The 96th anniversary of the founding of the Party (February 3, 1930 - February 3, 2026) took place in a joyful atmosphere of celebrating the Lunar New Year and the successful conclusion of the 14th National Congress of the Party. The Congress opened a new era of development, with promising goals to elevate the country to new heights (two centenary goals): by 2030, Vietnam will become a developing country with modern industry and a high-middle income; by 2045, it will become a developed country with a high income.

For nearly a century, our people have followed the Party, a genuine revolutionary party founded by President Ho Chi Minh, with its correct policies and the goal of national independence linked with socialism. Our country has achieved glorious accomplishments. The pages of history written under the Party's leadership are truly glorious – defeating the most powerful professional invading armies, achieving independence and national reunification, overcoming the difficult post-war period, and leading the country into the process of reform and development. After nearly 40 years of reform, Vietnam has made remarkable progress in all areas: the people's lives have continuously improved; politics and society are stable; national defense and security are maintained; foreign relations are strengthened; and the country's prestige and position are enhanced internationally.

In the context of a rapidly changing, complex, unstable, unpredictable world, and fierce strategic competition, Vietnam remains steadfast in its goals, fostering the strength of national unity, fundamentally completing key tasks, and laying the foundation for the country to enter a new era. The Resolution of the 14th National Congress of the Party reflects the strategic thinking and vision, the faith and aspirations of the entire nation, and the leadership in achieving the two centenary goals as a commitment of responsibility by the Party to history and the people. Entering a new era, Vietnam is converging the prerequisites to transform policies and resolutions into concrete actions and results with unwavering determination, advancing on all fronts: economic , cultural, and social.

Throughout its development, the Party Committee and people of Saigon - Ho Chi Minh City have demonstrated their leading role: spearheading the struggle for national liberation right in the enemy's stronghold until the day of complete victory; and creating in various fields in the process of innovation, development, and deep international integration. With a new development space, the First Congress of the Ho Chi Minh City Party Committee set the goal for 2030, with a vision to 2045, to strive to make the city an "international megacity" of Southeast Asia, among the top 100 most livable cities in the world , fulfilling the mission of pioneering, leading, and spreading development throughout the country.

Ho Chi Minh City will develop its economy rapidly and sustainably on the foundation of innovating its growth model, focusing on science and technology and innovation as the main driving force, promoting digital transformation and green transformation; developing a knowledge-based, creative economy capable of participating in global value chains. The city will restructure its development space according to a multi-polar, integrated, and hyper-connected mindset to leverage its advantages, implement large-scale projects, "big punches," and attract strategic investors – "eagles"... We have faith in the heroic Party Committee and people of Ho Chi Minh City, always for the whole country, and together with the whole country, will continue to uphold their tradition of resilience, dynamism, and creativity, maintaining their leading role and making worthy contributions to the progress of the era of prosperous, civilized, and happy development.

We have faith in our Party, a Party that always strives, sacrifices, and constantly corrects itself for the benefit of the people. The message of the 14th Party Congress on "the people are the foundation" - the highest measure of all policies, and on upholding the principle of "words matching deeds"... brings positive signals and encourages us to move forward. The Congress resolution, linked to the action program, creates conditions for a simultaneous launch with renewed vigor in the early days of 2026.

With the spirit of "deep understanding - correct action - seeing things through to the end" to bring the resolution into life as quickly as possible, the Party Committee and people of Ho Chi Minh City will engage with a new mindset and new victories. In the spirit of Comrade Tran Luu Quang, Secretary of the Ho Chi Minh City Party Committee: Every cadre, Party member, and citizen of the city will work together, transforming aspirations into actions, and goals into results, so that Ho Chi Minh City deserves to be a hub of intellect, a driving force for national growth, and a civilized, modern, and compassionate city.
