Efforts to eliminate "blank spots"

Da Nang city is striving to accelerate the elimination of electricity "blank spots" and build sustainable livelihood models for households in the hydropower reservoir areas.

Speed ​​up the process.

According to the Department of Industry and Trade, there are currently more than 2,891 households without electricity in 12 communes of the city: Tra Lien, Tra Tan, Tra Doc, Tra Giap, Nam Tra My, Tra Tap, Tra Leng, Tra Van, Tra Linh, Hung Son, Song Kon, and Dak Pring. Of these, about 2,871 households in 11 communes are eligible for electricity supply from the national grid, while Dak Pring commune receives electricity from its local power source.

Due to the unique characteristics of households without electricity, which are located in remote and isolated areas and live in scattered, small groups, the implementation of investment projects and the transportation of materials face many difficulties, especially during the rainy season.

A positive sign in the effort to eliminate electricity shortages is that earlier this year, 23 households in A'ur village, located in the border commune of Avuong, gained access to electricity. This result comes from the implementation of a solar power system project with a total investment of over 2.4 billion VND from the National Target Program for the Development of Ethnic Minority and Mountainous Areas in 2025. After being officially put into operation, the project ensures the supply of three-phase electricity for the daily lives of 103 people in A'ur village.

According to Briu Quân, Chairman of the People's Committee of Avương commune, A'ur is a difficult and isolated village located in a special-use and protected forest area, more than 25km from the center of Avương commune. The transportation system is underdeveloped, with over 16km of road leading to the village requiring climbing mountains and crossing streams. Investing in a solar power system was the most optimal solution to ensure a stable energy supply for the people in this border region. After the solar power system became operational, the Cơ Tu people here were very excited to have access to a stable electricity source for the first time.

On April 15, 2026, the People's Committee of Da Nang City issued Official Letter No. 2804/UBND-KT requesting the urgent elimination of electricity shortages in the city, no later than June 2026. Specifically, the Department of Finance is responsible for closely coordinating with the Da Nang Management Board for Investment and Construction of Civil, Industrial and Technical Infrastructure Projects to complete the relevant documents and procedures for proposing the investment policy for the project to eliminate electricity shortages. The Department of Industry and Trade is responsible for monitoring and urging relevant departments and agencies to implement the assigned tasks according to the set schedule.

Ensuring livelihoods

Launched in April 2022, the livelihood program for people in the river basins of hydroelectric reservoirs has initially proven effective, with many production models suitable to the natural conditions and farming practices of the mountainous communities being developed.

The models focus on agriculture, forestry, livestock farming, and aquaculture, gradually opening up a direction for tourism development linked to the advantages of the hydroelectric reservoir areas. Typical examples include planting trees such as Gmelina arborea for seeds, cinnamon, bamboo for shoots, and medicinal plants; raising breeding cattle and mountain-raised pigs; and cage fish farming in the Avương, Sông Tranh 2, Đăk Mi 4, Sông Bung 2, and Sông Bung 4 hydroelectric reservoirs…

According to representatives from the Department of Agriculture and Environment, despite initial achievements, households have yet to develop livelihood models that are large enough in scale and have sustainable development potential. This is due to a lack of focus on long-term quality and effectiveness in implementation, prioritizing short-term goals; and a lack of business participation in building value chains through production linkages.

Based on the above limitations, the Department of Industry and Trade of Da Nang City advised the City People's Committee to issue Decision No. 1325/QD-UBND dated April 7, 2026, on the livelihood program for people in the catchment areas of hydropower reservoirs in Da Nang City, giai đoạn 2026 - 2030.

The program aims to ensure that by 2030, all localities with hydropower projects will have at least two livelihood models implemented and providing practical benefits to the people; 100% of households benefiting from the program will receive technical training and guidance on developing production and business plans, creating a proactive approach to developing these models after the support ends.

According to Ms. Le Thi Kim Phuong, Director of the City's Department of Industry and Trade, the program outlines five groups of tasks and solutions: raising awareness among people and communities in the hydropower reservoir basins; developing aquaculture and fisheries in the reservoirs; developing sustainable agricultural and forestry livelihoods; developing non-agricultural and service livelihoods; and organizing evaluations of livelihood models to replicate them, contributing to the effective implementation of the program.

The Department of Industry and Trade will coordinate with relevant units to implement tasks, focusing on maintaining and expanding livelihood models implemented during the 2023-2025 period. The Department will also prioritize integrating support and development of livelihoods for people into industrial promotion and trade promotion programs as stipulated.
