At around 8:30 p.m. on January 13, driver Nguyen Van Dong, 29, was driving a truck carrying sticky rice on National Highway 9 in the direction of Lao Bao - Dong Ha, with co-driver Bui Duy Ngoc, 25, also residing in Quynh Luu, Nghe An . When reaching the section of road through Dakrong commune, Dakrong district, the truck overturned, leaving Dong and Ngoc trapped in the cabin, hundreds of bags of sticky rice spilling out.
Some people in Dakrong commune tried to help the driver escape from the cabin. However, dozens of others saw the sticky rice spilling out and "looted" it, using motorbikes to carry the rice away despite being stopped.

Driver Dong and Ngoc were later freed from the cabin and taken to the emergency room.
That same night, Dakrong District Police issued a notice asking those who took sticky rice from the crashed truck to return it. By the morning of January 14, only a small portion of the lost rice had been returned.
