Secretary of Hanoi Party Committee: Resolutely remove obstacles in renovating old apartment buildings

Secretary of the Hanoi Party Committee Bui Thi Minh Hoai affirmed that renovating and rebuilding old apartment buildings is a key and urgent task, and pledged to remove legal obstacles to ensure safety for people and urban beautification.

On the afternoon of October 3, Politburo member, Secretary of the Hanoi Party Committee, Head of the National Assembly delegation of Hanoi Bui Thi Minh Hoai met with voters at constituency No. 4 before the 10th session of the 15th National Assembly.

Participating in the meeting with voters were Vice Chairwoman of the City People's Council Pham Thi Thanh Mai, Deputy Head of the Hanoi City National Assembly Delegation; Most Venerable Thich Bao Nghiem, Vice Chairman of the Central Executive Council of the Vietnam Buddhist Sangha, Head of the Executive Board of the Vietnam Buddhist Sangha in Hanoi.

The voter contact program was organized in person and online at constituency No. 4, including communes and wards of Hoang Mai, Linh Nam, Vinh Hung, Tuong Mai, Dinh Cong, Hoang Liet, Yen So, Gia Lam, Thuan An, Bat Trang, and Phu Dong.

At the meeting, Vice Chairwoman of the Hanoi People's Council Pham Thi Thanh Mai, Deputy Head of the Hanoi City National Assembly Delegation, reported on the expected content of the 10th Session of the 15th National Assembly; reported on the summary of responses from competent authorities to voters' recommendations at previous meetings with voters, focusing on two main contents: Handling environmental pollution, wastewater and waste treatment, and strictly handling acts of disclosing and trading personal data; effectively combating high-tech crimes of fraud and appropriation of property via cyberspace.

Specifically, according to the Ministry of Public Security's response to voters' petitions, in the face of complicated developments in high-tech crimes, the Ministry of Public Security has directed the Public Security of units and localities to strengthen their grasp of the situation; proactively detect, prevent and combat crimes and violations of the law related to fraud, property appropriation, disclosure, theft, purchase, sale and dissemination of personal data on telecommunications networks, the Internet and social networks.

The Ministry of Public Security advised the 15th National Assembly to pass the Law on Personal Data Protection, effective from January 1, 2026; advised the Government to issue Decree No. 13/2023/ND-CP dated April 17, 2023, regulating the protection of personal data; advised the Prime Minister to issue Directive No. 21/CT-TTg dated May 25, 2020, Official Dispatch No. 139/CD-TTg dated December 23, 2024, Official Dispatch No. 29/CD-TTg dated April 3, 2025 on strengthening the prevention and handling of fraudulent activities of appropriating assets using high technology in cyberspace; Coordinate with press and media agencies and functional units to deploy measures to prevent fraud, property appropriation, disclosure, theft, purchase, sale, and dissemination of personal data on telecommunications networks, the Internet, and social networks, ensuring social order and safety, and contributing to raising public awareness.

Voters' opinions at the conference focused on the main contents such as: Recommending the National Assembly to pay attention to having priority and incentive mechanisms for projects to renovate and rebuild old apartment buildings; considering and deciding to reduce the current age of receiving social pension benefits for people from 75 years old to 70 years old; researching to allow communes, wards, special zones, villages and residential groups to use public land funds currently used for agricultural production purposes to be allowed to convert to parking lots for cars and motorbikes.

In addition, voters also recommended that the National Assembly direct research on the classification of communes and wards according to their own characteristics to have appropriate mechanisms to create development momentum; research on the establishment of additional specialized departments of the People's Committees of communes and research on supplementing and diversifying the job structure for commune-level civil servants; promptly issue a Decree replacing Decree 23/2016/ND-CP regulating the construction, management and use of cemeteries and crematoriums in Vietnam. Voters requested the City People's Committee to promptly issue a Decision replacing Decision 30/2017/QD-UBND regulating the management and use of cemeteries in Hanoi.

In addition, voters recommended that the National Assembly promptly consider and amend the Law on Medical Examination and Treatment 2023. The Ministry of Health should promptly issue a Circular to replace Circular 33/2015/TT-BYT dated October 27, 2015.

At the meeting, Vice Chairman of Hanoi People's Committee Duong Duc Tuan discussed with voters about matters under his authority.

Regarding the issue of renovating and rebuilding old apartment buildings, the Vice Chairman of the City People's Committee said that Hanoi has identified renovating and rebuilding all old apartment buildings as a key task in the 2021-2030 period.

Accordingly, since 2021, the city has submitted and approved the Project to renovate old apartment buildings, and coordinated with the Government to issue related policies.

The city has specific action plans such as: inspection, planning, temporary residence, construction renovation, propaganda and identification of investors, and at the same time assigns specific tasks to departments, branches and localities for synchronous implementation from now until 2030.

However, the implementation is still slow due to legal and planning problems and the complex terrain of each area. Many apartment buildings are seriously degraded and need to be rebuilt, not just repaired individually.

Fully accepting the voters' recommendations, Hanoi Party Secretary Bui Thi Minh Hoai affirmed that she will resolutely remove obstacles in renovating old apartment buildings. According to the Hanoi Party Secretary, this is an important and urgent task that not only ensures the safety of people but also contributes to modernizing the city in a civilized and modern way.

However, the implementation process still has many problems regarding the mechanism, especially between the interests of the people, businesses and legal regulations. To solve this problem, the city leaders have been strongly proposing to remove it, and at the same time studying more flexible solutions such as resettlement on the spot or moving to a new area with better living conditions.

Regarding the two-level local government model, Hanoi Party Secretary Bui Thi Minh Hoai said that in reality, the number of departments has decreased and the workload has increased, causing staff to be overloaded.

The city will continue to propose appropriate adjustments and hopes that people will share and cooperate.

Regarding the city's socio-economic development results in the first 9 months of 2025, the Secretary of the Hanoi Party Committee said: the city's economic growth (GRDP) is estimated at 7.92% (6.33% higher than the same period last year); budget revenue reached 519.4 trillion VND, reaching 101.1% of the 2025 estimate; attracting foreign direct investment (FDI) reached 3.87 billion USD, nearly 3 times higher than the same period in 2024./.
