BHG - Difficulties piled on difficulties, making Sanh oranges a "low note" in the symphony of restructuring the agricultural sector. Facing the risk of brand fading, Sanh oranges need a strong strategy, consensus from all levels, sectors and people to overcome challenges, maintain their position as a key crop, and bring this specialty brand back to its golden age.
Synchronize multiple solutions
Immediately after the orange area degradation occurred, the province's professional sector coordinated with relevant units to carry out the scientific topics: "Research on the current state of degradation and propose scientific and technological solutions for sustainable development of the Ha Giang orange area", "Research on selection and development of seedless or low-seeded Sanh oranges and improve the productivity and quality of Ha Giang Sanh oranges"; implement the project "Application of some technical advances to improve the productivity and quality of Sanh orange trees"; implement "Model of renovation and replacement of old, ineffective orange gardens to serve the orange crop spreading work".

From 2021 to now, orange growing districts have replaced nearly 208 hectares of old Sanh oranges with Vang oranges to spread the crop, increasing economic value for orange growers. Vice Chairman of Vi Xuyen District People's Committee Le Thanh Hai said: About 80% of the Sanh orange area in the district is old, severely degraded, and difficult to recover. Therefore, gardeners have switched to growing 100 hectares of Vang oranges, overcoming the shortage of spreading the crop, supplementing the structure of citrus fruit varieties, meeting market demand. Up to now, the Vang orange area has developed well, with an average yield of over 100 quintals/ha; consumption is stable, with garden prices ranging from 15,000 to 18,000 VND/kg.
To overcome the phenomenon of yellow leaves and root rot on Sanh orange trees due to nutritional metabolism disorders, Bac Quang district has implemented a model of using Lucavi organic fertilizer in the Sanh orange garden of Mr. Cam Thanh Quy, Dong Thanh commune and Dang Van Lich, Viet Hong commune with a total area of 3 hectares. Head of Bac Quang Department of Agriculture and Rural Development Tran Minh Huu said that the two households have applied the technical steps according to the instructions. Therefore, the orange garden grows and develops well, the trees are healthy, the leaves are dark green, the fruit quality is improved, the fruit appearance is beautiful, uniform, the weight is about 4 - 5 fruits/kg, grade 1 oranges account for 80%, meeting the increasingly high standards of the market.
In particular, 4 households in Vinh Phuc, Tien Kieu, Vinh Hao communes, Viet Quang town (Bac Quang) also built a model orange garden of 17 hectares in association with digital transformation. Accordingly, households proactively built an internal traffic system, irrigation system; planted and cared for in an organic, environmentally friendly direction, pruned and created canopy; planted wild peanuts to create landscapes, improve soil; applied digital transformation through electronic diaries, fully updated 12 contents related to the process of planting, caring for, selling products on e-commerce platforms and promoted the image of Sanh oranges using internet applications, social networks... Through the model, the participation of people and businesses has been maximized, with coordination, transfer, and close linkage between the "4 houses", creating a value chain to increase the value of Sanh orange products.
Sanh oranges account for 60% of the citrus fruit structure of the province. To protect and sustainably develop the brand of this specialty agricultural product, all levels and sectors have actively promoted and helped people and economic sectors understand their rights and responsibilities in the production and trading of Sanh oranges in the area granted the Ha Giang Geographical Indication (38 communes and towns). Along with that, strictly manage the production and trading establishments of seedlings and improve the quality of seedlings. Currently, the Center for Applied Science, Conservation and Technology Transfer is conserving 157 S0 trees (oranges, tangerines) and 244 S1 trees of the original line. At the same time, the project "Improving the management and production capacity of the citrus fruit value chain in Ha Giang province" is being implemented to produce seedlings free of Greening and Tristeza diseases. Annually, the production of orange and tangerine seedlings reaches over 200,000 trees (equivalent to the amount of seedlings provided to plant 500 hectares of new trees/year). This is also an important basis for providing quality seedlings, implementing the province's policy of maintaining a stable area of Sanh oranges in the whole province of 5,000 hectares.

To sustainably develop the Sanh orange tree, important policies of the provincial Party Committee and government have been issued one after another. Specifically, the Provincial Party Committee issued Resolution 04, the Provincial People's Committee issued the Project on sustainable development of Sanh orange trees in Ha Giang province, period 2021 - 2025, orientation to 2030; the Provincial People's Council issued Resolution 58 on specific policies to support the development of household garden economy and sustainable development of Sanh orange trees in Ha Giang province, period 2021 - 2025.
