Party members of the Party cells attended the National Conference to disseminate and implement Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development, and Resolution No. 72-NQ/TW of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health. However, according to Party Secretary and Chairman of the Committee for Culture and Social Affairs Nguyen Dac Vinh, these are the areas that the Committee is in charge of and is in the process of building and amending many related laws, so the Party cells wish to listen to the exchanges of those who directly built these two Resolutions to understand more deeply the meaning and core content, serving the process of accompanying and institutionalizing the spirit of the two Resolutions.
New opportunities for the education sector
Minister of Education and Training Nguyen Kim Son thanked Chairman of the Committee for Culture and Social Affairs Nguyen Dac Vinh for creating the opportunity to discuss Resolution 71, "speaking deeply about what needs to be said to those who need to listen, those involved and will accompany the Ministry in the process of implementing the Resolution".

According to Minister Nguyen Kim Son, for educators, Resolution 71 is “important and sacred”, because it not only orients but also repositions education and training in the future of the country, when it affirms: education and training is the top national policy, deciding the future of the nation . This also poses for educators a situation and requirement that is completely different from before. “Resolution 71 creates new opportunities, at the same time conveys the mission to education and training”, Minister Nguyen Kim Son emphasized.

With the guiding viewpoint of being action-oriented, practical and feasible, Resolution 71 was built with many new and breakthrough points, with 8 groups of tasks and solutions. In particular, placing education and training development in the mindset of national governance and social governance ensures orientation, planning and strategy for socio-economic development; making the goals, tasks and solutions for education and training development a focus in strategies, planning, policies, programs and development plans in all fields and prioritizing the allocation of resources for implementation.
Strengthen the comprehensive and direct leadership role of party organizations, especially the role of heads of party committees in educational institutions. Build an open and interconnected education system, promote lifelong learning and build a learning society.

The Resolution affirms that the State plays a role in strategic orientation, development creation, ensuring resources and equity in education; however, the whole society has the responsibility to care for, contribute resources and supervise educational development. Notably, ensuring full and comprehensive autonomy for higher education institutions and vocational education institutions does not depend on the level of financial autonomy. According to Minister Nguyen Kim Son, this is an enlightening proposition in Resolution 71, opening a new stage, liberating higher education institutions and vocational education institutions.
Minister Nguyen Kim Son said, “The spirit and inspiration from Resolution 71 has been immediately incorporated into the amendments to the Law on Education, the Law on Higher Education and the Law on Vocational Education.”
Changing the approach to protecting, caring for and improving human health
Sharing about the issues and solutions to implement Resolution No. 72-NQ/TW of the Politburo, Minister of Health Dao Hong Lan affirmed that the Resolution has openness and long-term orientation towards protecting, caring for and improving people's health, with the guiding viewpoint: Health is the most precious asset of human beings, the most important foundation for everyone's happiness, for the survival of the nation and the prosperous and sustainable development of the country.

The resolution also emphasizes that protecting, caring for and improving people's health is the goal, the driving force, the top political task, holding a priority position in development strategies and policies; it is the responsibility of the entire political system, of the whole society and all people. People are the central subject, given the highest priority in building and implementing policies to strengthen the protection, care and improvement of physical and mental health. "This is a big issue, changing the approach," said Minister Dao Hong Lan.

Minister Dao Hong Lan also agreed with the viewpoint: promoting awareness of disease prevention, healthy lifestyle, and building a health culture among the people. “Each person must be proactive in protecting, caring for, and improving their own health, changing habits and lifestyles. This is the key factor, the whole population proactively taking care of their health to create a healthy Vietnam.”
From 2026, people will be able to have regular health check-ups or free screenings at least once a year. By 2030, people will be exempted from basic hospital fees within the scope of health insurance benefits according to the roadmap. According to Minister Dao Hong Lan, these are important social security policies that people are looking forward to...

Emphasizing that the goals, tasks, and solutions set out in Resolution 72 have been thoroughly discussed; policies are being implemented according to a roadmap, ensuring funding for implementation, Minister Dao Hong Lan added: "We have reviewed the spirit of Resolution 71, included it in the draft Law on Disease Prevention and the draft Law on Population, and will submit it to the National Assembly for comments at the 10th Session."
