Dong Hoi Ward is an area with many businesses and traders on most streets, with many potential complications regarding urban order (UT) and public order (POO). Although the functional forces, departments, branches and organizations in the area have regularly propagated and reminded, there are still some cases of small traders deliberately violating, often encroaching on the roadway, sidewalks and curbs against regulations. Many means of transporting goods are parked illegally, causing traffic congestion, loss of UOT and POO, and potential risks of traffic accidents.
Faced with that situation, right from the first days of operating the two-level local government, in order to re-establish the situation of traffic safety, electronic information and public order, Dong Hoi Ward Police proactively developed a plan for general inspection, review and extensive propaganda to each household and business establishment. The Public Order Police Team of the Ward Police directly went to the streets and shops to remind, explain and provide specific instructions.
Accordingly, Dong Hoi Ward Police organized a signing ceremony with more than 50 business establishments on specific contents, such as: Not encroaching on roadsides, sidewalks, traffic corridors; not leaving construction materials and waste to obstruct traffic; arranging vehicles in the right place; maintaining environmental hygiene and not spoiling the urban beauty...
With the motto of “going to every alley, knocking on every door, meeting every business household”, the ward police force has promoted, reminded and explained to help people understand their responsibilities. This approach, gentle but resolute, has received high consensus from the people.
Ms. Nguyen Thi Van, manager of a bicycle shop on Me Suot Street, Dong Hoi Ward, shared: “After being informed and explained clearly about the regulations by the police officers , I became more aware of my responsibilities and signed a commitment not to let my bike occupy the sidewalk or walkway. This not only avoids being fined but also creates a more civilized business environment.”
Food and beverage service establishments also responded positively to the restoration of traffic safety, electronic information, and public order in the ward. “During the peak of the summer, to serve tourists , my restaurant often puts up tables and chairs on the sidewalk. But now that the ward police have reminded me of the violation as well as given instructions and signed a commitment, I have asked my staff to rearrange the arrangement within the licensed area, keeping the sidewalk clear, and the urban appearance is also more beautiful...”, said Ms. Nguyen Thi Hien, owner of a restaurant and beverage shop in the ward.
In reality, not only the police force is involved, but each citizen and each business household plays an important role in joining hands to maintain urban order and discipline. Therefore, signing a commitment combined with propaganda andeducation is considered a soft and effective preventive solution. Thereby, citizens and businesses promote their responsibility to voluntarily comply with regulations, instead of waiting to be punished to comply.
Most business representatives after signing the commitment are fully aware that maintaining traffic safety, electronic information, and public order is not only to avoid being fined but also to contribute to building a civilized urban lifestyle, maintaining a stable security and order situation in the ward. This is also a way to create a safe and comfortable business environment to attract customers.
As a resident of Dong Hoi ward, Mr. Nguyen Thanh Tung said: “We, the people, are very sympathetic to the re-establishment of traffic safety, electronic information, and public order in the area. I hope that the people will maintain good awareness so that Dong Hoi will become more civilized, modern, and developed.”
Captain Mai Duc Thinh, Head of the Public Order Police Team of Dong Hoi Ward Police, said: “In the coming time, the unit will continue to closely coordinate with related professional units, mass organizations, and residential groups to strengthen propaganda, reminders, and point out shortcomings, limitations, and non-compliance with legal regulations; at the same time, resolutely handle cases of intentional violations, especially cases of stopping and parking vehicles in violation of regulations, encroachment on roads and sidewalks.
The Public Order Police Team also regularly builds a schedule for patrolling and controlling key routes, during rush hours, routes around Dong Hoi market, Nam Ly market and tourist attractions to promptly detect and handle violations. Thereby, contributing to ensuring traffic safety, preserving urban beauty, and better serving the task of local socio-economic development.
