'Many vehicle inspection centers have excess capacity'

According to the Director of the Vietnam Registering and Inspection Department, the inspection centers are no longer experiencing congestion, and some units even have excess inspection capacity ranging from 32% to 45%.

At the conference summarizing the work of the first six months of the year on the afternoon of July 10th, Mr. Nguyen Chien Thang, Director of the Vietnam Registering and Inspection Department, said that nearly 90% of vehicle inspection centers nationwide have resumed operations after being closed for a period of time.

Since March, when the Ministry of Transport issued Circular 02 stipulating exemption from initial inspection for new vehicles (approximately 500,000 vehicles/year) and extending the inspection cycle for many vehicles by 3-6 months, most vehicle inspection centers are no longer congested, and people no longer have to queue for vehicle inspections like at the beginning of the year.

Hanoi currently has 27 vehicle inspection centers operating with 45 lines and an actual capacity of 2,700 vehicles per day, while the number of vehicles undergoing inspection is 1,610, reaching 60% of capacity. Ho Chi Minh City currently has 17 operating centers with 33 lines and an actual capacity of 1,980 vehicles per day, while the number of vehicles undergoing inspection is 1,355, reaching 68% of capacity.

In addition, Circular No. 08 automatically extends vehicle inspection validity, allowing 1.4 million passenger cars with up to 9 seats that are not used for commercial transport to continue using their inspection certificates and stickers for an additional 6 months without the vehicle owner having to bring the vehicle to the inspection unit for re-inspection. This regulation also helps reduce the workload for inspection units. Centers can focus their human resources and facilities on inspecting commercial transport vehicles and vehicles whose inspection certificates have expired and are currently backlog.

Instead of spontaneously taking their vehicles for inspection as before, people have now developed the habit of registering online to schedule appointments, helping the vehicle inspection agency proactively arrange work. The new regulations contribute to raising awareness and responsibility among vehicle owners, encouraging them to maintain and repair their vehicles before inspection.

According to Director Nguyen Chien Thang, the Vietnam Registering and Inspection Department will review regulations related to the financial mechanism, service prices, and fees for technical safety and environmental protection inspections of motor vehicles to propose amendments to adequately cover inspection operating costs and limit negative practices in motor vehicle inspections.

The Department will also review the entire system of legal documents to amend and improve the effectiveness of state management in the field of vehicle inspection, closely linked with inspection, examination, and prevention of corruption. The agency is also developing a project on "Innovating state management in the field of vehicle inspection," separating state management functions such as licensing, inspection, and examination at the central and local levels. Vehicle inspection centers of the police and military forces, as well as maintenance and repair facilities, will be allowed to participate in providing vehicle inspection services.

The widespread investigation into vehicle inspection centers began in December 2022 when Ho Chi Minh City police raided numerous centers on the outskirts of Saigon and in the Mekong Delta provinces. On December 18, 2022, the first 18 people were charged with bribery , including giving, receiving, and brokering bribes , and forgery in official duties. Subsequently, dozens of centers were closed, and hundreds of inspectors were summoned for investigation. Earlier this year, overcrowding and long queues for vehicle inspections occurred nationwide.
