The Government has just issued Resolution 50/NQ-CP dated April 8, 2023 on the Government Conference with localities and the regular Government meeting in March 2023.

In this Resolution, the Government requests Ministers, Heads of ministerial-level agencies, Heads of Government agencies, Chairmen of People's Committees of provinces and centrally run cities to continue to thoroughly grasp and direct the effective, substantive, comprehensive and consistent implementation of tasks and solutions in all fields according to the Resolutions of the Party, the National Assembly , the Government, the direction of the Prime Minister, especially Resolution No. 01/NQ-CP dated January 6, 2023 of the Government, Directive No. 03/CT-TTg dated January 27, 2023 of the Prime Minister; focus on maintaining macroeconomic stability, controlling inflation, promoting growth, ensuring major balances of the economy; resolutely remove difficulties and obstacles for production and business; be proactive, resolute, timely, close to reality and coordinate more closely, synchronously and smoothly in direction and administration; Take advantage of time and opportunities to promote recovery and development of industries and fields; strive to achieve the highest goals and tasks of socio-economic development.

Ministries, agencies and localities, based on their assigned functions, tasks and powers, closely monitor developments in the international and regional situation, policy adjustments of countries and partners, especially monetary, fiscal, trade and investment policies, to proactively analyze, forecast, develop appropriate scenarios and management and response plans.

Urgently develop a plan to adjust prices of State-managed goods and public services that are implementing a market roadmap; carefully assess the impact, proactively develop a plan to adjust prices or submit to competent authorities for consideration to adjust prices in accordance with developments and market price levels in accordance with regulations, especially for electricity, gasoline, oil and other essential goods, ensuring inflation control according to the target set by the National Assembly.

The Government requests ministries, agencies and localities to urgently review and promptly remove difficulties and obstacles in production and business activities according to their authority or submit them to competent authorities for resolution; reduce, simplify and promote decentralization and authorization for localities to resolve administrative procedures. Ministries and agencies assigned to preside over draft laws shall proactively handle or advise competent authorities to handle difficulties, obstacles and bottlenecks in the management field. Localities shall establish a special working group headed by the Chairman of the Provincial People's Committee to immediately remove difficulties and obstacles and effectively support businesses, investors and investment projects in the area.

Focus on speeding up the process of establishing, appraising and approving plans in the national planning system. Localities should promptly submit to the provincial planning appraisal council for provincial plans that have not been appraised.

Thoroughly save on regular expenditures; review and arrange spending tasks that are not really urgent; cut down on central budget expenditures that were assigned in the year-end estimate but have not been allocated by June 30, 2023 (except in special cases decided by the Prime Minister).

Ministries: Finance, Industry and Trade, Health Direct functional units to strengthen inspection and supervision, promptly detect and strictly handle acts of buying, selling, transporting and circulating goods of unknown origin, which are used to conceal drugs and precursors for drug production.

Ministries and agencies: Transport, Finance, State Capital Management Committee at Enterprises, according to their assigned functions and tasks, based on the Conclusion of the Politburo, shall preside over the effective implementation of restructuring the Vietnam Shipbuilding Industry Corporation (SBIC), Vietnam Development Bank (VDB) and 03 fertilizer projects. The Ministry of Industry and Trade and the State Capital Management Committee at Enterprises shall urgently complete the restructuring plan for 04/12 remaining projects and enterprises that are behind schedule and ineffective in the industry and trade sector.

Strictly implement the regulation to abolish paper household registration books and paper temporary residence books.

Relevant ministries and agencies urgently issue legal documents in accordance with the provisions of Decree No. 104/2022/ND-CP of the Government to strictly implement the regulations on abolishing paper household registration books and paper temporary residence books, and provide full and unified guidance on the use of population data and personal identification codes in handling administrative procedures for people in accordance with the provisions of the 2020 Law on Residence and guiding documents.

