90-day peak competition to complete site clearance for Lao Cai - Hanoi - Hai Phong railway construction investment project

Speaking at the conference, Comrade Trinh Xuan Truong, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee emphasized: The project is a historic opportunity for Lao Cai province to make a breakthrough, contributing to soon turning Lao Cai into a center connecting economic trade between Vietnam and ASEAN countries with the Southwest region of China.

The National Assembly has issued specific mechanisms and policies for implementation, demonstrating strategic priority for the development of railway infrastructure. Investment preparation work has been carried out quickly, synchronously, drastically and requires very high progress; the project will start construction on December 19, 2025.

The conference was held online to localities where the project passes through and localities implementing resettlement projects.

Along with the great opportunity is the huge amount of work, especially the site clearance: 652 hectares of land to be recovered, 774 households and 104 production facilities to be relocated. This is an unprecedented task in terms of scale and nature, requiring the synchronous, comprehensive and drastic participation of the entire political system.

To successfully carry out the 90-day peak emulation campaign to complete the project's site clearance, the Provincial Party Secretary and Chairman of the Provincial People's Committee requested the entire political system to seriously implement the site clearance work for the Lao Cai - Hanoi - Hai Phong Railway Construction Investment Project (section passing through Lao Cai province) in accordance with the direction of the Prime Minister; organize and implement the work in parallel, at the same time, resolutely not letting the latter wait for the former.

Comrade Trinh Xuan Truong, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, requested the entire political system to join in and resolutely carry out the 90-day peak emulation campaign to complete the project's site clearance.

Party committees at all levels must uphold their sense of responsibility and clearly identify the task of implementing the project's site clearance as an important political task in their leadership and management; be determined, proactive, creative, dare to think, dare to act for the benefit of the nation, people and Lao Cai province.

Mobilize the entire political system to propagate and mobilize people to speed up the progress of site clearance and relocation of technical infrastructure, focusing on investing in the construction of resettlement areas, ensuring that people have new housing that is at least equal to or better than their old housing.

The Provincial Party Secretary and Chairman of the Provincial People's Committee believes that with high determination and great efforts, Lao Cai province will soon complete the goal of handing over the project site as planned.

The Provincial Party Secretary and Chairman of the Provincial People's Committee also requested agencies, units and localities to publicize and make transparent the contents related to the project to the people - where the project passes through; strengthen the inspection and supervision of functional agencies, the Fatherland Front, organizations and people to prevent violations.

He believes that with high determination and great efforts, Lao Cai province will complete the goal of handing over the project construction site in August 2025, ensuring conditions for the project to start on December 19, 2025 as directed by the Prime Minister.

Comrade Tran Minh Sang, Director of the Department of Agriculture and Environment, informed about some regulations in compensation, support and resettlement.

At the conference, leaders of departments, branches, localities, and representatives of households where the railway passes through and where resettlement areas are built all expressed their determination to successfully carry out the 90-day peak emulation period to complete the project's site clearance.

Exchanging opinions with departments, branches and localities at the conference, Comrade Vu Xuan Cuong, Standing Deputy Secretary of the Provincial Party Committee, proposed that the site clearance work take place during the time of merging administrative units and ending the operation of district-level governments. Localities need to make efforts to race against time, soon complete the tasks under the authority of the district level, ensure the rights of the people; implement decentralization, clearly assign tasks, clearly define people, clearly define responsibilities to ensure the set progress.

The Lao Cai - Hanoi - Hai Phong railway construction investment project was approved by the National Assembly in Resolution No. 187/2025/QH15 dated February 19, 2025 with a total main line length of 390.9 km; the section in Lao Cai province is about 66.1 km long, passing through Lao Cai city, Bao Thang, Bao Yen and Van Ban districts. The total investment capital is 203,231 billion VND, equivalent to 8.37 billion USD, striving to be completed by 2030 at the latest.
