At the meeting, addressing several major issues regarding the acceptance, explanation, and revision of the draft Law on Land (amended), the Chairman of the Economic Committee, Vu Hong Thanh, stated that some major contents that were unanimously accepted, explained, and revised include:
To provide more specific and clear regulations on land support policies for ethnic minorities, the provisions in Articles 16 and 48 have been amended; point k of clause 3 of Article 79, clause 15 of Article 250, clause 3 of Article 11, point i of clause 1 of Article 113, and clause 1 of Article 114 have been added.
Clause 5 of Article 45 stipulates that individuals not directly engaged in agricultural production who receive the transfer of rice cultivation land use rights must establish an economic organization and have a plan for using the rice cultivation land.
Amend point g, clause 3, Article 79 to specifically regulate land acquisition projects for socio-economic development in the national and public interest, instead of referring to Articles 112 and 126 of the draft Law. Narrow down the cases of land acquisition for the implementation of projects to build social housing, housing for the armed forces, medical facilities, social service facilities, educational and training facilities, sports facilities, science and technology facilities, and cultural facilities.
Remove the provision in Clause 5 of Article 122 regarding the determination of priority order for auctions, tenders, and agreements. Amend Articles 124, 125, 126, and 127 to clearly define the cases for auctioning land use rights, tendering to select investors to implement projects using land, cases where land use rights are not auctioned, cases where investors are not selected to implement projects using land, and agreements on acquiring land use rights or existing land use rights.

Restructure and amend specific articles and clauses in Chapter VIII on the development, management, and exploitation of land resources.
The regulations in Article 172 regarding land use with a limited term have been refined, with the addition of Clause 8 to Article 172. However, further research is needed to supplement regulations on the basis for considering eligibility for extension upon expiration of the land use term.
The Standing Committee of the Economic Committee proposes amending the regulations in point d, clause 3, Article 79, Article 84, Article 113, Article 124, Article 126, and Article 190 related to land reclamation activities. The Standing Committee requests the Ministry of Natural Resources and Environment and other relevant ministries to coordinate with the People's Committees of provinces where land reclamation projects have been implemented to provide a full report on the implementation of current policies and laws on land reclamation; clarify the policy perspective to refine the regulations in the draft Law on this matter, focusing only on principled provisions consistent with the scope of the Land Law; and assigning the Government to provide detailed regulations to ensure flexibility in the implementation process.
In addition, amendments were made to the provisions in Article 11, Clause 9 of Article 60, Article 78, Clause 2 of Article 80, Clause 7 of Article 91, Article 158, Chapter IV, Chapter VII, Article 204, and Article 217; Article 4 on "application of law" and Article 259 of the draft Law submitted to the National Assembly at the 5th session were removed.
However, regarding the agreed-upon points, the Standing Committee of the Economic Committee continues to suggest further research, review, and clarification. The proposed amendments, the basis for the amendments, and the suggested opinions have been presented in detail in the draft Law and the full Report.
Chairman of the Economic Committee Vu Hong Thanh presented on some major issues regarding the acceptance, explanation, and revision of the draft amended Land Law.
The Standing Committee of the Economic Committee noted that this is a major draft law, and the process of receiving and revising it continues to receive many differing opinions. Some issues have been reviewed and commented on by National Assembly deputies, but have not been fully informed or adequately explained; some issues require the addition of summary content, impact assessment, and data provision, but specific reports have not yet been submitted.
In order to promptly serve the Conference of National Assembly Deputies working in specialized committees to give opinions on the draft Law, the Standing Committee of the Economic Committee reports to the Standing Committee of the National Assembly on the draft Law to be used for the Conference.
Based on the opinions of the National Assembly Standing Committee and the opinions of full-time National Assembly deputies, the Standing Committee of the Economic Committee, together with the Standing Committee of the Legal Committee, the Ministry of Natural Resources and Environment, the Ministry of Justice, and other agencies and organizations, will maximize their sense of responsibility and efficiency in their work, continue to research, incorporate, and explain the opinions, and review and revise the draft Law to ensure the best possible quality .
