The People's Committee of Ninh Binh province has just issued Plan No. 170/KH-UBND on the action plan for marine economic development until 2030, with a vision to 2045. In this plan, the period until 2030 is identified as a foundation-building phase, focusing on developing strategic infrastructure and implementing large-scale driving projects.

According to the plan, the province aims to strongly attract social resources to invest in the synchronous development of infrastructure systems for economic zones, seaports, industries, logistics, and energy; thereby forming new growth poles, enhancing competitiveness, and effectively exploiting the potential of the coastal region.
One of the key projects prioritized for implementation is the Xuan Thien Green Steel Plant No. 1, with a capacity of approximately 7.5 million tons per year and a total investment of VND 88,000 billion in the 2025-2029 period. Alongside this is the Xuan Thien Green Steel Plant project with a capacity of approximately 2.5 million tons per year and a total investment of VND 21,000 billion, laying the foundation for the formation of a large-scale industrial center.
In the field of transportation and logistics infrastructure, the province plans to invest in a deep-water seaport combined with an international general cargo terminal and logistics center with a capacity of approximately 120 million tons per year, capable of receiving ships with a tonnage of up to 300,000 tons. The project has a total investment of approximately 40,000 billion VND and is expected to expand industrial development space and enhance trade connectivity.
To create room for long-term development, Ninh Binh also plans to implement land reclamation projects on a scale of approximately 16,000 hectares (up to 2030) and 28,660 hectares (up to 2045) to create land for urban development, industry, commerce, services, and resort tourism .
In addition, the province plans to comprehensively develop a coastal ecological urban area spanning up to 20,000 hectares, with an estimated total investment of 200,000 billion VND during the period 2036-2045.
Along with large-scale projects, the locality will focus on completing the infrastructure of existing coastal industrial parks such as Rang Dong Industrial Park and Hai Long Industrial Park; at the same time, it will plan and develop nine new coastal industrial parks with a total area of approximately 2,100 hectares.
The tourism and marine services sector has also been identified as a key growth driver. According to the plan, the province will promote investment in eco-tourism, resort, sports , and golf course areas to effectively exploit natural potential and gradually form a modern coastal service chain.
Alongside its growth targets, the province prioritizes investment in environmental protection and climate change adaptation. Ninh Binh plans to invest in a 400-hectare green hydrogen plant project with a total capital of 60,000 billion VND, positioning the locality as a leading center for clean energy and setting a new trend.
By 2030, it is planned to upgrade over 100km of key coastal dykes, restore approximately 5,000 hectares of mangrove forests, and build a marine environmental monitoring center and wastewater treatment plant in coastal industrial zones.
To ensure the progress of projects, the province requires increased direct management responsibility from the provincial level to the grassroots, accelerated land clearance, removal of difficulties for businesses, and creation of a favorable environment to attract investment.
From June 4-6, 2026, in Cua Lo ward (Nghe An province), the Ministry of Agriculture and Environment, in coordination with the People's Committee of Nghe An province, will organize a series of communication events in response to World Environment Day (June 5), World Ocean Day (June 8), the Month of Action for the Environment, and Vietnam's Sea and Islands Week 2026.
