In the last days of March 2025, 42 construction teams were organized by contractors at Component Project 3, with more than 400 pieces of equipment and nearly 300 personnel mobilized to simultaneously implement the project's various components.
Adjusting the detailed construction schedule
According to the investor's report, as of March 19, 2025, the total value of construction work for Component Project 3 reached nearly 41% of the contract value (16.16% behind schedule). The reasons for the delay include insufficient material supply, incomplete restoration of the waste disposal site, and delays in relocating technical infrastructure.
Faced with the urgent need to make up for the delayed work volume, the contractors hastily adjusted the detailed schedule for the project items, which has been approved by the investor.
Specifically, for package number 2, the joint venture of Tan Nam Construction Joint Stock Company and Hoang Nam Bridge and Road Construction Company Limited has adjusted the detailed plan for implementing the items until the end of August 2025. The unit aims to complete the construction of the main roadbed section from Km87+465 to Km95+200 before August 11, 2025, with the 4% cement-crushed stone base item to be completed by the end of April 2025, the asphalt concrete road surface construction to be completed by the end of June 2025, and the completion of the longitudinal drainage system and reinforced shoulders before August 11, 2025.
Similarly, for the bridge projects along the route, including rural bridge 3, Ea Krông Búk bridge, Ea Krông Pắc bridge, and rural bridge 2, the goal is to complete them by the end of June and the beginning of July 2025.

For the consortium of contractors (Construction Corporation No. 1 – JSC, Trung Nam Construction and Installation Joint Stock Company, and An Nguyen Limited Company), a detailed construction schedule adjustment has been developed for package No. 3, section Km 101+500 – Km 108. According to the latest adjusted schedule, the consortium aims to complete the main route items by early July 2025 and the access road system by the end of August 2025. Several bridge projects along the route have also had their schedules adjusted, such as the Ea Yông bridge, expected to be completed around mid-May, and the No. 7 rural bridge, expected to be completed by mid-July this year.
Component Project 3 has a total length of over 48 km, with the People's Committee of Dak Lak province as the managing agency and the Provincial Project Management Board for Investment in Construction of Transportation and Rural Development Projects as the investor; the total budget is over 6,165 billion VND.
Speed up construction.
Following the directives of Prime Minister Pham Minh Chinh, in early March 2025, seven working groups led by seven Deputy Prime Ministers conducted inspections of the implementation of expressway projects nationwide. Among them, Group 3, led by Deputy Prime Minister Le Thanh Long, inspected the Chi Thanh - Van Phong expressway project, the Van Phong - Nha Trang expressway project, and Component Projects 1 and 3 of the Khanh Hoa - Buon Ma Thuot Expressway Project, Phase 1.
During the inspection, Deputy Prime Minister Le Thanh Long acknowledged and highly appreciated the efforts of ministries, departments, localities, investors, contractors, and related units in closely coordinating the implementation of the projects.
Besides the achievements, some tasks remain unfinished and have not met the set deadlines. Specifically, the land clearance and relocation of technical infrastructure in Khanh Hoa and Dak Lak provinces for the Khanh Hoa - Buon Ma Thuot expressway project have not been completed as directed by the Prime Minister (the section through Dak Lak province still has 10 hectares of land to be cleared and one high-voltage power line location).
Construction progress at components 1 and 3 of the Khanh Hoa - Buon Ma Thuot expressway and the Chi Thanh - Van Phong expressway project has not met expectations, while a large amount of work remains to be done.

To achieve the goal of completing 3,000 km of expressway by the end of this year, the Deputy Prime Minister requested the People's Committee of Dak Lak province to continue disseminating information and mobilizing people to promptly hand over land and to direct the acceleration of the relocation of technical infrastructure facilities by March 2025.
Specifically, the Deputy Prime Minister requested Dak Lak province – as the managing agency of Component Project 3 – to direct the investor, consulting unit, and contractors to update the overall and detailed construction progress, clearly stating the determination to complete the project in 2025. Along with that, solutions should be implemented to compensate for the delayed work volume, provide contingency time in case of unfavorable weather conditions; and increase manpower, machinery and equipment, and financial resources to organize construction in a "3 shifts, 4 teams" system.
The investor and contractor must not be negligent or complacent, as this section of the route passes through an area with unfavorable weather conditions, with the rainy season arriving early (June every year). They must focus on accelerating construction to ensure the completion of the entire lower layer of asphalt concrete before the rainy season.
Representatives of the investor for Component Project 3 stated that, in accordance with the Government's directives and based on the detailed schedule adjustment, the investor continues to urge and direct the contractor to increase machinery and equipment, organize overtime work, implement a "3 shifts, 4 teams" construction schedule, and take advantage of the dry weather to compensate for the work that was delayed in previous months. Regarding material quarrying issues, the investor has requested the contractor to increase equipment and production lines, raise the capacity of quarrying and stone production at specialized quarries, and transport the materials to the construction site to serve the construction. At the same time, the contractor is required to review the reserves and quality of materials from commercial quarries, as well as the surplus reserves of specialized quarries that have supplied other contractors within the project area, in order to meet the demand for stone for construction.
