According to a warning from the Ninh Binh Provincial Police, this tactic is showing signs of appearing in some localities in the province with increasingly sophisticated methods. The perpetrators often use disposable SIM cards, fake social media accounts, and post images of themselves wearing military uniforms to create the illusion of being officers or logistics personnel in military units.
During the approach, they don't rush to commit fraud immediately but proactively build trust through small transactions. Some businesses reported that the perpetrators spoke quite professionally, used proper forms of address, and even sent images of documents or company information to gain the seller's trust.
After establishing contact, the group began expressing their need to purchase large quantities of items for communal living, such as bunk beds, metal beds, or barracks equipment. When the store lacked sufficient supply, they immediately "suggested" a supplier specializing in distributing goods at good prices, and simultaneously proposed that the business act as an intermediary to import the goods and profit from the price difference.
By pressuring the delivery schedule and citing reasons such as "urgent need" or "approaching acceptance," the perpetrators tricked the victims into quickly transferring deposit money to the designated supplier. However, as soon as the money was received, all communication was cut off.

The police believe this is a form of fraud that preys on people's complacency and their desire to seize big business opportunities. Many cases involve people trusting the authority of government agencies and skipping the step of verifying the partner's information.
In light of the above situation, the Ninh Binh Provincial Police Department urges citizens, especially business owners, to carefully check customer information before conducting transactions; and not to transfer deposit money to third parties without clear verification.
People are also advised to contact the recommended unit or local authorities directly to verify any orders that appear unusual. In case of suspected fraud, they should promptly report it to the police for timely action.
