Visiting some shops, display points, and typical agricultural products along Highway 6. When asked about OCOP products of Van Ho district, most of the shops displayed very little or none. Mr. Pham Nguyen Chien Thang, manager of Vigolando restaurant, Chieng Di 2 village, Van Ho commune, shared: We have a space of about 50 m², selling more than 20 types of agricultural products, OCOP of the districts, such as: Yen Chau black garlic, tea, milk cake, Moc Chau dried plums... while there are almost no products of Van Ho district, because the source of distribution is small and unstable, previously the shop displayed some tea products of Chieng Di, Van Ho Tea Joint Stock Company, but consumption was quite slow.
Sharing this story with Mr. Thai Ba Sinh, Deputy Head of the Department of Agriculture and Environment of Van Ho district, said: This has also been a concern of the district for many years, especially when neighboring localities, such as Moc Chau and Yen Chau, have implemented the OCOP program very effectively, while Van Ho has not achieved the desired results. The main reason is that the subjects are not really determined in maintaining and developing products, and lack of initiative in trade promotion. Many enterprises and cooperatives have not fully recognized the importance of the Program, so they have not actively participated, and are not interested in the process of re-evaluating products or upgrading the stars for OCOP products.
For example, Song Khua non-glutinous rice product, which once achieved 4-star OCOP quality standards, is owned by Song Khua Non-glutinous Rice Cooperative, Song Khua commune. In 2019, with the support of the GEAT program, Van Ho district supported the cooperative with funding for printing packaging, labels, and traceability codes; supported the completion of procedures and dossiers for trademark registration and geographical indications. At one point, Song Khua non-glutinous rice was priced at 45,000 VND/kg, expected to be on par with delicious rice brands in the country and the region. However, after 6 years of operation, the cooperative has now stopped operating, ending the journey of a potential OCOP product with regret.
Talking with Mr. Mui Van Hoang, Vice Chairman of Song Khua Commune People's Committee, it was known that: Initially, the cooperative operated quite effectively, however, from 2020 to 2022, due to the impact of the Covid-19 epidemic, the non-rice produced by the people could not be consumed. On the other hand, over time, the non-rice variety was mixed with other types of rice. Therefore, the productivity and quality were not as good as before. Production but did not bring in profits, causing member households to be uninterested in maintaining the product, switching to other crops.
Currently, Van Ho district has 8 products recognized as meeting OCOP standards, of which 4 products have 4 stars and 4 products have 3 stars. However, according to the assessment of professional agencies, Van Ho OCOP products are currently mainly small-scale products with limited scalability, making it difficult to meet large and continuous orders. Many subjects are in remote, mountainous, ethnic minority areas, with limited production capacity and market access. Policies and solutions on vocational training and scientific and technological research for specific, small-scale products are not yet linked to actual requirements and conditions; the capacity to advise and support innovation in the locality is still limited.
Mr. Nguyen Quang Huan, Vice Chairman of Van Ho District People's Committee, said: The district has proposed many solutions to remove difficulties for people, cooperatives and enterprises in the process of building and developing OCOP products. Support the issuance of food safety certificates, VietGAP certificates; support stamps, labels, product packaging, barcodes, QR-Code for traceability, processing equipment; coordinate in organizing training courses, seminars on the OCOP program, equipping subjects with knowledge of sales skills, e-commerce and regulations on food safety and hygiene... Strengthen propaganda, mobilization, raising awareness among individuals and enterprises about the importance of building OCOP products.
In order for the OCOP program to truly become a driving force for sustainable rural economic development, Van Ho district needs to continue to promote synchronous solutions to enhance the role and responsibility of participating entities; strengthen the connection between people, cooperatives, businesses and the government; support access to markets, science and technology and financial resources. When the "bottlenecks" are removed, Van Ho's OCOP products have the opportunity to go far, contributing to promoting sustainable agricultural development and improving people's lives.
