Speaking at the Logistics Forum, the Prime Minister emphasized seven solutions for developing the logistics industry, which are also seven breakthroughs to achieve the three set goals, contributing to double-digit economic growth each year in the coming years.

On December 2nd, in Ba Ria - Vung Tau, Prime Minister Pham Minh Chinh and leaders of various ministries and sectors attended the Logistics Forum with the theme "Free Trade Zones - Breakthrough Solutions to Promote Logistics Growth," organized by the Ministry of Industry and Trade in coordination with the People's Committee of Ba Ria - Vung Tau province.

The forum aims to send a message that Vietnam encourages and attracts the development of free trade zones, with the goal of making Vietnam a strong logistics nation, contributing to the industrialization and modernization of the country, especially in this era of national progress.

In his keynote address at the Forum, Prime Minister Pham Minh Chinh stated that in recent years, the logistics sector has achieved significant results, creating a new image and making important contributions to the overall achievements of the country. However, there are still important bottlenecks in the development of the logistics service sector. Specifically, while awareness exists, it is not yet sufficient, and high logistics costs lead to low competitiveness of goods. The scale of the logistics sector compared to the scale of the national economy and the scale of Vietnam's logistics sector compared to the world is still low.

According to the Prime Minister, in the coming period, with the trend of integration, international trade will develop even further; on the other hand, the world will face many issues of a global, all-encompassing nature that no single country can solve.

Domestically, the new era of development and the acceleration of the exploitation of maritime, subsurface, and outer space, digital transformation, and the promotion of three strategic breakthroughs in institutions, infrastructure, and human resources will also pose new demands, while simultaneously creating conditions to strongly promote the logistics industry, reduce time and costs, and enhance the competitiveness of businesses.

In this context, logistics services play an increasingly important role, making practical contributions to the country's development and integration, and participating in solving global problems.

The Prime Minister emphasized that the development of the logistics industry must follow new trends such as digital transformation, green transformation, circular economy, sharing economy, and knowledge economy; in the spirit of "resources stemming from thinking and vision, motivation stemming from innovation and creativity, strength stemming from the people and businesses," and "innovate to soar high, innovate to reach far, integrate to develop."

Through this, the Prime Minister clearly outlined three goals for the development of the logistics industry, contributing to the overall goal of national development: reducing logistics costs as a percentage of Vietnam's GDP from 18% to 15% by 2025; increasing the proportion of Vietnam's logistics industry in GDP from 10% to 15% and striving to reach 20%; simultaneously, increasing the proportion of Vietnam's logistics industry in the global logistics industry from 0.4% to 0.5% and striving to reach 0.6%; and increasing the growth rate of Vietnam's logistics industry from the current 14-15% per year to 20%.

The Prime Minister emphasized seven solutions for developing the logistics industry, which are also seven breakthroughs to achieve the three set goals, contributing to double-digit economic growth each year in the coming years.

Firstly, it is necessary to further enhance awareness of the position, role, and importance of the logistics industry and Vietnam's central position in the Asia-Pacific region in order to fully exploit and develop its unique potential, outstanding opportunities, and competitive advantages in the global logistics chain.

Secondly, we need to create institutional breakthroughs towards greater openness to develop the industry to its full potential, with the perspective that "institutions are the bottleneck of bottlenecks," and "the breakthrough of breakthroughs."

Thirdly, build a modern and efficient logistics infrastructure to reduce costs and increase product competitiveness, especially by developing the aviation, maritime, and high-speed rail sectors.

Fourth, develop smart governance and train high-quality human resources for the logistics industry.

Fifth, promote integration, logistics diplomacy, and modernization of the domestic logistics industry.

Sixth, to build and develop a free trade nation, while effectively managing and firmly protecting independence, sovereignty, unity, and territorial integrity, and maintaining an environment of peace, friendship, cooperation, and development.

Seventh, close connectivity between modes of transport (air, sea, rail, road, and inland waterways) and connection with international transport, with the world's free trade zones.

The Prime Minister requested that, based on their assigned functions, tasks, and powers, agencies and localities actively and proactively implement the solutions outlined in the seven breakthroughs mentioned above. In particular, the Ministry of Industry and Trade, in collaboration with other ministries and agencies, should lead the development of a logistics industry development strategy, a national free trade development plan, and the development of free trade zones at border areas.

The Prime Minister hopes and believes that, following the initial steps with very important achievements and foundations, with the determination and decisive involvement of all levels and sectors, and the support of international friends, along with the accelerated momentum, breakthroughs, new mindset, and new thinking in the new development phase of the country, the Vietnamese logistics industry, currently in its "youthful" stage, will confidently and strongly develop.

Furthermore, Vietnam will continue to strongly develop many high-quality logistics service centers associated with free trade zones, with Ba Ria - Vung Tau taking the lead in this process, making an important contribution to the country's development in the era of national growth, prosperity, and strength.