Ministries, agencies and localities promptly review, standardize and restructure administrative procedures; strengthen the settlement of administrative procedures in the electronic environment, provide online public services according to the Government's regulations in Decrees No. 45/2020/ND-CP, No. 107/2021/ND-CP and No. 42/2022/ND-CP in a practical and effective manner; issue policies to support and encourage people and businesses to use online public services. Improve the operational efficiency of Community Digital Technology Teams to guide and popularize digital skills for people. At the same time, actively and proactively coordinate with the Ministry of Home Affairs to implement the updating, connection and synchronization of data into the national database on cadres, civil servants and public employees, ensuring completion before April 30, 2023.

Focus on supporting businesses and people to reduce cost pressure and promote production

The Government requests ministries, agencies and localities to focus on implementing Resolution No. 33/NQ-CP dated March 13, 2023 of the Government on a number of solutions to remove obstacles and promote the safe, healthy and sustainable development of the real estate market and the Project to invest in building at least 1 million social housing apartments for low-income earners and industrial park workers in the period of 2021 - 2023 approved by the Prime Minister in Decision No. 338/QD-TTg dated April 3, 2023.

The Ministry of Planning and Investment shall preside over and coordinate with agencies and localities to continue reviewing and updating growth scenarios for the following quarters and the whole year of 2023, and propose solutions to ensure the implementation of the annual growth target of about 6.5% as assigned by the National Assembly. Coordinate with the Ministry of Finance to continue reviewing, researching, and advising on amending investment incentive mechanisms and policies in the context of applying global minimum tax.

Review and implement solutions on exemption, reduction, extension, postponement, and extension of taxes, fees, charges, and land rents. 2023

The Ministry of Finance shall preside over and coordinate with agencies and localities to implement a reasonable, focused, and effective expansionary fiscal policy, focusing on supporting businesses and people to reduce cost pressure, promote production, attract investment, and reduce output prices to control inflation.

Urgently handle and resolve the issue of value-added tax refunds for businesses; promptly amend the Law on Corporate Income Tax to put the preferential corporate income tax policy for small and medium-sized enterprises into practice.

Continue to review, monitor and evaluate Decree No. 08/2023/ND-CP dated March 5, 2023 of the Government and promptly report to competent authorities on solutions to remove new arising problems in the corporate bond market to appropriately and effectively handle current existing problems and limitations in accordance with legal regulations.

Research and urgently propose amendments and supplements to the financial autonomy mechanism of public service units; coordinate with ministries and agencies to perfect policies and legal mechanisms to promote autonomy of public service units and socialize public services in eligible fields.

Strive to reduce interest rates on deposits and loans

The Government assigned the State Bank of Vietnam to preside over and coordinate with agencies and localities to operate monetary policy firmly, flexibly, proactively, promptly, effectively, closely and harmoniously coordinate with fiscal policy and other policies; operate exchange rates appropriately, contributing to controlling inflation, stabilizing the macro-economy, and the monetary and foreign exchange markets.

Direct credit institutions to increase credit growth at a reasonable rate, directing credit to production and business sectors, priority sectors and growth drivers. Continue to encourage credit institutions to reduce costs, strive to reduce deposit and lending interest rates; promote administrative procedure reform, increase access to credit capital for people and businesses.

Seriously, fully, promptly and effectively implement solutions to restructure commercial banks under special control according to the Politburo's Conclusion; promptly develop a plan to restructure Saigon Joint Stock Commercial Bank according to the procedures of the Law on Credit Institutions.

Direct commercial banks, of which the main ones are 04 state-owned commercial banks (Vietnam Bank for Agriculture and Rural Development, Vietnam Joint Stock Commercial Bank for Industry and Trade, Vietnam Joint Stock Commercial Bank for Foreign Trade, Vietnam Joint Stock Commercial Bank for Investment and Development) to implement a credit program of about 120,000 billion VND for lending to investors and home buyers of social housing projects, worker housing projects, projects to renovate and rebuild old apartments; coordinate with the Ministry of Construction and relevant ministries, branches and agencies to determine the list of projects, beneficiaries, conditions and criteria for beneficiaries, ensuring publicity, transparency and compliance with regulations.

Promptly amend and supplement Circular No. 16/2021/TT-NHNN dated November 10, 2021 regulating the purchase and sale of corporate bonds by credit institutions and foreign bank branches in accordance with their authority, procedures and legal regulations, enhancing transparency, strictly controlling risks, ensuring the safety of the banking system, contributing to supporting the development of a safe, healthy and effective corporate bond market.

