On many inner-city streets in Hanoi, irregular house numbers are causing difficulties and frustration for people when finding addresses.

At the gateway route of Pham Van Dong (Bac Tu Liem district), the situation of chaotic house numbers here is extremely common. According to records, near the intersection of Pham Van Dong - Hoang Quoc Viet, there are 4 houses numbered 30B and 2 houses numbered 30 Pham Van Dong.
Also on this route, there are 3 houses all numbered 689 Pham Van Dong.
Right next to number 689 is a sign indicating lane 649 Pham Van Dong.
About 4 km away, 3 stores on Le Duc Tho Street (Nam Tu Liem District) have license plate number 21, opposite is a building with the same number.
Although according to the principles of the Ministry of Construction , for houses on the street, in alleys, and in lanes, the left side is an odd number, the right side is an even number, going from small to large in a natural sequence of numbers from north to south, from east to west, from northeast to southwest, from southeast to northwest. However, also on Le Duc Tho street, the house number is 16 (even number), the alley number right in front of the house is 35 (odd number).
Nguyen Hoang Street nearby is also in a situation where two houses are next to each other but the numbers are 72 and 63.

According to the Department of Construction, the reason is that people spontaneously hang nameplates and house numbers, but when the government issues new numbers, they still keep the old numbers. Some streets are named but are slow to attach numberplates. In new urban areas, investors name and number houses themselves and have not yet handed over technical infrastructure to the city's specialized agencies. Therefore, the house numbering here has not been standardized to be included in the management system of local authorities.
Similarly, on Huynh Thuc Khang Street extension, many businesses still keep their old address at Lane 84 Chua Lang. It is known that, in carrying out the tasks assigned by the Government, the Ministry of Construction is collecting opinions from ministries, branches, agencies and people on the draft circular regulating the numbering and mounting of house number plates to replace. The circular is expected to be issued and take effect in August 2024, hoping to end the chaotic situation of house numbers on many streets in Hanoi.
