Urgently submit to the Politburo the investment project for the Red River landscape avenue axis

On the afternoon of November 15, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee to review the planning project of the Red River landscape avenue axis and the Olympic Sports Urban Area, Hanoi Capital.

Also attending were Deputy Prime Ministers: Tran Hong Ha, Le Thanh Long, Bui Thanh Son, Ho Duc Phoc, Mai Van Chinh, Pham Thi Thanh Tra, Ho Quoc Dung; leaders of relevant ministries, branches, central agencies and Hanoi city.

The Red River landscape avenue axis is one of the five strategic axes specifically shown in the Capital Master Plan. This project has a research scale of about 11,000 hectares, stretching over 40 km along the Red River, passing through 16 communes and wards in the area inside Ring Road 4, affecting 40,000 people, with a preliminary calculation of needing more than 400,000 billion VND in investment capital. The basic planning project has been oriented by Hanoi city with about 8 landscape parks, 12 thematic parks, with a total area of ​​more than 3,000 hectares.

The project will contribute significantly to Hanoi achieving four major goals: Resolving traffic congestion; minimizing environmental pollution; urban beautification; and resolving flooding in the inner city. When completed, the project will also connect all bridges over the Red River.

With the goal of starting construction of the Red River landscape boulevard on December 19, 2025 and completing it by 2030, Hanoi city has proposed special mechanisms related to tasks of planning, investment, land, site clearance and resettlement...

For the Olympic Sports Urban Area, Hanoi has approved the planning task of two sub-areas C and D with a total area of ​​over 8,200 hectares. Of which, sub-area C has an area of ​​nearly 4,500 hectares, located in the administrative boundaries of Ngoc Hoi, Nam Phu, Hong Van, Chuong Duong, Thuong Phuc, and Thuong Tin communes; sub-area D has an area of ​​over 3,700 hectares, located in the administrative boundaries of Thanh Oai, Tam Hung, and Dan Hoa communes.

Both subdivisions are being studied and planned with functions such as: Sports land; residential land; mixed; public services; schools; trees; technical infrastructure; relic and religious land; security land; national defense land; agricultural production...

Concluding the meeting, Prime Minister Pham Minh Chinh stated that the Government Standing Committee agreed with the policy. However, since these are major projects contributing to building a "bright, clean, beautiful", modern, and international-class capital, Hanoi, together with relevant ministries and branches, should complete the project and report to the Government Party Committee and the Government to request the Politburo's approval.

The Prime Minister suggested that the mechanisms and policies that are already in the Hanoi Capital Law should not be re-stated in the Report. Review and propose any mechanisms and policies that are not yet in place, stating the reasons; those mechanisms and policies that are under the authority of the Government and the Capital should not be presented again.

The Prime Minister assigned Deputy Prime Minister Tran Hong Ha and relevant ministries, sectors and Hanoi city to prepare a clear report and submit it to the Politburo. When the Politburo gives its opinion, the ministries, sectors and Hanoi city will implement it based on their functions, tasks and powers.

Note, Hanoi reviewed the master plan and zoning in the spirit of building a civilized, green, clean and beautiful capital of international stature. The Prime Minister directed Hanoi to develop a project to effectively exploit the city's water surface, ground space, underground space and outer space.

Considering that other issues related to dykes, minerals, and environmental impact assessment are specific issues that Hanoi needs to complete according to regulations, the Prime Minister noted that Hanoi needs to make efforts to start construction of these two projects on December 19, 2025 to create momentum, force, and spirit to enter a new era.

* Next, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh chaired a meeting of the Government Party Committee Standing Committee to review progress, submit to the National Assembly for promulgation a Resolution on special policies and mechanisms, especially investment in the construction of the North-South high-speed railway; and promote preparations for project implementation./.