Complete Plan to adjust average retail electricity price in accordance with new price frame

The Ministry of Industry and Trade shall preside over and coordinate with agencies and localities to ensure the supply of gasoline and oil for the domestic market in all situations and regulate gasoline and oil prices according to regulations; promptly submit to the Government a Decree amending and supplementing Decree No. 95/2021/ND-CP and Decree No. 83/2014/ND-CP on gasoline and oil trading. Complete the plan to adjust the average retail electricity price in accordance with the new price frame and in accordance with the provisions of law.

Continue to support localities to promote e-commerce development. Promote and promote consumer policies, stimulate domestic consumption, and effectively exploit the domestic market. Strengthen market management, fight against smuggling, trade fraud and counterfeit goods.

Continue to expand and diversify export markets towards new markets and potential markets such as India, Africa, the Middle East, Latin America, Eastern Europe, etc.

The Ministry of Agriculture and Rural Development shall preside over and coordinate with agencies and localities to continue promoting food production, restructuring the agricultural sector in association with new rural construction and promoting the transformation of production and trade methods in the agricultural sector; and opening up the export market for agricultural products.

Focus on removing the European Commission's "yellow card" for illegal, unreported and unregulated fishing.

Preside over and coordinate with the Ministry of Industry and Trade and relevant units to closely monitor the production situation, supply and demand developments, market prices of agricultural materials and foodstuffs, proactively and promptly implement according to authority or propose and submit to competent authorities solutions to stabilize the market according to regulations.

Speed up the review and removal of difficulties and obstacles for real estate projects

The Ministry of Construction shall preside over and coordinate with agencies and localities to speed up the review and removal of difficulties and obstacles for specific real estate projects.

Urgently compile and publish a list of projects, subjects, conditions, and criteria eligible to benefit from the credit program of about 120,000 billion VND in loans for investors and home buyers of social housing projects, worker housing projects, and projects to renovate and rebuild old apartments.

Coordinate with the Ministry of Public Security to review and amend the National Technical Regulations on fire safety for houses and buildings to suit reality.

The Ministry of Transport shall preside over and coordinate with agencies and localities to resolutely and focusedly direct the implementation and completion of key transport projects, ensuring progress and quality according to regulations and directions of the Government and Prime Minister.

The Ministry of Natural Resources and Environment shall preside over and coordinate with relevant agencies and localities to guide the immediate removal of difficulties, obstacles, and procedures related to the exploitation of construction material mines for key traffic projects; urgently work with localities in the Mekong Delta region to determine the amount of sand each province will supply for the highway project.

The Ministry of Labor, War Invalids and Social Affairs shall preside over and coordinate with agencies and localities to grasp the situation and human resource needs in each industry, field and region, especially in localities with many industrial parks and labor concentration; promptly connect supply and demand, ensuring labor supply. Continue to closely monitor the situation of workers who have lost their jobs or have reduced working hours, especially in industrial parks, to have support plans when necessary.

Positive Preparing for the 2023 high school graduation exam and university and college admissions

The Ministry of Education and Training presides over and coordinates with agencies and localities to actively prepare for the 2023 high school graduation exam and university and college entrance exam; in which, attention must be paid to ensuring the quality and absolute safety of the exam questions.

Continue to effectively implement the 2018 General Education Program. Organize the appraisal, publication, and distribution of textbooks for grades 5, 9, and 12 to ensure progress and quality.

The Ministry of Health shall preside over and coordinate with agencies and localities to continue to effectively implement the work of preventing and combating COVID-19 and other epidemics. Focus on thoroughly resolving and removing difficulties and obstacles in the procurement and bidding of drugs, equipment and medical supplies at hospitals and medical examination and treatment facilities.

The Ministry of Culture, Sports and Tourism shall preside over and coordinate with agencies and localities to promote tourism; strengthen linkages and develop new, quality tourism products. Organize the 2023 summer tourist season well, contributing to the recovery and development of tourism. Actively resume and open new international flights to potential customer areas.

