The Ministry of Agriculture and Environment (MARD) has just issued Decision No. 4548 promulgating the Plan to implement Plan No. 628/KH-BCA-BNN&MT dated October 17, 2025 of the Ministry of Public Security and the Ministry of Agriculture and Environment on coordinating propaganda, combating, and handling to contribute to preventing violations of the law related to the protection of wildlife and aquatic resources in Vietnam.

The plan aims to organize the synchronous, unified and effective implementation of Plan No. 628 nationwide. At the same time, it will improve the effectiveness of coordination between the Ministry of Agriculture and Environment and the Ministry of Public Security in propagating, detecting, combating and handling violations related to the protection of wildlife and aquatic resources. Contributing to the goal of enhancing biodiversity conservation, protecting forest ecosystems, the environment and national ecological security, in accordance with the Party's guidelines and policies, the State's policies and relevant international treaties to which Vietnam is a member.

Accordingly, the Ministry of Agriculture and Environment assigned the Department of Forestry and Forestry as the presiding unit; coordinate with units such as the Department of Fisheries and Fisheries Management, the Department of Nature Conservation and Biodiversity, the Department of Animal Husbandry and Veterinary Medicine and specialized management agencies under the Ministry of Agriculture and Environment according to Decision No. 4236/QD-BNNMT dated October 14, 2025 and related units.

Key activities include: establishing a Steering Committee, strengthening basic investigations, reviewing key organizations, individuals, and areas; promoting propaganda with the message "No hunting - No consumption - Protecting wildlife, migratory birds, protecting aquatic resources"; launching a mass movement to denounce and prevent violations.

In particular, focus on cracking down on and strictly handling violators of laws on wildlife and aquatic resources protection; coordinate in detecting and handling illegal transactions on social networks, forums, and e-commerce platforms; coordinate with functional units to remove posts with illegal content.

The decision will be implemented from October to the end of December 2025. The Ministry of Agriculture and Environment requires units to seriously implement it, ensuring clear identification of people, work, and responsibilities, and timely and periodic reporting.

The issuance of the decision demonstrates the determination of the Ministry of Agriculture and Environment in coordinating with the Ministry of Public Security to improve the effectiveness of management and protection of wildlife and aquatic resources, contributing to the implementation of Vietnam's commitment to nature conservation and sustainable development.

Previously, implementing Plan No. 628/KH-BCA-BNN&MT, the Department of Forestry and Forest Protection issued Document No. 2389 to local Departments of Agriculture and Environment requesting the Departments to advise the People's Committees of provinces and cities to issue or issue under their authority Documents and Plans to ensure synchronous, timely and effective implementation. Monitor, guide and urge the implementation of the Plan in the management area.

At the same time, local Departments of Agriculture and Environment coordinate with local authorities and relevant agencies to review, compile statistics, identify and make a list of relevant organizations and individuals, key subjects, areas, and hot spots of law violations related to the management and protection of wildlife, migratory birds, and aquatic resources; and promote propaganda activities.

In particular, the local Department of Agriculture and Environment proactively coordinates with the police, local authorities and relevant agencies to increase patrols, inspections and raids; focus on cracking down and strictly handling violators of laws on wildlife, migratory birds and aquatic resources protection; coordinate, support and recommend competent authorities to detect and handle illegal transactions on social networks, forums, e-commerce platforms, and remove posts with illegal content.

The Department of Fisheries and Fisheries Surveillance has also issued a plan of the Department to implement Plan No. 628, in which the responsibilities of the units under the Department have been clearly assigned based on the functions and tasks of each unit, ensuring unified, synchronous and timely direction to strengthen coordination between the fisheries - fisheries surveillance force and the police in propaganda, combat, prevention and strict handling of violations of the law on exploitation and protection of aquatic resources, especially the use of banned chemicals, toxic substances, explosives, electric shocks, electric currents, destructive and exhaustive fishing gear to exploit aquatic resources.
