Impressive figures resulting from streamlining the system and "reorganizing the country."

(Dan Tri Newspaper) - From March, the structure of the 15th Government was streamlined to 14 ministries, 3 ministerial-level agencies, and 5 government-affiliated agencies. At the local level, the country now has 34 provinces and cities and 3,321 commune-level administrative units.

These figures were summarized by Deputy Minister of Home Affairs Nguyen Van Hoi when presenting the Report on the results of administrative reform in the period 2022-2025, at the Conference summarizing 5 years of implementing the overall program of State administrative reform, on the afternoon of December 18th.

The entire country implements administrative procedures "regardless of geographical boundaries".

Regarding institutional reforms, the Deputy Minister of Home Affairs stated that many important laws have been enacted or amended, such as the Land Law 2024, the Housing Law 2023, the Real Estate Business Law 2023, the Bidding Law, etc., contributing to removing obstacles and unlocking resources for development.

From the beginning of the term until December 2025, the Government has submitted 235 laws, ordinances, and resolutions to the National Assembly for approval. In 2025 alone, the Government submitted 99 documents to the National Assembly for approval (including 78 laws and 21 resolutions); and issued more than 870 decrees within its authority, averaging more than 170 decrees per year.

Regarding administrative procedure reform, according to Deputy Minister Nguyen Van Hoi, ministries and agencies have reduced and simplified 3,241 out of 15,763 business regulations (reaching 20.5%) in 275 legal documents.

As of November 30th, 2,371 out of 6,974 business conditions in conditional investment and business sectors have been reduced.

The projected reduction in administrative procedure processing time is 29,308 days/89,721 days, and compliance costs are expected to decrease by approximately 48.6/120 trillion VND/year (reaching 40.5%).

To date, 32 out of 34 localities have established 3,139 commune-level Public Administrative Service Centers with a total of 24,382 personnel (an average of 6 people per center). All provinces and cities have also simultaneously announced administrative procedures that are "regardless of geographical boundaries".

Reporting on the reform of the administrative apparatus, the Deputy Minister of Home Affairs stated that from March, the structure of the 15th Government (2021-2026) has been streamlined to 14 ministries and 3 ministerial-level agencies (a reduction of 5 ministries and ministerial-level agencies, equivalent to a 22.7% decrease); and 5 agencies under the Government (a reduction of 3 agencies, equivalent to a 37.5% decrease).

The internal organization of ministries, ministerial-level agencies, and government agencies has been reduced by 13 general departments and equivalent organizations; 509 departments and equivalent organizations; 231 divisions and equivalent organizations; 3,377 sub-departments and equivalent organizations; and 82 out of 224 public service units within the organizational structure stipulated in government decrees.

Locally, the country now has 34 provinces and cities, a reduction of 29 administrative units (46%). From July 1st, the country reduced 6,714 commune-level administrative units (66.91%), from 10,035 to 3,321 commune-level administrative units (including 2,621 communes, 687 wards, and 13 special zones).

Local authorities have also reduced 710 specialized agencies under the provincial People's Committees and 8,289 specialized agencies under the district People's Committees (a 100% reduction); established 466 specialized agencies under the provincial People's Committees and 9,916 specialized departments under the People's Committees of 3,321 communes, wards, and special zones.

4,600 civil servants were recruited under the "talent attraction" program.

For the period 2022-2026, the Deputy Minister of Home Affairs stated that the allocated number of civil servants is 101,509, a decrease of 5.03% compared to 2021. The number of public employees receiving salaries from the State budget, as assessed, is 101,356, a decrease of 15.17% compared to 2021.

The reform of the civil service system has also yielded many positive results, including the Government's submission to the National Assembly of the amended Law on Cadres and Civil Servants, marking a new step forward in reforming the mechanism for managing and utilizing cadres and civil servants, and enhancing transparency, accountability, and responsibility.

From 2021 to July 2025, ministries, sectors, and localities will recruit a total of over 209,000 officials, civil servants, and public employees, including more than 4,600 cases under the talent attraction policy.

According to reports from 34 provinces and cities, there are currently 136,261 officials and civil servants (in the government sector) working in 3,321 communes, wards, and special zones (an average of 41 people per commune), of which 94.6% have qualifications and expertise suitable for their job positions.

Deputy Minister Hồi also emphasized that reforms to the wage system and social insurance policies have seen many positive changes.

The leaders of the Ministry of Interior affirmed the goal of continuing to build a democratic, professional, modern, streamlined, effective, efficient, development-oriented, honest, and people-serving administrative system.

Among the key tasks, Deputy Minister Nguyen Van Hoi mentioned the need to promote decentralization, delegation of power, and the clear delineation of authority between higher and lower levels.

Continuing to improve legal regulations on organizational structure, reviewing, reorganizing, and streamlining the internal organizational structure of ministries and agencies from the central to local levels is also an important task that has been emphasized.

Along with administrative procedure reforms, the leaders of the Ministry of Interior said they will review and adjust provincial and commune planning to ensure socio-economic development.
