Laying the foundation for digital government and digital economy .
On May 26th, the inspection team of the Government's Steering Committee on Science and Technology Development, Innovation, Digital Transformation, and Project 06, led by Major General Nguyen Ngoc Cuong, Director of the National Data Center ( Ministry of Public Security ) and Deputy Head of the Working Group, held a meeting with the Ninh Binh Provincial People's Committee to discuss the results of the implementation of Resolution 57 and Project 06 in the province.
The meeting took place against the backdrop of digital transformation becoming an essential requirement for the development of each locality. It's not just about applying technology; digital transformation is also seen as a crucial driving force for administrative reform, improving the effectiveness of state management, promoting socio-economic development, and enhancing the quality of services provided to citizens and businesses.

According to a report by the Ninh Binh Provincial Department of Science and Technology, the province has recently focused on promoting research, application, and technology transfer in many potential and strong sectors such as smart tourism, cultural industries, high-tech agriculture, green economy, and circular economy. Many innovative models have gradually yielded practical results, creating added value for products and services through the application of new technologies and modern management methods.
A highlight is the strong spread of innovation within the business community and among local officials. From awareness to action, there has been a clear shift, with many units proactively adopting digital platforms, building data management processes, promoting online public services, and increasing the application of artificial intelligence in governance.
In the process of building a digital government, Ninh Binh has completed the connection of the province's administrative procedure information system with the National Public Service Portal, ensuring the transition to a centralized model without disrupting services for citizens and businesses. The province currently has 2,007 online public services; of which 1,936 administrative procedures have been integrated into the centralized processing systems of ministries and agencies.
These results contribute to Ninh Binh's administrative reform index reaching 93.08% in 2025, ranking 4th out of 34 provinces and centrally-governed cities. This figure not only reflects the quality of governance but also demonstrates the local government's strong determination to innovate in building a modern, transparent, and service-oriented administration.
Simultaneously, the province has also focused on extensively promoting digital transformation to raise public awareness. Many models of "community digital technology groups," guiding people in using online public services, cashless payments, and leveraging digital utilities, have contributed to gradually changing habits in social life.
Resolutely remove "bottlenecks" for sustainable development.
Besides the positive results, at the meeting, delegates also frankly acknowledged many difficulties and limitations currently facing the implementation of Resolution 57 and Project 06.

One of the major current bottlenecks is the limited quality of human resources in science, technology, and digital transformation. There is still a shortage of leading experts and high-quality information technology personnel, especially at the grassroots level. Many officials and citizens have not yet fully changed their traditional work habits, and their digital skills remain limited, affecting the progress of deploying new technology platforms.
Furthermore, the system of legal documents in the field of science and technology and digital transformation lacks uniformity, and some contents lack specific guidance, leading to difficulties in implementation at the grassroots level. The standardization and synchronization of data across sectors and fields also face many shortcomings, as the data is not yet truly "accurate, complete, clean, and up-to-date" as required.

At the conference, many opinions suggested that digital transformation cannot succeed without synchronization between technological infrastructure, human resources, and policy mechanisms. In particular, the role of leaders is crucial in creating a shift from awareness to action within each agency and unit.
Concluding the working session, Major General Nguyen Ngoc Cuong acknowledged and commended Ninh Binh province's proactive spirit and determination in leading and directing the implementation of tasks related to science and technology development, innovation, digital transformation, and Project 06.

The comrade suggested that the province needs to be more decisive in removing "bottlenecks," reviewing and definitively resolving tasks that are behind schedule; and effectively and substantively implementing the objectives of Resolution 57 and Project 06 to create clear changes in administrative reform and service to people and businesses.
According to Major General Nguyen Ngoc Cuong, digital transformation is a strategic and long-term task for the development of each locality as well as the nation. Therefore, Ninh Binh needs to continue to promote comprehensive reforms, build a digital government, digital economy, and digital society, aiming for rapid and sustainable development.
At the same time, departments and agencies need to urgently review, standardize, and synchronize data; appoint a dedicated focal point to monitor the entire implementation process; and strengthen the training of information technology human resources to meet the requirements of the tasks in the new phase.

On behalf of the Provincial People's Committee, Mr. Dang Thanh Son, Vice Chairman of the Ninh Binh Provincial People's Committee, respectfully acknowledged the directives from the working group and affirmed that the province will continue to focus on overcoming difficulties and building on achievements to effectively implement Resolution 57 and Project 06 in the coming period.
With the determination of the entire political system and the support of the people and businesses, Ninh Binh is gradually removing "bottlenecks" in digital transformation, creating a solid foundation for socio-economic development in the new phase.
