Speeding up the progress of the Khanh Hoa - Buon Ma Thuot Expressway Project and the Ho Chi Minh Road Eastern bypass

On the morning of July 24, Vice Chairman of the Provincial People's Committee Truong Cong Thai chaired a direct and online meeting to listen to and direct the acceleration of the implementation progress and resolve difficulties and problems of Component Project 3 of the Khanh Hoa - Buon Ma Thuot Expressway Construction Project Phase 1 (referred to as Component Project 3) and the Ho Chi Minh Road Construction Investment Project, Eastern bypass of Buon Ma Thuot City, Dak Lak Province (referred to as the Eastern bypass Project).

According to the report of the investor of the two above projects, the Dak Lak Province Management Board of Investment Projects for Construction of Traffic Works and Rural Development (Board A), the current total implementation value of Component Project 3 (total of 3 construction packages) is more than VND 2,577 billion (equal to 61.14% of the contract value), 27.88% behind schedule and behind schedule as committed to be completed before August 30, 2025.

The reason is that this year the area the route passes through has had early, heavy and continuous rain, affecting the construction plans and progress of contractors; construction materials of sand and stone are scarce on the market, especially sand; the licensing time for Hoa Tien earth and stone quarry is slow and prolonged; some locations are still stuck, technical infrastructure has not been relocated (such as: TL10 intersection, branch 2 of CT02 intersection, road at the beginning of residential bridge 4, residential electricity system).

The project's cumulative disbursement to date is more than VND 2,965 billion (equal to 68.73% of the total allocated capital), of which the disbursement of the 2025 capital plan is more than VND 693 billion (equal to 33.9% of the plan).

Representatives of the Management Board of Investment Projects for Construction of Traffic Works and Rural Development of Dak Lak Province reported at the meeting.

For the Eastern Bypass Project, as of July 23, 2025, the site clearance work and handover to the contractor for construction for the main route is about 39.5 km/39.6 km (128.75 ha); the remaining 0.113 km (0.35 ha) in Cuor Dang commune has not been cleared. Currently, there are 5 households whose plans have not been approved, of which 2 households are holding appraisal meetings, 3 households newly added to the planning are currently carrying out land recovery procedures according to regulations.

Up to now, the project is being implemented with 2 construction packages, the output is more than 836 billion VND (equal to 84.9% of the contract value).

The cumulative project disbursement value to date is more than VND 1,453 billion (equal to 78.94% of the total allocated capital), of which the 2025 capital plan has disbursed more than VND 71 billion (equal to 17.29% of the plan).

Representatives of the Department of Agriculture and Environment contributed comments at the meeting.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Truong Cong Thai requested project investors to preside over and coordinate with departments, branches, units and localities to handle issues related to material mines and relocation of technical infrastructure; review and work with sand mining units to resolve the lack of sand of the contractor in charge of Construction Package No. 3 of the project; guide the completion of procedures for handing over the project's excess material storage sites for management according to regulations.

In addition, units need to step up propaganda and mobilization work among people, be flexible in site clearance, and promptly carry out payment and refund procedures to speed up the disbursement of public investment capital.