Up to now, the whole province has 415 organizations and individuals borrowing capital to sustainably develop 667.45 hectares of Sanh oranges. According to the assessment of professional agencies: Most of the gardens have borrowed capital to invest in improving the quality of Sanh oranges, the trees grow well, the fruit appearance is beautiful and uniform, the rate of scarred and rough fruit is less than before the investment; the average yield is 115 quintals/ha, an increase of 5 quintals/ha or more compared to the time before borrowing capital. The quality of Sanh oranges has been improved, the weight is about 4 fruits/kg, type 1 oranges account for 70 - 80%, the average sweetness is over 10.15%. Mr. Dang Van Phong, Tien Kieu commune (Bac Quang) excitedly said: "The average selling price of Sanh oranges in the garden is 10 thousand VND/kg, an increase of 3 - 4 thousand VND/kg; the profit after deducting the cost of investment and care is 55 million VND/ha, 22 million VND/ha higher than before the investment".
“From 2021 to now, while many areas of Sanh oranges have been forced to “die” due to degradation, yellow leaf disease, and dry branch tips, most of the orange areas that have borrowed capital to improve quality are less susceptible to disease. The area with poor growth and development accounts for only 21.77% of the total area of loans. These areas are mainly at level I degradation, households continue to renovate and invest in care for the orange trees to recover” - Deputy Director of the Department of Agriculture and Rural Development Vu Van Hieu shared.
Despite the above results, the implementation of Resolution 58 has not yet met expectations. Because only 667.45 hectares have been supported with loans to improve the quality of Sanh oranges; meanwhile, the province's target is 2,000 hectares (reaching 33.4% of the plan). On the other hand, the province has policies to support organizations and individuals to invest in building processing and production factories, linking consumption of citrus fruit products in the province. Specifically, 100% of compensation and site clearance costs are supported; support for infrastructure construction outside the fence (electricity, water, roads, wastewater treatment) with a support level of up to 2 billion VND/project. This helps reduce the burden of initial costs, creating favorable conditions to attract businesses to invest in the province. But until now, this content is still on paper, because no organization or individual has registered to invest in building a factory to process citrus fruit products.
In order to overcome limitations, mobilize the participation of the entire political system in leadership, direction and implementation of solutions to improve the quality, value and build the brand of Sanh oranges; recently, on January 17, the Provincial People's Committee issued Plan No. 22 on implementing the Project on sustainable development of Sanh oranges in 2025 with many drastic and synchronous solutions from the stage of propagating policies and guidelines to State management, resources and technical solutions. In particular, supporting a loan of 12.9 billion VND to improve the quality of 215 hectares of Sanh oranges; implementing policies to attract investment in factories processing Sanh orange products. On the other hand, to remove the "bottleneck" in processing Sanh oranges, the Department of Industry and Trade has advised the Provincial People's Committee on synchronous solutions on processing technology; managing and improving the quality of orange products for processing; building a satellite linkage model between orange production and processing facilities and producers; Promote trade for processed orange products; prioritize industrial promotion funding to support orange processing facilities in transferring and applying new technologies, increasing the capacity of existing factories and expanding production scale; call for new investment in industrial-scale processing factories.
Deputy Director of the Department of Agriculture and Rural Development Vu Van Hieu shared: The drastic participation of the entire political system in planning support policies, strategic orientation and promoting the development of production systems according to safety and high-quality standards is a necessary factor to create a solid foundation, but the consensus and sense of responsibility of the people are sufficient factors to ensure sustainable development for the Sanh orange tree. They are not only the direct producers but also the ones who access the market, apply scientific and technical advances, build brands and are an important "link" in the chain linking "4 houses" (State, farmers, scientists, enterprises) to ensure modern and sustainable production.
Ha Giang’s Sanh oranges have affirmed their prestige and brand in the market, becoming “The Quintessence of Vietnamese Cuisine” – a golden title certified by the Vietnam Association of Food Science and Technology; excellently ranked in the top 10 products and services trusted by consumers by the Vietnam Association for Standards and Consumer Protection. From that foundation, it is expected that the province’s strategic decisions will create an important momentum for Sanh oranges to overcome challenges and become famous for their brand.
