Recently, the commencement of numerous housing projects for workers in the province has demonstrated the determination and practical approach of the province, its sectors, and businesses, with the coal industry and industrial zones being particularly noteworthy.
The coal industry has a large workforce, unique working conditions, and a huge demand for housing. Recognizing this, the Vietnam Coal and Mineral Industry Group (TKV) and its member units have prioritized investing in collective housing areas, gradually improving the quality of life for miners.

At the end of 2025, TKV will commence the construction of a housing project for workers of Khe Cham Coal Company in Mong Duong ward. The project will consist of one basement level, eleven above-ground levels, and one rooftop level, with a total floor area of approximately 20,580 m², comprising 360 self-contained apartments designed for one person per unit, fully equipped with modern amenities. The project includes integrated infrastructure, landscaping, and green spaces, with a total investment of over 237 billion VND, and is expected to be completed in 2027.
Mr. Le Dinh Duong, Secretary of the Party Committee and Director of Khe Cham Coal Company, said: "Based on the practical need for housing for workers and the goal of sustainable development, the company has fully prepared the legal procedures and implemented the project systematically and in accordance with regulations. Housing for workers is not only a place to live, but also a foundation for stabilizing the workforce, helping workers feel secure and committed to the company in the long term."

Mr. Dam Van Ham, from the Network Station Workshop at Khe Cham Coal Company, expressed: “This has been a long-awaited wish of the workers, especially those who live far away and have to rent accommodation outside. With self-contained housing and good living conditions, we can work with peace of mind and focus on production.”
Previously, Nui Beo Coal Joint Stock Company also commenced the construction of a collective housing project for underground miners in Ha Tu ward. The project has a total investment of nearly 300 billion VND, with a scale of 1 basement floor and 11 above-ground floors, comprising 389 self-contained rooms and a well-designed common living space. Upon completion, the facility will provide stable housing for hundreds of workers, contributing to reduced living costs and improved living and working conditions.
Not only the coal industry, but also industrial zones in the province are actively developing housing for workers. Recently, Hai Ha Vietnam Industrial Park Co., Ltd. held a groundbreaking ceremony for the first phase of the social housing project for workers in the Hai Ha Port Industrial Park, Quang Ha commune. The project has a total investment of 638 billion VND, comprising 6 six-story buildings with approximately 700 apartments, meeting the housing needs of about 1,500 workers. This project has profound social significance, helping workers in the industrial park feel secure in their jobs and committed to the company in the long term.
To achieve these specific projects, Quang Ninh province has proactively reviewed and supplemented its planning, allocating land for social housing and workers' housing; at the same time, it has strongly reformed administrative procedures, creating favorable conditions for businesses to invest. The province's consistent viewpoint is that economic development must go hand in hand with ensuring social welfare, with housing for workers being a key, long-term task.
Currently, the Vietnam Coal and Mineral Industry Group has 22 units providing collective housing for workers, with 4,814 rooms, including 3,636 rooms for single workers and 1,133 rooms for families. Along with the coal industry, Quang Ninh province has proactively reviewed and supplemented urban and industrial park planning, allocating land for the development of social housing and worker accommodation; while also promoting administrative reform to create favorable conditions for businesses to invest in housing projects for workers. Many projects have been and are being implemented effectively, such as the social housing project in the Ngan Hang Hill residential area (Ha Long City), and the worker and expert housing area in the Dong Mai Industrial Park with nearly 1,000 apartments, providing accommodation for more than 4,000 workers. Recently, the province continued to approve social housing projects in Cao Xanh and Ha Lam wards with a total of over 1,100 apartments, contributing to realizing the goal of having approximately 25,000 housing units for workers and low-income earners in Quang Ninh by 2030.
