General Secretary To Lam; Prime Minister Pham Minh Chinh, former Prime Minister Nguyen Tan Dung; Secretary of the Hanoi Party Committee Bui Thi Minh Hoai and leaders of ministries, branches and Hanoi city attended the inauguration and groundbreaking ceremony of key projects and works at the central bridge point at the National Exhibition and Fair Center (Dong Anh commune, Hanoi).
Along with the whole country, on the morning of August 19, Ninh Binh province held the groundbreaking and inauguration ceremony of projects and works to celebrate the 80th anniversary of the August Revolution and National Day September 2.
Delegates attended the Groundbreaking Ceremony of the Resettlement Area Construction Project in Dong Van Ward.
At the Dong Van Ward bridge, the Groundbreaking Ceremony of the Resettlement Area Construction Project (Location No. 2) in Dong Van Ward to serve the site clearance of the North-South High-Speed Railway Project took place. The groundbreaking ceremony was broadcast live and online to the bridge points of 80 works and projects in all three regions of the North - Central - South. Attending and chairing the groundbreaking ceremony was comrade Tran Hong Ha, member of the Party Central Committee, Deputy Prime Minister. Also attending were comrades: Lai Xuan Lam, Deputy Secretary of the Government Party Committee; Nguyen Hoang Hiep, Deputy Minister of Agriculture and Environment; Nguyen Thanh Tinh, Deputy Minister of Justice; representatives of central ministries, branches and the Government Office.
On behalf of Ninh Binh province's leaders, the ceremony was attended by comrades: Truong Quoc Huy, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Le Quoc Chinh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee. Also attending were members of the Provincial Party Committee Standing Committee; Standing members of the Provincial People's Council, leaders of the Provincial People's Committee, the Provincial Vietnam Fatherland Front Committee, the Provincial National Assembly Delegation; leaders of departments, branches and sectors; leaders of the Party Committee and People's Committee of Dong Van ward; contractors and households affected by the construction of the North-South high-speed railway project.
In the 2021-2025 period, infrastructure investment has received special attention from the Party and State and has been identified as one of the strategic breakthroughs to promote socio-economic development and strengthen national defense and security. Accordingly, 250 projects and works in 34 provinces and cities were started and inaugurated on this occasion, with a total investment of about 1,280 trillion VND; of which 89 projects and works were inaugurated and 161 projects and works started. Typical projects and works include: National Exhibition Center (Hanoi city) is the largest exhibition center complex in Southeast Asia and is in the top 10 largest exhibitions in the world; The 55-storey building was inaugurated on Ba Son land, marking the first step in the roadmap to build an international financial center of Ho Chi Minh City; Gia Binh airport (Bac Ninh province); Rach Mieu II bridge (Dong Thap province)…
The high-speed railway line on the North-South axis running through Dong Van ward is about 4,812 m long. The total area of land acquisition and clearance (GPMB) in Dong Van ward is about 25.4 ha; of which, the residential land area within the affected area is about 0.63 ha.
To serve the site clearance work for the construction of the high-speed railway, the Project to build a resettlement area in Dong Van ward (location 2) was approved by the Ninh Binh Provincial People's Committee and assigned to the Ward People's Committee as the investor with a scale of 1.17 hectares, with a total investment of 9.92 billion VND; the project construction period is from 2025 to 2026. Up to now, the project has ensured all conditions to start construction according to regulations. The implementation of this project does not stop at arranging resettlement for households affected by the project but also demonstrates the deep concern of the Party, State and local authorities for the lives of the people, ensuring social security in the area and creating a premise for people to feel secure in economic development and stabilizing their lives.
As the project investor, Dong Van Ward People's Committee commits to focus all resources, direct and closely supervise the entire construction process. Closely coordinate with construction units and supervision consultants to ensure that the project is built according to design, technical standards, and strictly complies with regulations on quality and labor safety.
Speaking at the ceremony, Prime Minister Pham Minh Chinh emphasized that 80 years ago, under the wise and talented leadership of the Party and beloved President Ho Chi Minh, our people made the historic August Revolution - one of the "glorious feats" and great victories of the Vietnamese people in the 20th century, and brought power to the people. Prime Minister Pham Minh Chinh said that we are currently making efforts to accelerate, break through, be more rapid and bold to successfully implement the goals set out in the Resolution of the 13th National Party Congress and the 5-year Socio-Economic Development Plan 2021-2025, determined to realize the two 100-year strategic goals.
2025 is the year of many important events of the country, therefore, in order to quickly put the works into operation and use, serving the goal of national development in the new era and with the spirit of "the sooner the projects are implemented, the more effective they are, no capital increase, no delay, people are happy, society is excited, localities and the country develop", the Prime Minister requested investors and related units to organize the management, operation and exploitation, use of the works and projects inaugurated today to ensure safety, promote investment efficiency, ensure a bright - green - clean - beautiful environment.
