, units, and localities to advise the Provincial People's Committee on measures to respond to rain and floods; presiding over and coordinating with armed forces stationed in the province, the forces have coordinated to be ready to deploy forces and means to support the work of responding to rain, floods, landslides, search and rescue and overcoming consequences at the request of localities when required; proactively arranging and deploying forward combat forces to support localities at high risk of being cut off and isolated due to rain and floods.

The Chairman of the Provincial People's Committee requested the Provincial Police to prepare forces and means to respond to storms, rains and floods and direct affiliated agencies to closely coordinate with the local Civil Defense Command to organize measures to respond to storms, rains and floods in the area; guide, direct traffic, and control vehicles operating in areas affected by rains and floods to ensure safety.

For the Department of Agriculture and Environment, direct relevant agencies and units to operate safely to ensure the safety of reservoirs and irrigation dams; preside over and coordinate with the Department of Industry and Trade to advise the Chief of the Provincial Civil Defense Command to issue the Order to operate reservoirs according to regulations. The Department of Industry and Trade is responsible for presiding over and coordinating with relevant units to monitor and inspect the operation of hydropower plants, requesting hydropower dam owners to strictly implement the reservoir and inter-reservoir operation procedures approved by competent authorities and regularly monitor and inspect dams and reservoirs; coordinate with the Department of Agriculture and Environment to direct the safe operation of hydropower reservoirs.
