
According to assessments by Ninh Binh provincial authorities, the apartment buildings at 181 and 207 Hoang Van Thu Street, Nam Dinh Ward, are two blocks of public housing built in the 1940s and 1954, respectively. The total land area of the two plots is approximately 1,120 m2, surrounded by residential houses and sharing a small, narrow common access road. Building 181 was constructed in 1954, with a land area of 579.9 m2 and two floors. Building 207 was constructed in the 1940s, with a land area of 522.4 m2 and three floors.
Currently, Block 181 has a total of 26 households; of which 25 households are actually living there, with a total of 62 people. Block 207 has 24 households that have been or are currently living there; of which 22 households are actually living there, with a total of 69 people.
The residents living in buildings 181 and 207 on Hoang Van Thu Street are mostly self-employed workers, elderly people, and students. Each household has very cramped living spaces, ranging from only 10 to 20 square meters. The shared bathroom is far away, separate from the living area, and in a state of disrepair; seriously affecting living conditions, health, and safety. Most residents are in difficult economic circumstances and have no other place to live.
The current condition of buildings No. 181 and 207 Hoang Van Thu Street is severely dilapidated, assessed as a level D hazard. The load-bearing capacity of some structural components cannot meet normal usage requirements, posing an overall danger; the partition walls between apartments, made of bamboo and wood, pose a fire hazard; and there is a high risk of collapse and fire, especially during rain and storms. To ensure the safety of lives and property of residents living in these two buildings, especially during the 2026 rainy season, relocating and assisting the households currently living at No. 181 and 207 Hoang Van Thu Street, Nam Dinh Ward, is absolutely necessary and must be implemented immediately.
Due to the lack of public housing in Nam Dinh ward and the absence of social housing for low-income individuals for rent, rent-to-own, or purchase, the Ninh Binh Provincial People's Committee has approved a plan to provide temporary accommodation at the concentrated student housing area in Nam Dinh ward. The support is expected to last 36 months or until the renovation and reconstruction project of the apartment building in Nam Dinh ward is completed and put into use (no rent will be charged). For elderly, single individuals, and those exhibiting mental health issues, placement in a social welfare center is recommended for care.
The People's Committee of Ninh Binh province assigns the Department of Construction full legal responsibility to the Provincial People's Committee and the Chairman of the Provincial People's Committee for the accuracy of the reported information and data; to advise and draft a Resolution to be submitted to the Provincial People's Council for approval and promulgation of regulations on policies to support the emergency relocation of households and individuals currently using old houses belonging to public property at numbers 181 and 207 Hoang Van Thu Street, Nam Dinh Ward, Ninh Binh Province.
The Ninh Binh Housing Management Board proactively arranged temporary accommodation in Block D of the student housing complex in Nam Dinh ward for households currently residing in houses No. 181 and 207, as a basis for relocation; and advised the Provincial People's Committee to issue a decision on compulsory reclamation of housing when households fail to hand over their houses as required (if necessary). The Department of Finance allocated funds to implement support mechanisms and policies as prescribed; and advised the Provincial People's Committee to direct the implementation of the project to build and renovate old apartment buildings in Nam Dinh ward according to regulations, meeting the required progress.
The People's Committee of Nam Dinh Ward will publicly announce the relocation plan and provide support to households in accordance with regulations; it will preside over and coordinate with the Department of Construction and relevant units to relocate households currently living at numbers 181 and 207 Hoang Van Thu Street, Nam Dinh Ward, to Block D, the concentrated student housing complex in Nam Dinh Ward. In cases where households refuse to relocate, the People's Committee of Nam Dinh Ward will organize enforcement measures in accordance with regulations; the relocation of households will be completed by June 2026.
