On May 20, according to information from the Department of Culture, Sports and Tourism of Binh Dinh province, Deputy Minister of Culture, Sports and Tourism Hoang Dao Cuong signed a decision approving the Project "Preserving and promoting the value of the Xuong Ly Dam Fishing Festival to serve tourism associated with new rural construction".
The objective of the Project is to institutionalize the Party's guidelines, policies and laws of the State on the protection and promotion of traditional cultural heritage values, while creating momentum for local tourism economic development, contributing to improving the material and spiritual life of the people.
The Van Dam Xuong Ly fishing festival has become a national intangible cultural heritage.
The project includes specific tasks: comprehensive research and survey of the Van Dam Xuong Ly Fishing Festival; organizing training courses, teaching the community knowledge and skills in heritage practice; organizing practice, performance, and introduction of important rituals in the festival; supporting the provision of tools, utensils, and offerings for the community to practice the festival; producing documentaries, photo collections, and documents on project implementation; designing publications promoting cultural tourism based on heritage values, etc.
The Ministry of Culture, Sports and Tourism assigned the Department of Cultural Heritage to take the lead in developing and implementing the plan. At the same time, the Ministry requested the Department of Culture, Sports and Tourism of Binh Dinh Province; Quy Nhon City People's Committee to coordinate in conducting surveys, selecting intangible cultural heritages and surveying facilities to implement activities to protect and promote heritage values. Research and propose activities to protect and promote the values of the Van Dam Xuong Ly Fishing Festival... The project implementation roadmap is in the second and third quarters of 2025.
The Van Dam Xuong Ly fishing festival has been formed and developed for nearly 200 years.
The Van Dam Xuong Ly fishing festival (Nhon Ly commune, Quy Nhon city, Binh Dinh province) has developed along with the ups and downs of this land for nearly 200 years. According to historical records, before 1815, Xuong Ly village was just a small hamlet on Nom beach (also known as Vung Nom), belonging to Hung Luong village, Nha Phien commune, Phu Ly district. In the 20th year of Minh Mang (1839), Xuong Ly village was established. Through the ups and downs of time, today Van Dam Xuong Ly is divided into 2 villages, Ly Chanh and Ly Hoa (belonging to Nhon Ly commune, Quy Nhon city) and share the same Nam Hai Tomb.
Similar to the fishing festival in other coastal areas in the province, the Xuong Ly Van Dam Fishing Festival takes place according to traditional rituals, including: Nam Hai God welcoming ceremony, provincial birth ceremony, national peace and security worship, safe fishing for fishermen, and a good fishing season...
In addition to the ceremony, the festival is organized with many activities such as performing "ba trao", "hat boi", rowing, swimming, playing cards and other folk games. The fishing festival is not only an activity of the coastal villagers but also an opportunity to attract tourists to come and have fun.
After many restorations and reconstructions, especially after 2014 until now, the Xuong Ly lagoon fishing festival has been fully restored with traditional rituals, becoming a unique cultural beauty of Binh Dinh fishing village, attracting a large number of locals and tourists.
The implementation of the Xuong Ly Van Dam Fishing Festival conservation project not only helps preserve traditional cultural values but also creates conditions for sustainable tourism development based on local identity. This direction is consistent with the cultural tourism development orientation of Binh Dinh province, and at the same time contributes to raising public awareness of the importance of preserving and promoting heritage values.
