This afternoon (November 14), the National Civil Defense Steering Committee issued dispatch No. 31/CD-BCĐ-BNNMT on responding to floods in the Central region.
Local heavy rain 800 mm in some places
The National Center for Hydro-Meteorological Forecasting said that the upcoming cold air mass combined with high-altitude easterly wind disturbances will cause widespread heavy rain in the area from Ha Tinh to Khanh Hoa .
Rain started from the night of November 15 with increasing rainfall. The heaviest rain was from the night of November 16 to the end of the night of November 18. The total rainfall for the period of more than 3 days (November 15-18) in the area of Hue City, Da Nang City, the East of Quang Ngai and Gia Lai is forecasted to be about 300-600 mm, locally over 800 mm.
The area from Ha Tinh to Quang Tri, the east of Dak Lak and Khanh Hoa has about 150-350 mm of rain throughout the period, locally over 500 mm. The west of Quang Ngai to Dak Lak has about 70-150 mm of rain throughout the period.
On November 19, widespread heavy rain is forecast to continue in Da Nang City and provinces from Quang Ngai to Khanh Hoa.
In the South, thunderstorms will appear from November 16-18, with localized heavy to very heavy rain of 50-100 mm, and in some places over 150 mm.

Heavy rains have caused the water levels of rivers to rise and it is likely that from November 16-20, there will be a flood from Quang Tri to Dak Lak. Flood peaks are forecasted on the Bo River, Huong River (Hue City); Vu Gia-Thu Bon River (Da Nang City); Tra Khuc River, Ve River, Se San River (Quang Ngai); Kon River, upper Ba River (Gia Lai); lower Ba River, Ky Lo River (Dak Lak) are likely to reach alert levels BĐ2 - BĐ3, with some rivers above BĐ3.
Flood peaks of An Lao, Kien Giang, Thach Han rivers (Quang Tri), Lai Giang rivers (Gia Lai), Krong Ana, Srepok rivers (Dak Lak) are likely to reach level BĐ1-BĐ2 and above BĐ2.
The Hydrometeorological Agency warns of the risk of flooding in low-lying areas along rivers, urban areas, and densely populated areas in provinces/cities from Quang Tri to Dak Lak. There is a high risk of flash floods on rivers and streams and landslides on steep slopes in provinces/cities from Quang Tri to Dak Lak.

To proactively respond to heavy rain, floods, landslides, and flash floods, the National Steering Committee for Civil Defense recommends that the People's Committees of provinces and cities from Ha Tinh to Khanh Hoa closely monitor forecasts and warnings of heavy rain, floods, flash floods, and landslides and provide timely and complete information to local authorities and people for proactive prevention; at the same time, continue to mobilize all resources to urgently overcome the consequences of recent natural disasters.
Deploy shock troops to inspect and review residential areas along rivers, streams, low-lying areas, and areas at risk of floods, flash floods, and landslides; proactively clear blocked waterways, organize the relocation and evacuation of people to safe places, and prepare plans to provide food and necessities in evacuation areas.
Localities need to arrange forces to guard and control people and vehicles in areas at risk of deep flooding and landslides; equip materials and means to handle incidents and ensure smooth traffic on main routes when heavy rain occurs.
Check and deploy measures to ensure safety for key works, works under construction, small reservoirs that are full of water, mining areas, and mineral exploitation; proactively operate reservoir discharge to reserve flood control capacity for downstream areas; arrange on-duty forces ready to handle all situations.
The work of drainage and flood prevention must be proactive to protect production, industrial zones, urban areas and concentrated residential areas. The Steering Committee also requires localities to decide based on the actual situation to let students stay home from school when there is heavy rain and floods. Prepare forces, means, equipment and necessities according to the "four on-the-spot" motto to be ready to respond to situations, especially in areas at risk of being isolated.
Direct local radio, television and press agencies to increase information on flood developments so that authorities and people can proactively prevent and avoid floods. Prepare forces and means for rescue when required.
The dispatch stated that Vietnam Television, Voice of Vietnam, Vietnam News Agency and mass media agencies from central to local levels should increase information on flood developments so that the government and people can proactively respond. Ministries and branches, according to their assigned functions and tasks, need to proactively direct and coordinate with localities in flood response.
The Steering Committee requests localities, ministries, branches and agencies to seriously implement the duty and regularly report to the National Civil Defense Steering Committee (through the Department of Dyke Management and Natural Disaster Prevention and Control - Ministry of Agriculture and Environment).
