New rural areas aim for modernity and sustainability.

After the initial phase of focusing on "reaching the finish line," the new rural development program in Hai Phong is entering a new stage with higher demands.

Shift from "meeting standards" to "modern and sustainable"

On December 29, 2025, the Prime Minister issued Decision No. 51/2025/QD-TTg on the National Criteria Set for New Rural Development for the period 2026-2030. This serves as the basis for localities to develop their own criteria and orientations for implementing new rural development in the coming period.

The national criteria for new rural areas in the period 2026-2030 stipulates the criteria for new rural communes; the pilot framework for building modern new rural communes; and regulations for provinces and cities to complete the task of building new rural areas in the period 2026-2030.

The objectives are to build new rural areas in a modern and substantive direction, linked to urbanization and climate change adaptation; to develop rural economies in a green, circular, and ecological direction; to link agricultural restructuring, digital transformation, and innovation; to promote the leading role of the people, communities, and economic sectors; and to ensure national defense, security, and social order and safety.

Accordingly, the average income of rural people will increase 2.5 to 3 times by 2030 compared to 2020. The whole country strives to have approximately 65% ​​of communes meeting the new rural standards; 10% of communes meeting the modern new rural standards according to the central government's pilot framework; and 4-5 provinces and cities recognized as having completed the new rural development tasks according to the set criteria for the 2026-2030 period.

According to the Rural Development Sub-Department, based on the results of the assessment of new rural development in the merged communes and the orientation for implementing the Central Government's program for the period 2026-2030, the Department of Agriculture and Environment will take the lead in advising on the development of the City's Project and Resolution on new rural development for the period 2026-2030 to be submitted for timely promulgation and implementation.

Some of the project's objectives clearly demonstrate a focus on improving the quality of criteria compared to the previous phase. Specifically, the set of criteria for new rural communes in the 2026-2030 period is expected to include 10 criteria with many higher-level indicators. For example, the rural economic development criterion requires at least 3 high-tech agricultural models, an industrial zone or cluster, and a craft village. The socio-economic infrastructure criterion requires villages to have internet and telecommunication services, and commercial infrastructure from mini-supermarkets upwards, as regulated by the Ministry of Industry and Trade.

In fulfilling its assigned tasks, the Department of Agriculture and Environment is urgently implementing the New Rural Development Project in the city for the period 2026-2030. From November 2025, the department will work with localities to review the results of implementing the new rural development indicators and criteria for the period 2021-2025; simultaneously, it will review the list of projects and investment funding needs to compile and develop a draft project.

On March 6, 2026, the Department reported to the City People's Committee in Report No. 151/BC-SNNMT on the development of the New Rural Development Project for the period 2026-2030. To date, the Department has finalized the draft project, organized two rounds of consultations with relevant departments, agencies, and localities to further revise it before submitting it to the competent authority for consideration and promulgation.

In addition, the department is finalizing the draft Decision promulgating the list of communes in groups 1, 2, and 3 implementing the new rural development program in the 2026-2030 period in the city; and submitting it to the City People's Committee for consideration as a basis for grouping and guiding the implementation roadmap in accordance with the actual conditions of each locality.

Regarding the development of the criteria for new rural communes in the 2026-2030 period, the Department is coordinating with other departments, agencies, and localities to develop a draft set of criteria applicable throughout the city. Currently, the Department has posted the draft on the city's electronic information portal to solicit broad public opinion; at the same time, it has sent Document No. 5072/SNNMTCCPTNT dated May 8, 2026 to the Vietnam Fatherland Front Committee of the city, relevant departments, agencies, localities, and units to participate in providing feedback to finalize the draft.

According to Deputy Director of the Department of Agriculture and Environment Pham Thi Dao, building new rural areas is a long-term, continuous process with only a starting point, not an end point. To achieve the goals of the new phase, effective coordination between the Vietnam Fatherland Front Committee of Hai Phong city, departments, agencies, socio-political organizations, and localities is needed to effectively mobilize resources, maintain and improve the quality of criteria already met, especially those related to income, poverty reduction, production development, environment, and security and order. At the same time, it is necessary to urgently finalize the set of criteria for new rural communes in Hai Phong city for the 2026-2030 period so that localities can implement them in the coming time.