Localities make the most of the advantages of the projects to invest in planning, developing new spaces and infrastructure to promote local socio-economic development; at the same time, continue to care for the lives of people, especially families who have given up land for the project.
Emphasizing the implementation of projects in the spirit of "3 yeses" and "2 noes", in which "3 yeses" are: Yeses for the benefit of the State, yeses for the benefit of the people, yeses for the benefit of enterprises and "2 noes": No corruption, negativity; no loss or waste of assets, efforts and money of the people, the Prime Minister noted that in the process of organization and implementation, especially when encountering difficulties and obstacles, it is necessary to uphold the spirit of solidarity, "ideology must be clear, determination must be high, efforts must be great, actions must be drastic and effective, each task must be completed, each task must be completed" and immediately reported to competent authorities for handling and resolution. Prime Minister Pham Minh Chinh requested all levels, sectors, localities, enterprises, organizations and individuals to continue to make efforts and enthusiastically compete to accelerate the completion of works and projects, putting them into operation in 2025, including speeding up the completion of procedures to proceed to inaugurate and start construction of all works on December 19, 2025, to welcome the 14th National Party Congress.
The Prime Minister called for promoting the spirit of the historic August Revolution, determined to make more efforts, speed up and be bolder to complete key national projects on schedule and ahead of schedule, especially the high-speed railway project, nuclear power plant, science and technology centers, etc.; bringing the Vietnamese people to the stage of glory to stand shoulder to shoulder with the world powers as beloved President Ho Chi Minh always wished.
After the official announcement of the inauguration and groundbreaking of 250 works and projects nationwide by Prime Minister Pham Minh Chinh, at the Dong Van ward bridge, comrade Tran Hong Ha, member of the Party Central Committee, Deputy Prime Minister and provincial leaders started the construction of the Resettlement Area Construction Project (location No. 2), serving the site clearance of the high-speed railway project on the North-South axis to celebrate the 80th anniversary of the successful August Revolution (August 19, 1945 - August 19, 2025) and National Day (September 2, 1945 - September 2, 2025).
* On the morning of August 19, PepsiCo Vietnam Foods Company Limited held the inauguration ceremony of PepsiCo Ninh Binh Food Factory Phase I at Dong Van I Industrial Park Expansion (Dong Van Ward).
Attending the inauguration ceremony were comrades: Dinh Thi Lua, Standing Deputy Secretary of the Provincial Party Committee; Nguyen Anh Chuc, Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; Nguyen Anh Tuan, Member of the Standing Committee of the Provincial Party Committee, Chairman of the Provincial Party Committee's Inspection Committee; Nguyen Hoang Ha, Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial Vietnam Fatherland Front Committee; leaders of the Provincial People's Council, the Provincial National Assembly Delegation, the Provincial Party Committee Office, departments, branches and sectors of the province.
PepsiCo Ninh Binh Food Factory started construction in early August 2024, on an area of 8 hectares in the expanded Dong Van I Industrial Park, with a total investment of nearly 90 million USD. The factory's capacity reaches more than 25 thousand tons of products/year. The factory is built on the basic principles of green economy, circular economy, using 100% renewable energy; applying AI technology to quality management; circulating water treatment system minimizes water use; wastewater treatment with the latest technology, discharged into the environment meets the highest standards of environmental protection...
In the initial phase of operation, the Factory will create jobs for about 300 workers in production stages and a total of more than 1,000 direct and indirect workers in agricultural stages (sustainable potato growing using high technology, product consumption); sales distribution network... After the Project is put into stable operation (2030), it is expected to achieve revenue of about 2,000 billion VND/year, contributing an average budget of about 180 billion VND/year, creating jobs for about 530 workers at the Factory.
At the inauguration ceremony, comrade Dinh Thi Lua, Standing Deputy Secretary of the Provincial Party Committee and provincial leaders presented flowers to congratulate PepsiCo Ninh Binh Food Factory.
* On the morning of August 19, Ninh Binh Provincial People's Committee held the Groundbreaking Ceremony of Hoa Lu Social Housing Construction Investment Project.
Attending the groundbreaking ceremony were comrade Mai Van Tuat, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee; comrades of the Provincial Party Standing Committee: Tran Song Tung, Permanent Vice Chairman of the Provincial People's Committee; Tran Anh Dung, Vice Chairman of the Provincial People's Committee; Bui Hoang Ha, Vice Chairman of the Provincial People's Council; Dinh Viet Dung, Head of the Provincial Party Committee's Organization Committee; Nguyen Duc Toan, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Committee; Tran Minh Thang, Secretary of the Nam Dinh Ward Party Committee. Hoa Lu Social Housing Construction Investment Project is located in Hoa Lu Ward, Ninh Binh Province, invested by Ninh Binh Provincial Development Investment Fund, with a total investment of over 1,900 billion VND. The scale includes 6 social housing apartment blocks with 15 floors above ground, 1 basement and 1 commercial housing apartment block with 15 floors above ground, 2 basements. The completed project will provide 1,250 social housing units, 352 commercial housing units and a synchronous traffic system, trees, playgrounds, parking lots and other technical infrastructure.