Develop and submit to the Government for promulgation a Decree on encouraging dynamic, creative, daring, and innovative cadres for the common good.

The Ministry of Home Affairs shall preside over and coordinate with ministries and agencies to speed up the review, arrangement, and consolidation of functions, tasks, and organizational structures of affiliated agencies and units to meet the criteria prescribed by the Government.

At the same time, urgently advise on the implementation of the Conclusion of the Politburo and the Resolution of the National Assembly Standing Committee on the arrangement of administrative units at district and commune levels for the period 2023 - 2025, until the end of 2030; develop and submit to the Government for promulgation a Decree on encouraging dynamic, creative cadres who dare to think, dare to do, dare to make breakthroughs for the common good.

The Ministry of Justice closely coordinates with ministries and agencies to focus on reviewing and removing difficulties, obstacles, and bottlenecks in institutions and policies, especially for production and business and serving people and businesses; well prepares draft law documents to be submitted to the 15th National Assembly, 5th Session (May 2023).

Completing the National Strategy on Anti-Corruption to 2030

The Government Inspectorate shall preside over and coordinate with agencies and localities to urgently complete and submit to the Government the draft Resolution promulgating the National Strategy on Anti-Corruption to 2030 and draft Decrees detailing the Law on Inspection, ensuring quality and progress.

The Ministry of Public Security shall preside over and coordinate with agencies and localities to strengthen the work of grasping the situation, proactively deploy measures to ensure security, order, prevent fire and explosion, and absolutely protect the safety of key targets, projects, and important political, cultural and social events of the country, focusing on the occasion of the Hung Kings' Commemoration Day, April 30 and May 1.

Speed up the investigation and handling of major cases; do a good job of preventing corruption and negativity; prevent, investigate and strictly handle acts of spreading bad, toxic and false information. Focus on fighting and suppressing all types of crimes and social evils, especially black credit, gambling, cybercrime... Strengthen inspection and control to ensure traffic order and safety, resolutely and strictly handle violations.

Focus on fighting and eliminating complicated drug facilities, locations and hotspots; strictly manage illegal drug users.

Research, review, and amend according to authority or submit to competent authorities to amend regulations on fireproof materials, fireproof material inspection procedures, and conditions for ensuring fire prevention and fighting, ensuring compliance with practice.

Piloting the use of driver's licenses integrated into electronic identification accounts in Binh Duong

The Ministry of Public Security shall preside over and coordinate with experts to evaluate user experience to upgrade and perfect the VNeID application, ensuring the principle of taking users as the center, creating convenience, friendliness, and ease of use for people and businesses; to be completed in May 2023.

Preside over and coordinate with the Ministries of Information and Communications, Transport, and Justice to research solutions to pilot the application of VNeID in digital transformation in a number of ministries, branches, and localities while waiting for amendments and completion of related mechanisms and policies; in the immediate future, use VNeID accounts to clean data and create new accounts for mobile subscriber information, research and apply population data, electronic chip-embedded citizen identification cards for organizations providing public digital signature services to provide citizen digital certificate services to ensure identity and pilot the use of driver's licenses integrated on electronic identification accounts in Binh Duong province; report to the Government and the Prime Minister on pilot implementation solutions in April 2023.

The Government Office shall preside over and coordinate with agencies and localities to implement the tasks assigned in Resolution No. 131/NQ-CP dated October 6, 2022 on promoting administrative procedure reform and modernizing the direction and administration methods to serve people and businesses.

Preside over and coordinate with the Ministry of Public Security and the Ministry of Justice to urge ministries and branches to focus on implementing 19 Resolutions of the Government on simplifying administrative procedures and citizen papers related to population management within the scope of management functions of ministries and agencies; completion time in June 2023 for legal documents under the authority of the Minister, Head of ministerial-level agencies, the Government and the Prime Minister.

Disbursement of policies to support economic and social recovery and development achieved above 84 trillion dong

Regarding the implementation of the Socio-Economic Recovery and Development Program (Program), with a sense of responsibility, proactiveness and effort, after more than 01 year of implementing the Program, the Government, ministries, agencies and localities have completed a large amount of work, issued all guiding documents; disbursed support policies reaching over 84 trillion VND, promptly supporting people and businesses to restore production and business.

