People born in the following years must change their ID cards in 2025

According to regulations, people must change to a new ID card when they reach the age of 25, 40 and 60.

Article 21 of the 2023 Law on Identification stipulates the age for issuing and renewing identification cards, specifically:

- Vietnamese citizens who have been issued an ID card must carry out procedures to issue and renew their ID card when they reach the age of 14, 25, 40 and 60.

- Identity cards that have been issued, changed, or reissued within 02 years before the age of card change are valid until the age of next card change.

This means that in 2025, people born in 2000 (25 years old), 1985 (40 years old) and 1965 (60 years old) will reach the age milestones that require them to change their ID cards. If they do not do so, they may be subject to an administrative fine of VND 300,000-500,000 (Point b, Clause 1, Article 10, Decree 144/2021/ND-CP).

When changing ID cards, citizens need to update information if there is a change in household registration, place of residence, or personal information. This helps ensure that information in the system is always accurate and avoids legal problems related to invalid ID cards.

The new Identity Law also provides for a number of adjustments to the way identity cards are issued and managed, including linking the cards with various information such as personal identification numbers and population data.

The use of ID cards in everyday transactions, including banking, healthcare and public administration transactions, will become more important as digital ID systems are widely deployed.

2 ways to issue new ID card

According to the guidance of the Ministry of Public Security , people can reissue or exchange their ID cards in two ways:

- Directly: People only need to go to fixed or mobile ID card issuance points in the locality where they live (can check the ID card issuance schedule on the fanpage/Zalo of the ward/commune police), regardless of the place of permanent residence. Note, if applying for an ID card at a temporary residence, the temporary residence must still be valid.

- Online: Issue and change ID cards through the Ministry of Public Security's public service portal (https://dichvucong.bocongan.gov.vn/).

Do I need to re-issue my ID card after the province merger?

According to current regulations, people do not need to issue or reissue ID cards after the province merger.

The ID cards issued before the merger will continue to be valid until the expiration date stated on the card without affecting the legality or rights of citizens. However, if people have a need, they can still exchange for a new ID card according to regulations.
