Revenue collection faces difficulties.

According to Mr. Nguyen Van Nam, Chairman of the People's Committee of Hiep Duc district, by November, the district People's Committee had focused on directing the implementation to achieve and surpass 23 out of 36 targets and tasks for socio- economic development, national defense and security in 2024.

In particular, the value of agricultural, forestry, and fisheries production, as well as industrial and construction production, exceeded the targets set in the resolution; the value of trade and services is estimated to reach 97% of the resolution's target. As of November 9th, the total state budget revenue in the district reached over 846.7 billion VND (exceeding the provincial budget estimate by 65.4% and exceeding the District People's Council Resolution by 63.1%).

Analyzing the socio-economic development situation of Hiep Duc, Mr. Lam Quang Thanh - Deputy Head of the Economic and Budget Committee of the Provincial People's Council - noted that although Hiep Duc's total budget revenue exceeded the target, it was mainly due to transferred funds.

Meanwhile, domestic revenue was very low, only over 76.1 billion VND (reaching 72.1% of the provincial budget estimate, 67.5% of the District People's Council Resolution, and 84.9% compared to the same period last year).

According to Tran Xuan Vinh, Vice Chairman of the Provincial People's Council, Hiep Duc's economy is worth approximately 2,200 billion VND, accounting for only 0.2% of the province's total economy.

While domestic revenue is only 76 billion VND, which is comparable to that of a small business in a lowland district, Hiep Duc district needs to recognize this and make better efforts and set a better direction.

Mr. Nguyen Ngoc Hoang Viet, Vice Chairman of the People's Committee of Hiep Duc district, said that the district's budget revenue in 2024 faced difficulties due to unmet revenue targets from enterprises such as Song Tranh Hydropower Plant, Hiep Duc Garment Company, and wood chip company. The reasons include difficulties in electricity sales due to bureaucratic mechanisms; and the impact of fluctuating global conditions on garment and wood exports.

Besides revenue collection, the issue of capital disbursement, especially capital from National Target Programs (NTPs), in Hiep Duc has faced many difficulties to date.

Notably, the capital for the National Target Program on socio-economic development in ethnic minority and mountainous areas has only been disbursed at 15.9% (7.5/47.1 billion VND). Meanwhile, the capital for the poverty reduction program in 2022 and 2023 has only been disbursed at 16.1% (492 million VND/3 billion VND).

Opinions suggest that while Hiep Duc's public investment disbursement rate reached 60%, higher than the provincial and central averages, the funding for national target programs in Hiep Duc remains low, especially for funds carried over into 2022 and 2023, posing a high risk of capital withdrawal.

According to Mr. Nguyen Van Nam, the district is expected to have to return more than 30 billion VND of the National Target Program for socio-economic development in ethnic minority and mountainous areas because it could not be disbursed.

One of the reasons is the delayed disbursement of national target program funds, which puts significant pressure on the district to disburse the funds. In addition, the guiding documents and implementation plans for national target programs are overlapping and inconsistent.

Despite the difficulties, in 2024 Hiep Duc achieved several outstanding results such as: mobilizing people to participate in health insurance reaching 99.4% (achieving 101.42% of the resolution); reducing 158 poor households compared to 2023, exceeding the provincial target by 43 households (the whole district still has 625 poor households, a rate of 5.12%, and 362 near-poor households, a rate of 2.97%).

During the year, the district sent 71 workers to work abroad under contract (achieving 101% of the plan); 98.84% of agencies and businesses, 95.2% of families, and 100% of villages and neighborhoods achieved the title of "cultural" commune/ward. The district completed the task of eliminating temporary housing...

Large timber forests did not meet expectations.

One of the two socio-economic targets for 2024 in Hiep Duc district fell short: the target for FSC-certified large timber forest planting. According to the report, the area of ​​FSC-certified large timber forest planting throughout the district to date is 605.98 hectares, reaching only 50.5% of the resolution and decreasing by 13.4% compared to the same period in 2023.

According to Mr. Nguyen Van Nam, promoting the planting of large timber forests with a focus on developing advanced wood processing technology has been identified by the district as a key priority.

In the early years of the term, the implementation of this policy was very enthusiastic, with many businesses investing and starting construction of factories. However, after the COVID-19 pandemic and the upheavals caused by the Russia-Ukraine war, the wood processing and export industry was greatly affected.

Furthermore, mobilizing people to participate in planting large timber forests faces many difficulties because the current mechanisms are not strong enough to encourage their participation. "Planting large timber forests requires a long time to harvest, from 5 to 10 years. Therefore, stronger mechanisms are needed to support the people," Mr. Nam said.

Mr. Nguyen Van Tinh, Secretary of the District Party Committee and Chairman of the District People's Council of Hiep Duc District, believes there are many shortcomings in the policy of planting large timber forests. The number of people participating in planting large timber forests is not large-scale; only those with sufficient resources dare to invest, while the weather is unfavorable and market prices are unstable…

At the same time, we request that the province pay more attention to ethnic policies in Hiep Duc. Most of the policies implemented are geared towards mountainous areas, while ethnic minorities account for 10% of Hiep Duc's population, a significant difference compared to the other two lowland mountainous districts of Tien Phuoc and Nong Son.

The Standing Committee of the Provincial People's Council received the proposals and explanations from Hiep Duc district at the working session, including the issue of planting large timber forests. They also noted that Hiep Duc should soon complete the district's regional planning; improve the construction of new rural areas; and take measures to disburse funds and expedite land clearance for the implementation of key provincial investment projects in the area…

Efforts to address the teacher shortage

In the 2024-2025 school year, Hiep Duc district has 22 schools under the direct management of the District People's Committee, with 47 school locations, 298 classrooms, and 8,213 students. As of November 2024, the total number of civil servants and employees in the education sector is 751 people (591 on the payroll and 160 on labor contracts).

Currently, the district's education sector lacks 60 teachers and 9 staff members. Compared to the assigned quotas and targets, the number of permanent staff is still low. The proportion of contract teachers at all levels remains high; the size of schools and classrooms in multi-level schools (primary and lower secondary) is small, while the requirement is to teach all subjects and conduct educational activities as prescribed; therefore, localized teacher shortages and surpluses (at the lower secondary level) still occur in some schools.

The District People's Committee is currently holding a recruitment exam for education sector civil servants in 2024 with 69 positions. District leaders have proposed a mechanism to bind candidates taking the civil servant recruitment exam in the education sector, as many cases have arisen where candidates have passed the exam and started working but then applied for jobs in other localities with more favorable conditions and then resigned midway, leaving the locality unprepared.

The rate of administrative procedures processed on time reached over 99%.

In 2024, Hiep Duc district will focus on directing administrative reform and comprehensive digital transformation across all sectors. It will effectively address the shortcomings of 2023, such as ensuring the decentralization of authority is carried out in accordance with regulations; developing job position plans and assigning civil servants to the correct positions; and publicly apologizing for delayed applications at 100% (with apology letters and explanatory reports).

Regarding the results of administrative procedure processing, from the beginning of the year until now, the district level has received 2,181 applications, of which 2,112 were processed on time (reaching 99.41%), the rate of online applications reached 50.17%, the rate of online payments reached 17.26%; 14 applications were delayed and 55 applications are currently being processed.

At the commune level, 2,914 applications were received, of which 2,895 were processed on time (99.86%), the online application rate reached 83.49%, and the online payment rate reached 55.41%; 4 applications were delayed, and 15 applications are currently being processed.