The project will be implemented in the period of 2025-2030, in which in the third quarter of 2025, investment will be made in the construction of 3 social housing apartment blocks and the entire technical infrastructure of the social housing area; in the fourth quarter of 2026, investment will continue to be made in the construction of 3 social housing apartment blocks; in the first quarter of 2029, investment will be made in the construction of 1 commercial housing block and technical infrastructure of the commercial housing area.
The Project aims to meet the housing needs of people and beneficiaries of social housing support policies in and outside the area in accordance with the law. The Project also aims to build a modern housing area with synchronous architecture, technical infrastructure and social infrastructure; develop towards a green urban area, save energy, develop sustainably, reduce carbon emissions and protect the environment. At the same time, it contributes to concretizing approved plans, creating favorable conditions to attract investment, develop a transparent and effective real estate market.
At the ceremony, delegates performed the groundbreaking ceremony, officially launching the Hoa Lu Social Housing Construction Investment Project.
The groundbreaking of the Project is not only the first step for an essential infrastructure project serving people's lives, but also demonstrates the political determination and high consensus of the Party Committee, Government and People of Ninh Binh province in implementing socio-economic development goals, promoting the urbanization process and improving the quality of life for people.
* Also this morning, Ninh Binh Nitrogen One Member Co., Ltd. (Khanh Phu Industrial Park) held the groundbreaking ceremony for the project "Investment in repairing, renovating and upgrading the sulfur recovery system to acid".
Attending the groundbreaking ceremony were comrades: Phung Quang Hiep, member of the Government Party Executive Committee, Party Secretary, Chairman of the Board of Members of Vietnam Chemical Group; Hoang Nguyen Du, member of the Provincial Party Standing Committee, Deputy Secretary in charge of the Party Committee of the provincial Party agencies.
Also attending were members of the Provincial Party Executive Committee: Le Xuan Huy, Vice Chairman of the Provincial People's Council; Ha Lan Anh, Vice Chairman of the Provincial People's Committee; Nguyen Thi Thu Thuy, Deputy Secretary of the Provincial Party Committee; leaders of relevant departments, branches and Dong Hoa Lu ward, and leaders of the Vietnam Chemical Group.
The groundbreaking ceremony of the Project “Investment in repair, renovation and upgrading of the sulfur recovery system to acid” is of special significance. The project was selected as one of 80 points of the online groundbreaking and inauguration program of typical works and projects nationwide. This is also the last environmental project to be completed in accordance with the direction of Prime Minister Pham Minh Chinh when he visited and worked at Ninh Binh Nitrogen Plant in August 2022.
The main objective of the Project is to treat all acid gases and sulfur compounds generated from the RWU washing and gasification stages, ensuring full compliance with current discharge standards and regulations; at the same time, recover acid gases to create new products, improve the factory's production capacity, and bring practical economic benefits to the enterprise.
The project has a capacity of nearly 10,000 tons of H2SO4 (98%)/year, with a total estimated investment of 179 billion VND. After being put into operation, the project promises to bring about efficiency and dual benefits: meeting environmental protection conditions and standards, fully complying with regulations on environmental impact assessment, significantly reducing air pollution, ensuring a clean and green landscape in accordance with the Government's direction. The project also helps to improve production capacity, recover acid gas for reuse, thereby reducing the cost of purchasing chemical materials for urea production, with an estimated additional revenue of about 55 billion VND/year.
Along with that, the success of the Project will contribute to enhancing the image, reputation and position of Ninh Binh Fertilizer in the domestic and international markets, affirming a solid step on the path of sustainable development.
Speaking at the ceremony, Chairman of the Board of Members of Vietnam Chemical Group Phung Quang Hiep acknowledged and highly appreciated the determination and proactiveness of the Company's leadership and employees in preparing the necessary conditions for the Project to start on schedule. In particular, the Company has proactively innovated, improved technology, promoted in-depth investment, and made the most of by-products in the production process to increase efficiency and diversify products.
For the Project to be successful, the Chairman of the Board of Members of the Vietnam Chemical Group requested the Company and contractors to focus on performing well a number of key tasks: Construction on schedule, ensuring quality and absolute safety for people, the environment and equipment; promptly removing technical and procedural obstacles, closely coordinating with the Group and relevant agencies, ensuring the Project is completed on schedule, promoting efficiency immediately after coming into operation, contributing to enhancing the Ninh Binh Fertilizer brand, making practical contributions to the sustainable development goals of the Group and Ninh Binh province.
At the ceremony, together with the connection points of the whole country, at the Ninh Binh Fertilizer Plant connection point, the provincial leaders, Vietnam Chemical Group, Ninh Binh Fertilizer Company Limited performed the groundbreaking ceremony of the Project.
The commencement of the Project is a timely and right step, both environmentally meaningful and economically valuable, in line with the trend of green development and circular economy, in line with the spirit of Resolution No. 57 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation.
