Heavy rain is forecast for central Vietnam, with potential flooding reaching alert level 3.

From the night of November 15th, the provinces from Ha Tinh to Khanh Hoa experienced widespread heavy rainfall due to the influence of a strengthening cold front.

This afternoon (November 14), the National Steering Committee for Civil Defense issued dispatch No. 31/CĐ-BCĐ-BNNMT regarding responding to floods in the Central region.

Locally heavy rainfall reached up to 800 mm in some areas.

The National Center for Meteorological and Hydrological Forecasting predicts that the upcoming reinforced cold front, combined with an upper-level easterly wind disturbance, will cause widespread heavy rain in the area from Ha Tinh to Khanh Hoa .

Rain began on the night of November 15th, with rainfall gradually increasing. The heaviest rainfall occurred from the night of November 16th to the end of the night of November 18th. The total rainfall for the entire three-day period (November 15-18) in Hue City, Da Nang City, eastern Quang Ngai, and Gia Lai is forecast to be around 300-600 mm, with some areas receiving over 800 mm.

The area from Ha Tinh to Quang Tri, eastern Dak Lak and Khanh Hoa will experience rainfall of approximately 150-350 mm throughout the period, with localized areas exceeding 500 mm. The area from western Quang Ngai to Dak Lak will receive approximately 70-150 mm of rain throughout the period.

On November 19th, heavy and widespread rain is forecast to continue in Da Nang City and the provinces from Quang Ngai to Khanh Hoa.

In Southern Vietnam, thunderstorms occurred between November 16th and 18th, with localized heavy to very heavy rainfall of 50-100 mm, and in some places over 150 mm.

Heavy rains have caused river levels to rise, and a flood is likely to occur from Quang Tri to Dak Lak between November 16-20. The peak flood levels on the Bo and Huong rivers (Hue city); Vu Gia-Thu Bon rivers (Da Nang city); Tra Khuc, Ve, and Se San rivers (Quang Ngai); Kon river and the upper reaches of the Ba river (Gia Lai); and the lower reaches of the Ba river and Ky Lo river (Dak Lak) are predicted to reach alarm levels BĐ2-BĐ3, with some rivers exceeding BĐ3.

The peak flood levels of the An Lão, Kiến Giang, and Thạch Hãn rivers (Quảng Trị), the Lại Giang river (Gia Lai), and the Krông Ana and Srêpôk rivers (Đắk Lắk) are likely to reach Level 1-2 and above Level 2.

The meteorological and hydrological agency warns of the risk of flooding in low-lying areas along rivers, urban areas, and densely populated areas in provinces/cities from Quang Tri to Dak Lak. There is a high risk of flash floods on rivers and streams and landslides on slopes in provinces/cities from Quang Tri to Dak Lak.

Immediately review high-risk areas.

To proactively respond to heavy rain, floods, landslides, and flash floods, the National Steering Committee for Civil Defense requests that the People's Committees of provinces and cities from Ha Tinh to Khanh Hoa closely monitor weather forecasts and warnings regarding heavy rain, floods, landslides, and flash floods, and promptly and fully inform local authorities and the public to proactively prevent and mitigate the effects; while continuing to mobilize all resources to urgently address the consequences of the recent natural disasters.

Deploy rapid response teams to inspect and survey residential areas along rivers and streams, low-lying areas, and places at risk of floods, inundation, flash floods, and landslides; proactively clear blocked waterways, organize the relocation and evacuation of people to safe areas, and prepare plans to provide food and essential supplies to evacuation areas.

Local authorities need to deploy forces to guard and control people and vehicles in areas at risk of deep flooding and landslides; equip themselves with supplies and equipment to address incidents and ensure smooth traffic flow on main routes when heavy rains occur.

Inspect and implement safety measures for critical infrastructure, construction sites, small reservoirs that are already full, mining areas, and mineral extraction sites; proactively operate reservoir water releases to reserve flood control capacity for downstream areas; and deploy personnel on standby to handle any situation.

Proactive drainage and flood control measures are necessary to protect production, industrial zones, urban areas, and densely populated residential areas. The Steering Committee also requested that localities base their decisions on the actual situation to determine whether to suspend classes for students during heavy rain and floods. They should prepare forces, vehicles, equipment, and essential supplies according to the "four on-the-spot" principle to be ready to respond to situations, especially in areas at risk of being isolated.

Direct local radio, television, and press agencies to intensify the dissemination of information about the flood situation so that the government and people can proactively take preventive measures. Prepare forces and resources for rescue and relief operations when needed.

The official dispatch stated that Vietnam Television, Vietnam Radio, Vietnam News Agency, and other mass media agencies from the central to local levels should strengthen the dissemination of information about the flood situation so that the government and people can proactively respond. Ministries and sectors, according to their assigned functions and tasks, need to proactively direct and coordinate with localities in responding to the floods.

The Steering Committee requests that localities, ministries, sectors, and agencies strictly adhere to duty rosters and report regularly to the National Civil Defense Steering Committee (via the Department of Dyke Management and Disaster Prevention and Control - Ministry of Agriculture and Environment).
