All gas stations must sell E10 gasoline.

From June 1st, 2026, Circular 50/2025/TT-BCT of the Ministry of Industry and Trade officially comes into effect, stipulating the roadmap for applying the blending ratio of biofuels with traditional fuels in Vietnam.

Specifically, according to Clause 1, Article 4 of the Circular, it is stated that: From June 1, 2026, unleaded gasoline (according to the current national technical standards) must be blended into E10 gasoline for use in gasoline engines nationwide.

Although E10 gasoline has been widely adopted since then, it is not the only gasoline sold on the market.

Clause 2 of Article 4 of the Circular states that the blending and mixing of E5RON92 gasoline for use in gasoline engines will continue until December 31, 2030.

During the implementation of the roadmap for applying the blending ratio of biofuels with traditional fuels, based on the actual situation regarding the economy , society, technology, supply, demand, prices, and other related fluctuations, the Minister of Industry and Trade shall consider and decide to adjust the blending ratio of biofuels with traditional fuels, and add suitable types of gasoline products to the market to ensure energy security, environmental protection, and consumer rights protection.

Accordingly, starting from June 1, 2026, authorities will inspect and strictly penalize gasoline retailers nationwide that do not sell E10 gasoline according to the planned schedule.

Receive vehicle registration results on VNeID, VneTraffic

From June 8, 2026, Circular No. 37/2026/TT-BCA of the Ministry of Public Security officially comes into effect, amending and supplementing a number of articles of circulars related to vehicle registration and inspection.

According to Article 1 of Circular No. 37/2026/TT-BCA, vehicle owners can choose to receive vehicle registration results through one of the following methods: the public service portal; postal service; or directly at the vehicle registration agency, depending on the owner's needs.

Simultaneously, electronic data from vehicle registration certificates is integrated into the National Identification Application (VNeID) and the digital traffic application for citizens (VNeTraffic), both managed and operated by the Ministry of Public Security.

Arrange villages and residential areas before June 10th.

According to Directive 21/CT-TTg of the Prime Minister, the People's Committees of provinces and cities are urged to promptly review all villages and residential areas in their localities; develop a comprehensive plan for rearranging and reorganizing villages and residential areas (including a plan to strengthen the team of part-time personnel in villages and residential areas after rearrangement and support policies as prescribed; and simultaneously address the benefits and policies for those who will no longer participate in part-time activities in villages and residential areas), report to the Party Committee at the same level before issuance; and complete this before June 10, 2026.

The plan for reorganizing villages and residential areas should focus on the following key requirements:

1. The arrangement of villages and residential areas must ensure compliance with the criteria and conditions stipulated by the Government and the management requirements of the locality when operating a two-tiered local government; at the same time, fully consider the specific factors of history, culture, customs, traditions, geographical conditions, national defense, security, and the natural cohesion of the community, especially in mountainous, border, island, ethnic minority areas, and areas with religious elements; linked to the requirement of improving the efficiency of grassroots governance, promoting digital transformation, meeting the requirements of rapid and sustainable development, achieving "double-digit" growth targets, and improving the quality of service to the people.

2. During the implementation process, it is necessary to maintain political stability and social order and security; proactively grasp the situation, promptly handle emerging issues, and prevent hotspots and complex incidents at the grassroots level; preserve and promote the tradition of community solidarity and strengthen the people's trust in the Party and the State.

3. The arrangement and utilization of part-time personnel at the commune, village, and neighborhood levels must ensure transparency, objectivity, and compliance with regulations, linked to the process of reorganizing villages and neighborhoods in the locality; fully implement policies and regulations, ensuring the stability of morale and rights of part-time personnel at the commune, village, and neighborhood levels during the reorganization and consolidation process.

4. Select and recommend part-time community workers in villages and residential areas who are reputable, healthy, dedicated, responsible, and capable of mobilizing the people; gradually rejuvenate the workforce, improve their proficiency in information technology, community management skills, and the quality and effectiveness of their service to the people.

5. Strengthen propaganda and mobilization efforts to create high levels of public consensus; ensure that people are fully informed and participate in providing feedback and monitoring the rearrangement of villages and residential areas in accordance with the law on grassroots democracy.

Amendments and additions to certain regulations on value-added tax.

The government has issued Decree 144/2026/ND-CP, effective from June 20, 2026, amending and supplementing several articles of Decree 181/2025/ND-CP detailing the implementation of several articles of the Value Added Tax Law, which was amended and supplemented by Decree 359/2025/ND-CP.

According to Article 1 of Decree 144/2026/ND-CP, from June 20, 2026, several subjects are added to the list of those exempt from Value Added Tax (VAT), including:

- Life insurance, health insurance, student insurance, and other insurance services related to people; livestock insurance, crop insurance, and other agricultural insurance services; insurance for ships, boats, equipment, and other necessary tools directly used for fishing; reinsurance as prescribed by law on insurance business; insurance for oil and gas facilities and equipment, and oil tankers of foreign nationality leased by foreign oil and gas contractors or subcontractors to operate in Vietnamese waters, overlapping waters where Vietnam and neighboring or opposite coastal countries have agreed to place them under a joint exploitation regime.

- Debt sales include the sale of accounts payable and accounts receivable, and the sale of certificates of deposit.

- Export products are unprocessed extracted resources and minerals, and processed extracted resources and minerals, in accordance with the State's policy of discouraging or restricting the export of raw resources and minerals as stipulated in the List (Appendix I, Appendix II) issued with Decree 144/2026/ND-CP.

In cases where it is necessary to adjust the export products in the List (Appendix I, Appendix II) to suit the socio-economic context and the State's orientation on discouraging or restricting the export of raw resources and minerals in each period, the Ministry of Industry and Trade shall determine and propose adjustments to the List to the Ministry of Finance, which will lead the research, coordinate with relevant ministries and agencies, and report to the Government for consideration and decision.

Changing phones without re-verifying the SIM card may result in the SIM being locked.

Article 8 of Circular 08/2026/TT-BKHCN clearly states that, from June 15, 2026, upon detecting a subscriber's activity involving a change of terminal equipment compared to the previously used equipment, telecommunications enterprises must implement review measures and may temporarily suspend outgoing telecommunications services for a maximum of 2 hours if the subscriber has not yet re-authenticated their facial biometric image.

Verification is performed by comparing a live photograph of the subscriber's face with data in the National Population Database, the National Identity Card Database, the National Immigration Database, or biometric data legally stored at the telecommunications company.

Students' performance is rated from excellent to poor.

From June 30, 2026, Circular 40/2026/TT-BGDĐT of the Ministry of Education and Training, which stipulates new regulations on evaluating the training results of students at universities, colleges, and vocational schools, will come into effect.

According to Article 17 of Circular 40/2026/TT-BGDĐT, the evaluation of students' training results is an assessment of their responsibility, spirit, and attitude in developing their character, calculated on a 100-point scale.

According to Clause 3, Article 18 of Circular 40/2026/TT-BGDĐT, the training results of students are classified into 05 categories, including:

Excellent category: 90 to 100 points;

Good category: from 80 to under 90 points;

Fair category: from 70 to under 80 points;

Average category: from 50 to under 70 points;

Weak category: below 50 points.

The circular also stipulates that students who receive a reprimand must have their academic performance rating exceed "good"; in cases where students receive a warning or higher disciplinary action, their academic performance rating must not exceed "average".

In addition, academic performance results are used to consider awarding scholarships, annual and full-course commendations, and other benefits related to student rights. Outstanding academic performance results are considered for recognition and awards by the university.
