According to the emission control strategy, relevant departments, agencies, and businesses must conduct a comprehensive greenhouse gas inventory; implement energy-saving solutions, apply digital technology and smart devices in production, aiming for Net Zero by 2050.

Mr. Cao Thanh Thuong, Director of the Department of Agriculture and Environment, said: The review results show that in the province, there are 14 establishments under the Industry and Trade sector and 3 establishments under the Construction sector that must conduct greenhouse gas inventory according to Decision No. 13/2024/QD-TTg dated August 13, 2024, of the Prime Minister.
In addition, there are 27 facilities not included in the list issued with Decision No. 13/2024/QD-TTg but meeting the criteria for facilities required to conduct greenhouse gas inventories as stipulated in Article 6 of Government Decree No. 06/2022/ND-CP on greenhouse gas emission reduction and ozone layer protection.
In addition, the province has been implementing a pilot program to allocate greenhouse gas emission quotas for 2025-2026 to thermal power plants, steel production facilities, and cement production facilities listed in Decision No. 13/2024/QD-TTg.
Of these, 2 steel production facilities belong to the Ministry of Industry and Trade and 1 cement production facility belongs to the Ministry of Construction; there are no thermal power plants.
At the end of September 2025, the Department of Agriculture and Environment will review and provide data to support the allocation of greenhouse gas emission quotas for 2025-2026.
Specifically, Hoa Sen Nhon Hoi-Binh Dinh One-Member Limited Company (Quy Nhon Dong ward), specializing in the production of iron, steel, cast iron, and plastic pipes, has a total greenhouse gas emission of over 78,940 tons of CO2 equivalent (carbon dioxide equivalent, a unit of measurement for total greenhouse gas emissions) in 2024.
Hoa Sen Binh Dinh One-Member Limited Company (An Nhon Nam ward) specializes in the production of iron, steel, cast iron, and plastic pipes; its total greenhouse gas emissions in 2024 exceeded 5,717 tons of CO2 equivalent.
BICEM Joint Stock Company (Tuy Phuoc commune), which specializes in cement production, is also a major emitter and is required to conduct a greenhouse gas inventory.
According to Mr. Nguyen Viet Cuong, Head of the Environmental Protection Sub-Department (Department of Agriculture and Environment), the province has many potentials and advantages for developing agriculture, forestry, renewable energy such as wind power, solar power, biomass power, and ecotourism.
However, along with development, environmental degradation, greenhouse gas emissions, and the impacts of climate change have posed numerous challenges.
Therefore, achieving Net Zero is not only a necessary requirement but also an opportunity for the province to restructure its growth model towards green and sustainable development and enhance its competitiveness.

Therefore, each sector, agency, unit, locality, and enterprise must clearly recognize its responsibility and role in reducing greenhouse gas emissions and using energy efficiently and effectively."
