In implementing Resolution No. 10-NQ/TU, localities and units in the province have developed specific action plans, clearly assigning responsibilities to each level and sector. Party committees and authorities have incorporated the content of the Resolution into their annual key work programs, integrating it into socio-economic development targets, sectoral planning, and local planning. After nearly three years of implementing Resolution No. 10-NQ/TU, Quang Ninh has achieved many outstanding results, from institutionalizing policies to a series of specific solutions in technical, financial, legal, and community communication aspects.
One of the highlights is the province's proactive approach in securing strong financial resources for the environmental sector. During the 2022-2024 period, the total budget allocated to environmental protection in the province reached over 2,000 billion VND, accounting for an average of 2.37% of the total local budget expenditure, more than double the minimum level stipulated by the central government.
In particular, from 2022 to the present, Quang Ninh has attracted 5 major environmental protection projects with a total investment of over 48,000 billion VND from the private sector, while also receiving many significant international funding projects such as the wastewater treatment project in the Dau Go cave area, the SATREPS project on construction waste management, and initiatives to reduce plastic waste. Furthermore, Quang Ninh has invested heavily in technical infrastructure and technology. To date, all 8 industrial parks and 4 industrial clusters operating in the province have centralized wastewater treatment systems that meet standards. Automatic wastewater monitoring systems have also been installed, connecting data online with state management agencies for 24/7 monitoring. In addition, the province has implemented an air quality monitoring network comprising 62 regularly scheduled locations and 15 automated points, along with 42 automated emission stations installed by businesses, contributing to strict control of the quality of the living environment.
Administrative reform in the environmental sector has also been accelerated. The province has simplified 14 administrative procedures related to environmental protection, applied online public services at levels 3 and 4, and ensured transparency on information portals. Notably, during the 2022-2024 period, Quang Ninh province reviewed and approved 158 environmental impact assessment reports, issued 187 environmental permits, and resolutely refused to grant permits to projects with a high risk of pollution, especially in sensitive areas such as Cua Luc Bay, Ha Long Bay, and Bai Tu Long Bay.
Integrating environmental factors into socio-economic development is also a prominent direction. Contents related to protecting natural heritage, conserving biodiversity, and adapting to climate change have been comprehensively integrated into the Provincial Planning for the period 2021-2030, with a vision to 2050. Infrastructure projects for waste treatment, wastewater treatment, reforestation and protection, and the establishment of conservation areas are being implemented according to schedule.
Along with state investment, the province has also strongly promoted the role of businesses and the community. In three years, the 19th Army Corps ( Ministry of National Defense ) has spent over 250 billion VND to rehabilitate and restore the mining environment, dredge streams, treat waste, and plant trees. In many localities throughout the province, eco-tourism models, clean production, and resource reuse are being replicated. Political and social organizations, volunteer groups, and women's groups collecting waste are mobilized as a core force in disseminating information and preserving the environment at the grassroots level.