However, some support policies have expired and have not achieved high results. The transfer of resources from unfeasible policies to supplement resources for other policies is still slow.

In order to promptly overcome difficulties and continue to effectively promote the implementation of policies under the Program; the Government requests ministries, agencies and localities to seriously implement the tasks and solutions set out in accordance with the Resolutions of the National Assembly, the Government, and the direction of the Prime Minister, and prepare conditions for immediate implementation of projects after receiving capital from the Program, ensuring the required progress and quality.

In particular, the State Bank of Vietnam continues to coordinate with the Ministry of Planning and Investment, the Ministry of Finance and relevant agencies to promote the policy of supporting interest rates of 2%/year.

The Ministry of Planning and Investment shall preside over and coordinate with the State Bank of Vietnam, the Ministry of Finance and relevant agencies to propose specific solutions for the remaining resources of the 2%/year interest rate support policy as directed by Deputy Prime Minister Le Minh Khai in Notice No. 116/TB-VPCP dated April 6, 2023 of the Government Office; report to the Government before April 15, 2023.

Strive for disbursement rate public investment capital 2023 over 95% of the plan is assigned

Regarding the allocation and disbursement of public investment capital, by the end of March 31, 2023, the Prime Minister had assigned 100% of the capital resolved by the National Assembly to each ministry, agency, and locality; ministries, agencies, and localities have assigned detailed plans for the list of tasks and projects, reaching 87.1% of the plan assigned by the Prime Minister; 12.9% of the capital has not been allocated in detail; the estimated disbursement of the new capital plan has reached 10.35%.

To speed up progress and effectively implement public investment capital, the Government requires ministries, agencies and localities to resolutely, synchronously and effectively implement assigned tasks and solutions, consider the disbursement of the 2023 investment capital plan an important political task, take full responsibility before the Government and the Prime Minister for the slow disbursement, and strive for the disbursement rate in 2023 to be over 95% of the assigned plan.

The Ministry of Planning and Investment shall preside over and coordinate with the Ministry of Finance to publicly disclose at regular Government meetings, on the National Information System on Public Investment and the Electronic Information Portal of the Ministry of Planning and Investment the monthly disbursement rate of each ministry, central and local agency, and the list of ministries, central and local agencies with disbursement rates below the national average to report as required by the Working Group in Decision No. 235/QD-TTg.

Resolutely speed up the progress of allocation and assignment of state budget capital plans for implementation. 03 National target programs

The Government requires relevant ministries, agencies and localities to drastically speed up the progress of allocating and assigning state budget capital plans for the 2021-2025 period and 2023 to implement national target programs, especially in localities.

The Ethnic Committee and the Ministry of Information and Communications, according to their assigned functions and tasks, shall develop a Project on criteria for identifying villages with a high concentration of ethnic minorities with specific difficulties and a high rate of poor households, and a plan to handle difficulties in implementing the content of "supporting the establishment of information technology application support points at the People's Committees at the commune level"; report to competent authorities before April 15, 2023.

The Ministry of Labor, War Invalids and Social Affairs continues to research and perfect multidimensional poverty standards associated with sustainable development goals, ensuring a gradual increase in minimum living standards and people's access to basic social services in the period up to 2030.

Ministries and agencies review inconsistent and overlapping guidance documents and promptly amend them to facilitate localities in organizing the implementation of the 3 National Target Programs.

Early support and removal of difficulties for production and business activities of enterprises and people

Regarding solutions to support and remove difficulties in production and business development, the Government agrees with the proposal of the State Bank of Vietnam on solutions to support and remove difficulties in production and business development submitted to the Government at the meeting.

The State Bank of Vietnam, in accordance with its assigned functions, tasks and authority, shall urgently coordinate with relevant ministries and branches to review, decide and guide credit institutions to promptly support and remove difficulties for production and business activities of enterprises and people, ensuring suitability, feasibility, efficiency, compliance with legal regulations and safety of the credit institution system; strengthen inspection, examination, control and supervision of policy implementation in accordance with legal regulations, to prevent profiteering, loss and violation of the law./.
