The Provincial People's Committee directed that agencies, units and localities must identify this as a key political task that needs to be prioritized in direction and administration, associated with the responsibility of the leader, promoting the spirit of speed, determination and responsibility, especially in the context of rearranging and reorganizing commune-level administrative units and abolishing the district level.

Agencies, units and localities should proactively identify difficulties and causes of slow disbursement of each specific program and project; focus on site clearance; promptly propose transferring capital from slow-disbursement projects to supplement capital for projects with good disbursement and in need of additional capital; speeding up disbursement must be associated with ensuring construction quality, avoiding negativity, corruption and waste.

In the process of speeding up progress, promptly handling cadres who are weak in capacity, afraid of responsibility, shirking responsibility, avoiding responsibility, having a waiting and expecting mindset from the merger of communes, and abolishing the district level, leading to stagnation in task implementation.

Agencies, units, and localities shall organize weekly assessment of disbursement results, starting from May 20, 2025; strictly implement the reporting regime to the Department of Finance for synthesis on Monday of the following week.
