Deputy Prime Minister Mai Van Chinh - Head of the Steering Committee for "Exhibition of socio-economic achievements on the occasion of the 80th anniversary of National Day (September 2, 1945 - September 2, 2025)" has just signed Decision No. 65/QD-BCĐ dated May 22, 2025 promulgating the Regulations on organization and operation of the Steering Committee.

This Regulation stipulates the principles, working regime, information reporting regime and coordination mechanism, responsibilities of members and standing agencies of the Steering Committee "Exhibition of socio -economic achievements on the occasion of the 80th anniversary of National Day (September 2, 1945 - September 2, 2025)".

The Steering Committee works on the principles of centralization and democracy.

The Steering Committee works according to the principles of centralization, democracy, public discussion, ensuring unity, and promoting the personal responsibility of the leader.

The Steering Committee is under the direct leadership and direction of the Deputy Prime Minister and Head of the Steering Committee in managing, operating, and organizing the implementation of tasks.

The Head of the Steering Committee is the final decision maker on matters of the Steering Committee; the Deputy Head of the Steering Committee decides on certain matters as assigned and authorized by the Head of the Steering Committee; the members of the Steering Committee are responsible for implementing assigned tasks and proactively directing the implementation of tasks in the assigned state management sectors and fields.

The Head of the Steering Committee chairs regular and ad hoc meetings when necessary. The Head of the Steering Committee may assign or authorize the Deputy Head of the Steering Committee to chair meetings to discuss and decide on specific issues within the duties of the Steering Committee. Members of the Steering Committee are responsible for attending all meetings. In case they cannot attend a meeting, they must report to the Head of the Steering Committee and authorize a representative of the agency or unit to attend the meeting; the opinions of the meeting attendees are the official opinions of the members of the Steering Committee.

The Steering Committee is responsible for developing the Steering Committee's monthly work program and plan and assigning specific tasks to members for implementation.

The Steering Committee works according to a monthly program, and holds extraordinary meetings when necessary. Meetings are chaired by the Head of the Steering Committee or Deputy Head of the Steering Committee (when assigned or authorized by the Head of the Steering Committee). The composition of participants in extraordinary meetings is decided by the Head of the Steering Committee or Deputy Head of the Steering Committee (when assigned or authorized by the Head of the Steering Committee). The Standing Body of the Steering Committee meets regularly every two weeks.

The Head of the Steering Committee decided to convene an expanded meeting with the participation of heads of relevant ministries, agencies, People's Committees of provinces and centrally run cities, organizations, enterprises and individuals.

Coordination mechanism

The Head of the Steering Committee and Deputy Heads of the Steering Committee periodically or unexpectedly work with the Steering Committee members and the Standing Body of the Steering Committee to listen to situation reports and direct the implementation of the Steering Committee's activities.

Members of the Steering Committee are responsible for directing agencies and units under their charge to coordinate with the Standing Agency of the Steering Committee to perform related tasks; report to the Head of the Steering Committee on the implementation of assigned tasks.

For issues that need to be resolved immediately but the Steering Committee has not yet held a meeting, the Standing Body of the Steering Committee shall obtain written opinions from the Steering Committee members and report and request the decision of the Head of the Steering Committee.

Responsibilities of the Standing Body of the Steering Committee

The Standing Body of the Steering Committee is responsible for assisting the Steering Committee and the Head of the Steering Committee in coordinating, handling and resolving issues and problems arising during the process of directing the implementation of the Exhibition; implementing the regular work of the Steering Committee; presiding over and coordinating with ministries, departments, branches, relevant agencies and localities to synthesize and propose the Steering Committee's action plan and solutions to effectively implement the organization of the Exhibition.

At the same time, advise on the establishment of the Organizing Committee; Subcommittees to assist the Organizing Committee; prepare the contents of the Steering Committee meetings; coordinate with relevant agencies to draft conclusions of the Steering Committee meetings; monitor and urge the implementation of this Regulation. In case of need to supplement or amend the Regulation, based on the proposals of the Steering Committee members, report to the Head of the Steering Committee for consideration and decision.

The standing agency of the Steering Committee is responsible for ensuring the operating conditions of the Steering Committee, using its apparatus to organize the implementation of the tasks of the Steering Committee or reporting to the Head of the Steering Committee to establish a working group to work on a part-time basis (with the participation of experts and scientists in the industry and field) under the standing agency to help the Steering Committee effectively perform its tasks, ensuring that the staff is not increased; except in special cases implemented according to the decision of the Prime Minister and performing other tasks assigned by the Steering Committee and the Head of the Steering Committee.
