From the evening of November 6 to the morning of November 7, the Ky Lo River rose, causing flooding and cutting off traffic in many areas in the Dong Xuan and Tuy An areas of Dak Lak province. The water level of the Ky Lo River peaked at around 11 p.m. on November 6.

At the lower reaches of Ky Lo River (Ngan Son River), specifically Tuy An Bac Commune, the water level rose to just over 1 meter to reach the bridge deck on National Highway 1A on the morning of November 7. The flooding has seriously affected people in the downstream area of this river. Houses of people living along the river were submerged 2-3 meters deep.
Mr. Nguyen Van Trieu (Ngan Son village, Tuy An Bac commune) said that since the evening of November 6, the river water has risen, causing his house to be deeply flooded and the road leading to his house to be cut off. Due to the power outage, his family's daily life has been difficult, and he had to use a small boat to move around. Many other residential areas in Ngan Son village were also deeply flooded from the evening of November 6 to the morning of November 7, causing traffic disruption.

People even had to wade into dangerous areas to buy food and water, with water levels rising more than half a person on some roads near the riverbank. Mr. Phan Gia Duy (Ngan Son village) said that his residential area was completely isolated. Many households could not go outside and had to rely on boats from other households to move. The power outage also made daily life difficult. In addition, many agricultural areas and infrastructure were also affected.
In response to the emergency, authorities have barricaded and warned of danger on a number of roads and residential areas. Mr. Huynh Ngoc Han, Chairman of Tuy An Bac Commune, said that rising river water has caused 700 low-lying households in the area to be flooded since the evening of November 6 and the locality has evacuated all households to safety.
"Currently, the water has begun to recede, however many areas in An Dinh are flooded 2-2.5 meters higher than the house floor. Currently, to ensure people's safety, the locality continues to arrange forces to monitor and put up traffic safety warning ropes when people move through flooded roads," said Mr. Huynh Ngoc Hien.

Similarly, in Phu Mo commune, Chairman of the People's Committee Nguyen Duy Tinh informed that the rising water level of Ky Lo river caused flooding of more than 800 households in the area on the evening of November 6. The locality promptly evacuated the households to safe places. Currently, the Ky Lo river passing through Phu Mo commune has receded so people have returned home to clean up. However, the commune's functional forces are still on duty in key areas to monitor and support people, not to be subjective.
According to the report of the Dak Lak Provincial Civil Defense Command, in addition to the Ky Lo River receding (peaking at 11 p.m. on November 6 at Xuan Quang Hydrological Station at 34.58 m, above alert level 3 at 3.58 m), the Ha Bang Station water level is rising rapidly, at 6 a.m. on November 7 it was 11.7 m, 2.2 m above alert level 3. On the Ba River, the water level at 3 a.m. on November 7 at Cung Son Station was 33.03 m, 1.03 m above alert level 2. Meanwhile, on the Sre Pok River basin, the water level fluctuates at alert level 1 due to hydropower regulation. Other rivers fluctuate approximately above alert level 1.
